According to preliminary statistics from the General Department of Customs, cassava and cassava products exports in September 2023 reached 262,834 tons with a value of more than 122.8 million USD, up 18.8% in volume and 19% in value compared to July 2023.

In the first 8 months of the year, exports of this item earned more than 891.7 million USD with more than 2.1 million tons exported, down 8.4% in volume and 13% in value compared to the same period in 2022. The average export price reached 418 USD/ton.

Cassava is one of the Vietnamese products that is always sought after by the Chinese. Specifically, in August 2023, cassava and cassava products exported to China reached 253,526 tons with a value of more than 117.5 million USD, up 19.45% in volume and 20% in value compared to July 2023.

In the first three quarters of the year, Vietnam exported more than 1.9 million tons of cassava and cassava products to China, earning more than 804 million USD, down 9.52% in volume and 14% in value compared to the same period in 2022.

Looking back at 2022, Vietnam's cassava and cassava product exports reached 3.25 million tons, worth 1.4 billion USD, up 13.3% in volume and 19.7% in value compared to 2021. The average export price of cassava and cassava products from Vietnam in 2022 was at 432.7 USD/ton, up 5.6% compared to 2021.

In 2022, China will remain Vietnam's largest consumer market for cassava and cassava products, accounting for 91.67% in volume and 91.47% in value of the country's total cassava and cassava product exports, with 2.98 million tons, worth 1.28 billion USD, up 11% in volume and 17.2% in value compared to 2021.

In 2022, Vietnam was the second largest supplier of cassava starch to China, with Vietnam's cassava starch market share in China's total imports accounting for 37.49%, a sharp increase compared to 17.56% in 2021.

According to the General Statistics Office, Vietnam is currently the second largest cassava exporter in the world, after Thailand. Vietnam currently has 528,000 hectares of cassava. There are 27 provinces nationwide with cassava starch processing factories and about 120 industrial-scale cassava starch processing factories with a total designed capacity of 11.3 million tons of fresh tubers/year. The price of fresh cassava in the Central and Central Highlands regions continues to increase. The purchase price of fresh cassava in Gia Lai has been pushed up to 4,000 VND/kg.

In the coming time, the demand for cassava and cassava starch from importers is forecast to remain high as countries increase their food and grain reserves for consumption and animal feed production.

New Zealand to ease phytosanitary controls on some Vietnamese fruits

On October 10, 2023, the Vietnam SPS Office issued Official Dispatch No. 222/SPS-BNNVN to the Plant Protection Department (Ministry of Agriculture and Rural Development) announcing the draft plant quarantine measures for some fresh fruits imported from Vietnam to New Zealand.

The dispatch stated that the Vietnam SPS Office received a notice from New Zealand on draft plant quarantine measures for some fresh fruits of Vietnam, typically rambutan, grapefruit, citrus trees...

Accordingly, Notice No. G/SPS/N/NZL/742, dated 19/9/2023, said that the Ministry for Primary Industries - New Zealand (MPI) is reviewing the pre-export phytosanitary requirements for the health standard for fresh rambutan imported from Vietnam. The proposed changes will remove the requirement for the National Plant Protection Organization (NPPO) to inspect each grower's batch and be able to determine batch uniformity in accordance with ISPM 31.

Notice No. G/SPS/N/NZL/738, dated 14/9/2023, contains: Changes in pests requiring phytosanitary measures on citrus (Citrus limon); changes to adjust the requirements for phytosanitary specimens in accordance with ISPM 31. Specific regions or countries: including Australia, Brazil, China, Egypt, Fiji, Mexico, Peru, Samoa, United States of America, Vanuatu and Vietnam.

Notice No. G/SPS/N/NZL/736, dated 13 September 2023, with the following contents: changes in pests requiring phytosanitary measures on fresh citrus (Citrus aurantiifolia); changes to adjust the requirements for phytosanitary specimens in accordance with ISPM 31. Specific regions or countries: Australia, Egypt, Peru, Solomon Islands, United States of America, Vanuatu, Vietnam and New Caledonia.

Notice No. G/SPS/N/NZL/734, dated 13/9/2023, with the content: Changes in pests requiring phytosanitary measures on fresh grapefruit (Citrus maxima); changes to conform to phytosanitary requirements for samples tested with ISPM 31. Specific regions or countries: China, Egypt, Samoa, United States, Vanuatu and Vietnam.

