For many years now, the city has had no more temporary or dilapidated houses. The entire city has only 175 poor households, accounting for 0.47% of the total number of households, exceeding the target set by the Resolution of the City Party Congress.
Diverse policies, focused objects
After 2 years of implementing the sustainable poverty reduction program for the 2022-2025 period, Vinh Yen city has significantly improved the living conditions of poor and near-poor households, helping many poor households escape poverty and limit the situation of falling back into poverty.
According to Vice Chairman of the City People's Committee Dao Van Quyet, lending capital is an effective solution to help the poor have a livelihood and improve their income. Every year, Vinh Yen allocates 5 billion VND to the Social Policy Bank to lend capital to the poor. Every year, the city assigns targets to communes, wards, and socio-political organizations to review and sign commitments to reduce the rate of poor households.
Over the past two years, the city has had 69 poor households and 38 near-poor households access preferential credit sources from the Social Policy Bank with a total amount of more than 7.3 billion VND and 7 poor workers have been supported in developing employment plans. All people in poor and near-poor households have been issued health insurance cards.

In Vinh Yen, children in difficult circumstances enjoy many special priorities, through policies of the State and the province, and are facilitated by the community and schools. Children in special circumstances and children with serious illnesses in the city are supported by organizations with hundreds of millions of dong.
Statistics show that the whole city has 1,575 preschool, primary and secondary school students exempted from tuition and construction fees; 848 students are supported with scholarships, books, notebooks, and school supplies; 1,432 preschool students who are children of workers and laborers working in industrial parks are supported during the Covid-19 pandemic.
From mobilized and socialized sources, in the past 2 years, 10 poor households have been supported to build new houses with a total support cost of 850 million VND; 7 poor households have had their houses repaired with a support cost of more than 238 million VND. That does not include support for working days and support for construction materials. Hundreds of poor households, near-poor households, and households under social protection have also been supported to build new and renovate toilets with a total support cost of nearly 7 billion VND.

Diverse policies, skillful lobbying
The assessment of poor households is carried out strictly and objectively. Mr. Nguyen Tuan Hai, Party Secretary and Chairman of the People's Committee of Hoi Hop Ward, shared his experience: The assessment of poor households starts from the residential group, is sent to the ward for scoring according to criteria, and then sent back to the residential group for people to choose. It must be done objectively to ensure fairness and balance.
To support the construction of houses for poor households, ward and residential group officials mobilize families to donate land and divide land among their children so that poor households can have land use right certificates, which will be the basis for mobilizing sponsors. In 2024, Hoi Hop ward has 2 poor households supported to build houses after being granted land use right certificates and one household is preparing to build.
Hoi Hop ward officials mobilized families and relatives to support, then the province and city supported each household with 70 million VND from the Fund for the Poor; the ward also provided additional support. The construction workers in the ward provided free labor to build houses for poor households.
With that approach, within just two years, the number of poor households in Hoi Hop ward dropped sharply from 52 to 17. The ward also created conditions for newly escaped poor households to borrow capital from banks to avoid falling back into poverty.

In Dong Tam Ward, Vice Chairwoman of the Ward People's Committee Nguyen Thi Anh Hong said: The Ward organizes support for building houses for households that are unable to escape poverty from charity funds and funds for the poor. Specifically, it mobilizes donations and sponsors of construction materials such as bricks, cement, paint, sand and gravel, and the neighborhood group supports working days, thanks to which these households have houses to live in.
Mr. Phung Xuan Thom, Party Secretary of Lac Y 3 Residential Group, Dong Tam Ward, said: In the past, my residential group had many poor households. In 2021, there were 13 poor households, now there are only 4 households, thanks to borrowing capital from the Social Policy Bank and organizations. The remaining four poor households are due to the burden of illness and loss of working capacity, and are receiving other support policies.
Vinh Yen City also implements many other forms of support for poor households such as electricity support, legal aid and legal advice. Mass organizations help with labor days, provide loans through associations, share experiences in production and animal husbandry, organize training, visit and give gifts to the poor.
In the city, there are about 50 people in households who are unable to escape poverty, including: lonely elderly people; people with severe or extremely severe disabilities; people with serious illnesses; single people raising young children who are unable to work or have no ability to work. For these cases, the city fully implements the specific support policies of Vinh Phuc province.
Vinh Phuc province and the city also implement monthly social assistance policies for the elderly from 70 to under 80 years old in poor or near-poor households, people without pensions or social insurance benefits, and preferential subsidies for people with revolutionary contributions.
The poverty reduction results of Vinh Yen city demonstrate the high sense of responsibility of the Party committees, authorities, and organizations from the city to residential areas. This is one of the impressive achievements to celebrate the 125th anniversary of Vinh Yen city at the end of 2024.
