Speaking with Tien Phong reporter, a representative of the Traffic Works Maintenance Board, Hanoi Department of Construction said that the elevated Ring Road 3 section Phap Van - Mai Dich has been in use for nearly 20 years. Due to the large traffic volume and long-term use, many infrastructure and safety items have deteriorated and are in need of replacement.

The Maintenance Board said that on the 11.4 km length of the Phap Van - Mai Dich section, there are three important safety items including: Expansion joints (176 joints); bridge piers (403 piers); bridge bearings (7,140 bearings). Many of these devices have been damaged.

Specifically, through inspection and field survey, it was found that many bridge bearings were misaligned and had poor contact with the bottom of the pier.

The expansion joint has broken concrete, the rail is warped, the rubber stabilizer is torn, making the vehicle pass unevenly.

Based on the above reality, the Department of Construction has just announced a plan to divide and organize traffic on the elevated Ring Road 3, including banning all vehicles from circulating at night from Mai Dich overpass to Thang Long Avenue for 1 month to repair bridge bearings, expansion joints, and maintain some bridge piers, starting from the night of March 23, 2025.
