Teachers' salaries at the top of the salary scale must go hand in hand with quality.

Regulations are needed to improve the quality of the teaching staff.

Continuing the session's agenda, on the afternoon of March 25, the National Assembly's full-time delegates conference gave opinions on the draft Law on Teachers.

Delegate Duong Khac Mai (Dak Nong delegation) was interested in the salary and allowance policy for teachers. According to the draft, teachers' salaries are ranked highest in the administrative and career salary scale system and many other allowance policies.

Mr. Mai agreed with this regulation to remove difficulties for teachers and the specific nature of their profession. In addition, for the policy to be effectively implemented, he suggested that the highest salary in the salary scale system must go hand in hand with the quality of teachers.

“Along with implementing specific policies on salaries, during the law enforcement process, there must be regulations to improve the quality of the teaching staff, gradually building a team that is truly good at their profession, fully meeting the regulations on teacher ethics, dedication, and responsibility for the profession,” Mr. Mai expressed.

From the above analysis, the Dak Nong delegation proposed that the draft law assign the Government a roadmap to review, arrange, select, and attract teachers to improve their quality.

Sharing the same concern, delegate Hoang Van Cuong (Hanoi delegation) agreed with the regulation that teachers' salaries are ranked highest as proposed in the draft. However, he said that this regulation has been in the resolution for 10 years, and if it is only regulated like this now, it will be difficult to put into practice.

According to Mr. Cuong, salaries usually have many ranks and levels. Now, what will happen if the "highest salary scale" is regulated? Will the salary be ranked at the highest salary scale or the highest level? "Teachers are ranked to increase their salary by 1 level or something like that. It must be clearly regulated to ensure feasibility," Mr. Cuong suggested.

Preschool teachers can retire early

Regarding the retirement regime for teachers, delegate Le Thanh Hoan (Thanh Hoa delegation) cited Clause 2, Article 28 of the draft law, allowing teachers in preschools to retire at a lower age if they wish, but not more than 5 years older, and the percentage of pension benefits when retiring early will not be reduced if they have paid social insurance for 20 years or more.

Citing the provisions of the Labor Code, the delegate said that if the Government believes that teaching in preschools is a heavy profession, the Government can completely regulate it according to its authority.

In the spirit of "The National Assembly only regulates the contents under the authority of the National Assembly", the delegates proposed to remove the above provision and there is no need to amend or supplement Article 66 of the Social Insurance Law 2024, when this law has not yet come into effect (the Social Insurance Law will not come into effect until July 1, 2025).

Regarding the retirement regime at a higher age for teachers, Article 29 of the draft Law stipulates that the working time upon retirement of those who can enjoy a higher retirement regime is no more than 5 years for teachers with a doctorate degree, no more than 7 years for teachers with the title of associate professor, no more than 10 years for teachers who are professors and during this time the teacher does not hold a management position.

To comply with current regulations, he proposed to stipulate that the working time for teachers who are civil servants when retiring at an older age should not exceed 5 years to be consistent with the spirit of Resolution 28.

For teachers working in the armed forces, the provisions of the law on the People's Public Security and the People's Army must be followed. At the same time, he said, the Government should be given the authority to make regulations that are consistent with its authority, ensuring the consistency of the legal system.
