Kinhtedothi - On March 25, the Office of the Hanoi People's Committee issued Notice No. 156/TB-VP on the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan on the investment plan to build a road connecting Gia Binh airport (Bac Ninh province) with Hanoi capital in Hanoi.
Accordingly, after listening to the report of the Department of Planning and Architecture, the report of the Department of Finance; opinions of delegates attending the meeting, Vice Chairman of the City People's Committee Duong Duc Tuan unanimously concluded and directed as follows:
Agree on the route plan connecting Gia Binh airport to the center of Hanoi (the route in Hanoi) according to the report and proposal of the Department of Planning and Architecture: New construction from the connection point with the route in Bac Ninh province, crossing the Duong River and following the direction of the Lao Cai - Hanoi - Hai Phong railway through Trung Mau station area and connecting with the intersection between Hanoi - Lang Son expressway and Hanoi - Thai Nguyen expressway/Ring 3, the route coincides with the direction of Hanoi - Thai Nguyen expressway/Ring 3 and connects with the Tu Lien bridge approach road to the center of Hanoi capital at the intersection of Tu Lien bridge approach road, Ring 3 and Hanoi - Thai Nguyen expressway.
The length of the route in Hanoi is 14km, not including the connecting branch section, of which: the newly built section is about 7km; the next section runs on the Hanoi - Thai Nguyen Expressway/Ring Road 3 is about 7km); the total length of the entire route (Bac Ninh - Hanoi) is about 35.5km.
Agree to propose to keep the position of Lao Cai - Hanoi - Hai Phong railway line and Trung Mau station in the North of the route, propose to adjust the direction of the railway line to the North of the current Ninh Hiep intersection to facilitate the renovation and design of a new intersection with the principle of ensuring convenient connectivity of the route connecting Gia Binh airport with the bridges across the Red River.
Assign the Department of Construction to draft a document for the City People's Committee to send to the Ministry of Construction to unify the route location with the Lao Cai - Hanoi - Hai Phong railway within the cross-section to ensure connection and save land fund.
Regarding the review of urban development areas along both sides of the road; investment projects that have been and are being implemented; TOD development areas: assign the Department of Planning and Architecture to preside over and work with the Department of Construction of Bac Ninh province to unify and propose the establishment of an urban zoning plan, scale 1/2000, on both sides of the road connecting Gia Binh airport in Bac Ninh province with Hanoi capital; report to the City People's Committee for consideration and direction.
Assign the Department of Planning and Architecture to preside over and coordinate with the Institute of Construction Planning, Gia Lam District People's Committee, Dong Anh District People's Committee to continue reviewing urban development areas along both sides of the road, investment projects that have been and are being implemented, TOD development areas, and report to the City People's Committee for consideration and direction.
Regarding investment mechanism: The Department of Finance urgently implements the direction of the City People's Committee; researches and proactively coordinates closely with specialized agencies of the Bac Ninh Provincial People's Committee to propose mechanisms and investment plans for the route connecting Gia Binh airport with the center of Hanoi capital; advises, proposes, reports and prepares the working content of the Hanoi City People's Committee and the Bac Ninh Provincial People's Committee expected in the week from March 25-28, 2025 to synthesize and report to the Prime Minister.
In particular, it is possible to study in the direction: Hanoi City carries out site clearance for the route section in Hanoi City and Bac Ninh Province carries out site clearance for the route section in Bac Ninh Province, proposing to choose the investment option to build the route from Gia Binh Airport - the center of Hanoi Capital in the form of public-private partnership (PPP), BT contract type for the entire route.
In addition, it is recommended that the Prime Minister allow the 2 provinces and cities to sign BT contracts with investors. The BT counterpart land fund is determined according to the investment rate of each route section in the territory of the 2 provinces and cities, according to the principle that the investment in the construction of the route section in which province or city uses the land fund on both sides of the route of that province or city.
