On November 29, in Mong Cai City, Quang Ninh Province, the Vietnam SPS Office coordinated with the Mong Cai International Border Gate Management Board to organize a conference on "Guiding businesses to meet food safety and animal quarantine requirements when exporting agricultural products and food to China".
Ms. Tran Bich Ngoc, Head of Mong Cai International Border Gate Management Board, informed that 2023 marks the gradual recovery of domestic import and export activities in general and in Mong Cai City - Quang Ninh in particular after a period heavily affected by the Covid-19 pandemic.
According to Ms. Ngoc, for Mong Cai City, customs clearance of agricultural and aquatic products is currently being carried out at all border gates and openings in the area and has the prospect of increasing in terms of both types of goods, products and the number of participating enterprises.
"Previously, agricultural and aquatic product import and export activities were mainly concentrated at the pontoon bridge opening at Km3+4 Hai Yen/Dong Hung border market pair. Currently, through information exchange between Dong Hung City Government (China) and Mong Cai City, in the border gate development planning, Bac Luan 2 border gate on the Dong Hung City side will be the main border gate designated by the General Department of Customs of China as the border gate for importing fruits, food, edible aquatic animals, frozen seafood and medicinal herbs.

Currently, two items, fruits and food, have been recognized and the remaining three items have been assessed and accepted by the General Department of Customs for the standard conditions of warehouse areas eligible for import and export, and are expected to be recognized in December 2023. These are very positive signals not only for Mong Cai - Dong Hung but also an opportunity for domestic agricultural and aquatic product import and export activities in general," said Ms. Ngoc.
According to Mr. Le Thanh Hoa, Deputy Director of the Department of Quality, Processing and Market Development, Director of the Vietnam SPS Office: China is currently the largest trading partner and also the largest import and trade deficit market of Vietnam; at the same time, it is the second largest export market of Vietnam (after the US).
Order 248 on "Regulations on Management of Registration of Imported Foreign Food Production Enterprises"; Order 249 on "Measures for Management of Import and Export Food Safety" issued by the General Administration of Customs of China will take effect from January 1, 2022. For foreign enterprises, including Vietnam, "Compulsory compliance" is required. All enterprises exporting agricultural products and food to China must register a code with the General Administration of Customs to have a GACC code to be eligible to export to China.

In addition, China has licensed 12 fruit and vegetable products, over 800 seafood processing facilities, 40 live crab and lobster packaging facilities, and 5 tiger shrimp and white-leg shrimp packaging facilities; there are 128 product types and 48 aquatic species of Vietnam.
Need to increase logistics capacity
In particular, many comments say that there is still much room for exporting goods to the Chinese market in the coming time; this is an opportunity for Vietnamese enterprises to approach and further promote investment and production activities, strengthen integration, seek partners, as well as exploit the full potential of this market.

However, according to Mr. Hoa, to seize this opportunity, Vietnam needs to complete the infrastructure system serving import and export activities in the direction of the State and enterprises investing together to increase the capacity to provide logistics services, preserve goods along the chain from production areas to warehouses; increase the application of science and technology, high technology, digital transformation to increase efficiency, reduce costs in the export chain of agricultural and aquatic products to China.
At the same time, improve the capacity of enterprises in the direction of increasing professionalism and formality, carrying out import and export activities in accordance with international practices and regulations of importing countries.
Mr. Tran Van Ut, Director of Vy Tuyen Import-Export Trading Company Limited, headquartered in Mong Cai City, said that the company is processing and packaging seafood products. Currently, the main export market is China. For the export value in 2022, the revenue is about 80 billion VND. In 2023, the company's revenue is expected to increase dramatically, about 160 billion VND.
According to Mr. Ut, after China's orders 248 and 249 took effect, with many years of experience in the seafood business, the Company has researched deeply, learned and grasped China's food safety regulations, so everything has gone very smoothly.
Mr. Le Thanh Hoa, Director of the Vietnam SPS Office, acknowledged that in the past 2 years, since the Chinese customs agency required countries exporting food to China to register according to regulation 248, cooperation in managing imported food safety has been increasingly strengthened. As the focal agency, according to the Prime Minister's Directive, the Vietnam SPS Office has coordinated with the Ministry of Industry and Trade, the Ministry of Health and agencies under the Ministry of Agriculture and Rural Development to synchronously deploy activities.
Also within the framework of the conference, representatives of the Department of Animal Health, the Department of Crop Production, and the Vietnam SPS Office provided guidance and answered questions from businesses in the field of agricultural product export, with the goal of improving product quality, meeting the requirements of orders 248 and 249 of China; thereby promoting agricultural product exports to this market with the world's number 1 consumption power.
