Technical safety and environmental protection quality standards for automobiles (QCVN 09:2024) effective from January 1, 2025, add specific requirements for mobile housing vehicles.

Accordingly, the number of sleeping places arranged in a mobile home vehicle when not moving must meet the number of people allowed to be transported, including the driver.

The living compartment of the vehicle shall be used only when the vehicle is stationary. The minimum equipment in the living compartment shall include: Sleeping space (which may be converted from seating); Living table and chairs; Cooking equipment; Storage or cupboards.

Mobile housing vehicles must be equipped with at least the following living compartments: Sleeping space; Living table and chairs; Cooking equipment; Storage or cupboards (illustrative photo).

All objects, accessories and interior equipment must not have sharp edges or corners and must be arranged and installed in the vehicle to ensure that they are not displaced, must be fixed in position, and have the ability to minimize the risk of injury to everyone when the vehicle is stopped or parked as well as moving.

Regarding the seats when the vehicle is moving, they must be arranged towards the front of the vehicle (including the driver's seat) and facing forward in the direction of the vehicle when moving. These seats must be equipped with seat belts according to regulations.

The motorhome is equipped with a swivel seat but not the driver's seat and can be used as a seat when the vehicle is moving but must have an easy-to-use anti-rotation locking mechanism to position the seat when the vehicle is moving.

For sleeping space is arranged in the living compartment of the vehicle. The sleeping area is arranged above the driver's seat area or on the upper floor of the cabin area, can be fixed or designed as a sliding, lifting (bunk bed style).

The minimum width for each single bed is 480 mm. The bed can be converted from a seat (to form a sleeping mattress) if the minimum size requirement is met after conversion.

The sleeping space structure is securely fastened by rivets or screws or welded to the vehicle floor or side walls.

For living tables and chairs, the installation position must be fixed. The table can be disassembled or folded. When the vehicle is moving, the table and chairs must be firmly positioned on the vehicle floor or side wall.

In addition, the seat arrangement must be ensured to be suitable for use with the table. The seats must be fastened directly to the floor of the vehicle or can be removed and stored in the storage compartment when the vehicle is moving.

The motorhome shall be equipped with at least one separate opening or sliding door to the living compartment on the outside passenger side or rear of the vehicle. The door area shall not be obstructed by any object such as a table, chair or seating area.

Mobile housing vehicles must ensure electrical system safety and fire prevention (illustrative photo).

Solar panels can be installed on vehicles.

QCVN 09:2024 also requires that the electrical system serving daily life must be designed independently from the vehicle's general electrical system. This system must have safety protection devices such as fuses/electrical circuit breakers. The backup power storage system must have appropriate capacity to ensure power supply for minimum needs for a certain period of time.

The electrical system for daily life must be calculated, designed appropriately and have a connection port to an external power source or electrical system (grid, generator or secondary power source) when the vehicle is parked.

Solar panels can be installed to provide energy to the living area. In this case, the electrical system must comply with solar power system standards.

In addition, all televisions or visual display devices (TV screens) and related equipment must be securely mounted in a position that: Does not obscure the driver's view; Does not impede the movement of the driver or passengers in the vehicle; Does not increase the risk of injury to people in the vehicle; Is not located within the driver's line of sight except for driving assistance devices (for example: satellite navigation systems).

If the mobile home has a sanitary system, the sanitary equipment and bathroom can be fixed or mobile. For mobile types, the installation location must be arranged to ensure that it will not move when the vehicle is moving.

Sanitary equipment installed permanently in the living compartment must ensure that waste and wastewater are collected in a container.

Waste water from a sink or shower installed in the vehicle must be collected in a separate container (not discharged into a toilet or urinal waste water tank).

For cooking equipment, it can be installed inside or outside the vehicle depending on the design of the vehicle.

In case of installation inside the vehicle, it must be arranged in a well-ventilated area, separate from other spaces (such as: sleeping area, driver's cabin area) and have a ventilation system to the outside. The device must be firmly fixed by screw system, welding or glue to the floor and side walls of the vehicle.

Do not use natural gas as fuel for cooking equipment installed in the vehicle. A clean water tap and sink must be located near the cooking equipment.

The standard also requires that motorhomes be equipped with at least two fire extinguishers of at least 2 kg each. One extinguisher must be located near the driver's seat and the remaining extinguishers must be securely mounted in the vehicle's living compartment in a visible and accessible location.

Regarding storage cabinets, they must be arranged in fixed locations, which can be locked cabinets or locked drawers to avoid automatic opening or displacement during vehicle movement;

Cookware cabinets and food storage cabinets should be located separately from other storage areas.
