Parents suspect their children are being abused

Recently, a parent named T., residing in Hoc Mon district, Ho Chi Minh City, reported to Thanh Nien Newspaper reporter that his daughter, named A., 20 months old, had only been going to school for a few sessions at Cuc Hoa Mi Kindergarten (Tan Thoi Nhi commune, Hoc Mon district) when one day, he discovered that her child had many red marks on her buttocks, accompanied by a fussy and crying mood.

Specifically, Mr. T. said that his child A. was sent to the broken rice group (18-24 months old) of Cuc Hoa Mi Kindergarten since December 4. The first week, the child only attended school from morning until 11:30 and then went home. On December 11, the child stayed at school all day.

At 4:00 p.m. on December 11, Mr. T. came to pick up the child and took him home. The child was crying and fussing. The family discovered a red bruise on the right buttocks. He suspected that the child had been abused. On the morning of December 12, Mr. T. went to the school to report the incident to the principal and sent a petition to the Department of Education and Training of Hoc Mon District.

Mr. T. said that the school principal visited the child and apologized to the family, but did not invite the family to the school to work. The Hoc Mon District Department of Education and Training invited him and his family to work directly on the morning of December 15 at the citizen reception room.

How does Hoc Mon District Department of Education and Training solve this?

On December 15, the Department of Education and Training of Hoc Mon District issued Official Dispatch No. 2659, responding to Mr. T's petition, signed by Mr. Nguyen Van Hiep, Head of the Department of Education and Training of Hoc Mon District, Ho Chi Minh City.

According to the response document, after receiving the complaint from the parents, the District Department of Education and Training directed the Principal of Cuc Hoa Mi Kindergarten to report the incident. At 3:00 p.m. on December 15, the leaders of the District Department of Education and Training also went to the school to work directly with the principal, the school association and the teachers.

The broken rice group is led by teachers LTT and LTTH. The school has asked the two teachers to report the incident that occurred on December 11, 2023 (the day A. came home from school, her parents discovered that she had many red marks on her buttocks, accompanied by crying).

"The school has terminated the contract with the LTTH teacher due to lack of coordination and good care of the child, and has assigned the LTT teacher to another class group with guidance and reminders from a deputy head of professional affairs so that she can focus more on her assigned tasks, and has lowered the quarterly evaluation results of the individuals involved by one level," according to the official dispatch of the Department of Education and Training of Hoc Mon District.

At the same time, the document also stated that the handling direction of the leaders of the Department of Education and Training of Hoc Mon District is to remind the school's board of directors to seriously learn from experience, rectify and immediately overcome the limitations in management work at the facility.

At the same time, the Hoc Mon District Department of Education and Training reminded and disciplined all teachers and staff in the entire Cuc Hoa Mi Kindergarten to focus on performing each person's professional duties. Teachers and staff must strictly comply with regulations on teachers' ethics, coordinate in taking good care of children, immediately notify parents and school administrators when children have health problems while at school, and not hide mistakes and blame each other.

Thanh Nien Newspaper's source said that during the working sessions, neither of the two teachers in charge of the broken rice group admitted to beating the children.

This morning, December 20, 2023, speaking with Thanh Nien Newspaper reporter, Mr. T., A.'s parent, said that A.'s psychology is still not stable, he often cries. Therefore, the family has not sent him back to school.

At the same time, Mr. T. said that there were still many unclear points in the response letter from the Department of Education and Training of Hoc Mon District, so on December 18, he continued to send a complaint letter to the department, raising some more concerns.

Notably, in the petition, Mr. T. wanted to know the detailed report of the two teachers in charge of the rice class where his child studied, whether or not there was child abuse. If there was abuse, which teacher beat his child, why did they beat him... "I am very confused, I really hope the Department of Education and Training will respond, to prove the clarity and transparency in handling the problem at the school, and also to relieve the anxiety and insecurity of our family...", Mr. T. said.

It is known that this afternoon, the Department of Education and Training of Hoc Mon District held a meeting about this incident.