Notice No. G/SPS/N/NZL/733, dated 13/9/2023, with the content: Changes in pests requiring phytosanitary measures on fresh citrus (Citrus latifolia); changes to adjust the requirements for phytosanitary specimens in accordance with ISPM 31. Specific regions or countries: Australia, Brazil, Fiji, Mexico, Peru, Samoa, Vanuatu, Vietnam, Cook Islands and New Caledonia.

Mr. Ngo Xuan Nam, Deputy Director of the Vietnam SPS Office, said that New Zealand announced its plan to relax the monitoring sampling measures and eliminate plant quarantine objects (mealybugs) for some citrus products such as grapefruit, lemons, yellow lemons, etc.; rambutans from some countries, including Vietnam.

Therefore, the Vietnam SPS Office requests the Plant Protection Department to study and notify relevant organizations, businesses and individuals exporting the above fresh fruits to the New Zealand market to give comments on the draft and meet the conditions required by the import market.

In 9 months, Vietnam imported more than 8 million m3 of gasoline and oil.

The latest data from the General Department of Customs shows that in September, Vietnam imported more than 826,319 m3 of gasoline and oil, reaching 783 million USD, down 24.7% in volume and 21% in value compared to August. Compared to the same period in 2022, gasoline and oil imports to Vietnam this month still increased by 31.5% in volume and 27% in value.

The price of imported gasoline and oil in September reached 948 USD/ m3 , up 4.8% compared to August but down 2.4% compared to September 2022. This is also the 4th consecutive month that the price of imported gasoline and oil has increased and reached the highest level since the beginning of this year.

In the first 9 months of 2023, Vietnam imported more than 8 million m3 of gasoline and oil, equivalent to 6.65 billion USD, up 23.1% in volume but down 2.4% in value compared to the same period in 2022.

The average imported gasoline price in the first 9 months of the year was at 829 USD/ m3 , down 20.7% over the same period in 2022.

In the first nine months of this year, South Korea, Singapore and Malaysia were the three main petroleum suppliers to Vietnam, accounting for more than 81% of Vietnam's total petroleum imports.

In September, Vietnam imported 355,540 m3 of gasoline and oil from Korea, worth more than 333 million USD, up 83% in volume and 66% in value.

In the first 9 months, Vietnam spent over 2.7 billion USD to import 3.3 million m3 of gasoline and oil, up 29.1% in volume but down 1.6% in value compared to the same period in 2022.

The volume of goods purchased from South Korea accounted for 41.1% of Vietnam's total petroleum imports in the first 9 months of the year. The average price of petroleum imported from South Korea reached 818 USD/m3, down 23.7% compared to the same period in 2022.

In second place, in the first 9 months, Singapore supplied Vietnam with 1.8 million m3 of petroleum, equivalent to more than 1.5 billion USD, up 91.6% in volume and 57% in value over the same period in 2022. This is the highest increase among the markets. The amount of goods purchased from Singapore accounted for 22.7% of Vietnam's total petroleum imports in the first 9 months of the year.

The third largest market in Vietnam's petroleum import structure is Malaysia, with 1.4 million m3 of this product imported, worth 1.1 billion USD, up 47.6% in volume and 29% in value over the same period last year. Malaysia accounted for 17.5% of Vietnam's petroleum import market structure in the first 9 months of the year.

Vietnamese rice "far surpasses" Pakistan and Thailand

According to the Vietnam Food Association (VFA), on October 10, the export price of 5% broken rice from Thailand decreased by 5 USD, to 578-582 USD/ton. In addition to 5% broken rice, the price of 25% broken rice from this country also decreased to 530-534 USD/ton (down 8 USD compared to the end of last week).

Similarly, the price of 25% broken rice from Pakistan was also adjusted down by 20 USD/ton, down to 468-472 USD/ton. The price of 5% broken rice remained stable at the same level as last weekend at 548-552 USD/ton.

While food supplies are trending downward, Vietnamese rice prices are rising by $5/ton for 5% broken rice. After the adjustment, Vietnamese rice is priced at $618-622/ton, far exceeding Thai rice of the same grade by $40/ton and Pakistani rice by $70/ton.

Some experts explain that Vietnamese rice prices have increased due to global market demand, while Thai rice prices have decreased due to the depreciation of the Thai currency against the USD. In addition, Thailand's interest rates are half that of the USD. Unfavorable financial markets have pushed commodity prices down.

In addition, the demand for rice in the world market is currently very large.
