Why has Vietnam's No. 1 canoeing athlete not received a bonus for 3 years?

Nguyen Thi Huong has submitted a request to quit training locally, and also reported not receiving bonuses from 2022 to 2024 and regular nutrition allowance in 2024. The Department of Culture, Sports and Tourism of Vinh Phuc province responded to this issue.

Regarding the nutritional regime for athletes and coaches, the expenditure levels are stipulated in the Resolutions of the Provincial People's Council (Resolution No. 64/2012/NQ-HDND, Resolution No. 93/2019/NQ-HDND and Resolution No. 12/2021/NQ-HDND). From 2012 to December 2023, Vinh Phuc province has fully and promptly paid the nutritional regime for athletes and coaches according to the State's regulations and the province's specific policies.

However, since Resolution No. 12/2021/NQ-HDND was issued, the regulation on regular nutrition for athletes and coaches during training has been abolished. Therefore, the province no longer has a legal basis to pay this support from 2024.

Regarding the issue of paying bonuses to athletes and coaches who achieved achievements in domestic sports tournaments from 2022 to 2024, the Department of Culture, Sports and Tourism of Vinh Phuc said that Decision No. 16/2012/QD-UBND of the province had previously specified the bonus levels. From 2012 to 2021, Vinh Phuc province had fully and promptly paid rewards to athletes and coaches according to regulations.

However, by 2023, the Department of Justice proposed to abolish this decision due to changes in the legal mechanism. According to Article 9 of Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government, the regulation of bonus levels for athletes and coaches is under the authority of the Provincial People's Council.

Because the mechanism and policy on rewarding athletes and coaches who win medals at the above-mentioned domestic sports tournaments have expired, from 2022 to 2024, Vinh Phuc province has no basis to pay rewards to high-performance athletes and coaches who have achieved achievements at domestic sports tournaments.

The Department of Culture, Sports and Tourism of Vinh Phuc province said that it was very regrettable that Canoeing athlete Nguyen Thi Huong submitted a request to stop training. The Department of Culture, Sports and Tourism of Vinh Phuc province said that it is researching and will consult with the Provincial People's Committee to submit to the Provincial People's Council to issue new specific policies for the period 2025-2030. At the same time, the Department called on athletes and coaches to try to overcome difficulties, maintain training and competition to continue to bring achievements to the province's sports.
