Tuyen Quang: Positive changes in traffic safety and order

Việt NamViệt Nam17/03/2025

With the motto "no forbidden zones, no exceptions", the traffic police force and the provincial police resolutely handle violations of traffic safety and order, creating positive changes and raising awareness of traffic participants. Thanks to that, many violations of traffic safety and order have decreased significantly.

Major Pham Van Tuan, Deputy Head of the Traffic Police Department, Provincial Police, said: In order to promptly prevent, detect, stop and focus on handling violations that are the direct causes of traffic accidents, especially particularly serious traffic accidents; effectively prevent and combat all types of crimes operating on traffic routes; prevent and strictly handle gatherings that disturb public order, illegal racing, etc., the Provincial Police Traffic Police force has mobilized 100% of its personnel, following the routes and areas, coordinating with the Mobile Police force to establish many mobile patrol teams and many points and checkpoints to prevent, detect and strictly handle violations. At the same time, focus on handling alcohol and drug concentrations until the end of the spring festival season, in a resolute and thorough spirit, with no forbidden areas and no exceptions.

According to data from the Traffic Police Department, Provincial Police, during the peak period from December 15, 2024 to February 14, 2025, the Traffic Police force in the province detected and handled 3,550 cases, with a total fine of over 10 billion VND. Of which, 989 cases were violations of alcohol concentration while driving. The violations have decreased by nearly half compared to the peak in 2024.

Traffic Police Department officers, Provincial Police handle violations of concentration.

Along with strict handling of violations of alcohol concentration when participating in traffic, the traffic police force in the whole province has been conducting extensive propaganda on the implementation of Decree 168 of the Government, which officially took effect from January 1, 2025, clearly stipulating the penalty for the act of handing over a vehicle to a person who is not qualified to drive in traffic. Specifically, a fine of 8 - 10 million VND will be imposed on individuals handing over motorbikes and mopeds; a fine of 16 - 20 million VND will be imposed on organizations handing over motorbikes and mopeds. Notably, if a car is handed over to a person who is not qualified to drive, the fine will increase to 28 - 30 million VND for individuals and 56 - 60 million VND for organizations.

Thus, compared to Decree 100/2019/ND-CP, which previously only imposed a fine of VND800,000 - 2 million, the current fine has increased dozens of times. This fine is also considered to be a sufficient deterrent, limiting the act of letting underage children drive by parents.

According to Major Pham Van Tuan, since Decree 168 was issued, violations of road traffic safety have decreased significantly, especially when parents and families let their children drive their vehicles. Therefore, from the beginning of 2025 until now, traffic safety incidents caused by children driving when they are underage have decreased by more than 90%. This is a positive result. Currently, the traffic police force continues to propagate so that families know and understand the law so as not to let their children drive their vehicles, limiting the risk of traffic accidents.

With determination and flexibility in handling, along with the motto of “no forbidden zones, no exceptions”, all detected violations are strictly handled; saying “no” to alcohol and beer when participating in traffic has been clearly effective. In particular, through patrolling, controlling and handling violations, when determining that the driver of a vehicle violating alcohol concentration is a cadre, civil servant, public employee, armed force member, party member, or employee in a state agency, the violation will be fully reported to the agency, unit, party organization, and place of management of the violator for handling according to regulations, demonstrating the spirit of respect for the law, thereby receiving the consensus, support and appreciation of the people.

Mr. Dinh Kim Lam, Tan Ha Ward (Tuyen Quang City) shared: I think it is very necessary to strictly handle violations of alcohol concentration. This will help raise awareness among people, especially when driving a vehicle, they will not drink beer or alcohol. Currently, every time I go to a party and need to drink beer or alcohol, I take a taxi to ensure safety and avoid violating the Law on Road Traffic Order and Safety.

Sharing about the direction in the coming time, Major Pham Van Tuan, Deputy Head of the Traffic Police Department, Provincial Police said that the Traffic Police force in the whole province will continue to strictly handle violations, especially violations of alcohol concentration when participating in traffic. Through this, we also hope that people will strictly comply with traffic regulations, if they have drunk alcohol, they should not drive. The Traffic Police force will strictly handle violations.
