(NLDO) - The Government Party Committee has discussed plans to merge some provincial-level units, not organize at the district level, and merge some commune-level units.


On the afternoon of March 5, implementing the direction of the Politburo in Conclusions 126 and 127, Prime Minister Pham Minh Chinh, Politburo member and Secretary of the Government Party Committee, chaired a meeting of the Government Party Committee Standing Committee to discuss and give opinions on the project to rearrange and reorganize administrative units at all levels and build a two-level local government to prepare for submission to competent authorities.

Also attending the meeting were Politburo members: Permanent Deputy Prime Minister, Permanent Deputy Secretary of the Government Party Committee Nguyen Hoa Binh, General Phan Van Giang, Minister of National Defense, General Luong Tam Quang, Minister of Public Security; members of the Party Central Committee, Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies, members of the Standing Committee of the Government Party Committee.

After listening to the report of the Ministry of Home Affairs and the opinions of the delegates, the Standing Committee of the Government Party Committee agreed on a two-level local government model, namely the provincial level (including provinces and centrally-run cities) and the grassroots level.

The Government Party Committee also discussed plans to merge some provincial-level units, not organize at the district level, and merge some commune-level units.

Party Secretary and Prime Minister Pham Minh Chinh emphasized that the arrangement of provincial-level administrative units needs to be based on a number of important criteria, namely area, population, economy, culture and the ability to complement and support each other for development.

The Prime Minister highly appreciated the preparation work of the Ministry of Home Affairs and relevant agencies, and requested that the agencies promptly complete the Project and report it to the Politburo for comments.

Previously, on February 28, the Politburo and the Secretariat issued Conclusion No. 127, assigning the Government Party Committee to coordinate with the Central Organization Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project, and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level; continue to merge commune-level administrative units.

In merging provinces, in addition to the basis of population size and area, the Politburo and Secretariat require careful study of national master plans, regional plans, local plans, socio-economic development strategies, industry development, expanding development space, promoting comparative advantages, meeting development requirements for each locality and requirements and development orientations for the new period.

At the commune level, the Politburo and the Secretariat noted the need to clearly define models of local government at the commune level with urban, rural, mountainous, delta, and island areas, population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, and religion. Based on the above bases, agencies will develop functions, tasks, powers, organizational structure, and staffing of local government at the commune level.

At the same time, the agencies clarify the working relationship between local government levels (between provincial and communal levels); the vertical working relationship from the central to communal levels, ensuring smooth, synchronous, interconnected, effective and efficient operations; clearly identify the conditions to ensure effective operation of communal governments before, during and after the reorganization.

The Politburo and the Secretariat assigned the Government Party Committee to promptly report to the Politburo and the Secretariat for the policy before asking for opinions from Party committees and organizations, no later than March 9.
