First national conference on training and fostering of cadres

(BL-NQ) On the afternoon of March 25, 2025, the Ho Chi Minh National Academy of Politics (HVCTQGHCM) held the first National Conference on training and fostering cadres, civil servants and public employees (CBCCVC).

The conference took place in the context that the Politburo has just issued Decision 214 on the functions, tasks, and organizational structure of the HCM National Academy of Public Administration after merging the National Academy of Public Administration under the Ministry of Home Affairs into the HCM National Academy of Public Administration.

Speaking at the opening of the Conference, Comrade Nguyen Xuan Thang - Director of the HCM National Academy of Politics, Chairman of the Central Theoretical Council said that this Conference is very important to evaluate the results of training and fostering civil servants, especially determining the goals, orientations and solutions to improve the quality of the staff to match the tasks when implementing Resolution 18 of the Party Central Committee (term XII) and the Conclusions of the Politburo and Secretariat (term XIII).

In the period of 2021 - 2024, nearly 90% of cadres and civil servants at the central, provincial and district levels have been trained to meet the prescribed standards; nearly 90% of cadres and civil servants at the commune level have intermediate or higher professional qualifications; 27% of officials of ministries, branches and localities have been trained in professional titles.

However, in the period of 2021 - 2024, a number of training programs have not been developed and implemented; the assignment and decentralization between agencies and units are unclear, overlapping, and the management and operation mechanisms are still inadequate.

Currently, the National Academy of Public Administration under the Ministry of Home Affairs has been merged into the HCM National Academy of Public Administration, requiring amendments and supplements to many Party regulations, State legal norms and innovation in management and operation so that the training and fostering of civil servants and public employees can meet the requirements of national development in the era of national development.

In the period of 2025 - 2030, the HCM National Academy of Public Administration will focus on developing and promulgating unified and synchronous regulations on training and fostering leaders, managers and civil servants. Continue to rearrange training and fostering facilities for civil servants from the central to local levels. At the same time, build, revise, supplement, update and perfect the system of training and fostering programs for civil servants.

On this occasion, the HCM National Academy of Politics recommends that the Central Party Secretariat issue unified regulations on subjects, standards, and decentralization of political theory training and training of civil servants and public employees according to civil servant rank standards, professional title standards, and leadership and management position standards. And the Secretariat issue a directive on promoting the study of political theory and state administrative management knowledge for cadres, party members, civil servants, and public employees in the new era of national development.
