Hanoi 'finalizes' the names of 8 new departments and branches after merger and consolidation

On the morning of February 25, the Hanoi People's Council passed a resolution to establish specialized agencies and other administrative organizations of the city.

According to the resolution, Hanoi established the Department of Finance on the basis of merging the Department of Planning and Investment (DPI) and the Department of Finance. Before the arrangement, these two departments had 23 affiliated units; after the arrangement, the new department has 17 affiliated units (6 units less).

Establish the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. Before the arrangement, these two departments had 37 affiliated units; after the arrangement, the new department has 25 affiliated units (a reduction of 12 units).

Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology. The new Department inherits the functions and tasks currently assigned to the Department of Information and Communications and the Department of Science and Technology; except for the functions and tasks of state management of press, publishing, communication, and electronic information, which will be transferred to the Department of Culture and Sports; the tasks of state management of network information safety and security will be transferred to the City Police.

Before the arrangement of the Department of Information and Communications and the Department of Science and Technology, there were 21 affiliated units; after the arrangement, the new department has 12 affiliated units (a reduction of 9 units).

Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs. The new Department will take over the state management functions in the fields of labor, wages, social insurance, occupational safety and hygiene, meritorious people, and gender equality from the Department of Labor, Invalids and Social Affairs.

Before the arrangement of the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs, there were 29 affiliated units; after the arrangement, the new department has 22 affiliated units (a reduction of 7 units).

Reorganize the Office of the Hanoi People's Committee on the basis of merging the Department of Foreign Affairs into the Office of the City People's Committee. The Office of the City People's Committee is supplemented with the functions and tasks of the Department of Foreign Affairs (before the arrangement) and the tasks of the Capital Press Center under the Department of Information and Communications.

Before the arrangement, the Department of Foreign Affairs and the City People's Committee Office had 17 affiliated units. After the arrangement, the City People's Committee Office had 13 affiliated units.

Establish the Department of Construction on the basis of merging the Department of Construction and the Department of Transport. The new Department basically inherits the functions and tasks currently assigned to the Department of Construction and the Department of Transport; except for the functions and tasks of state management of testing and granting of road motor vehicle driving licenses, which will be transferred to the City Police.

Before the arrangement, the Department of Construction and the Department of Transport had 30 affiliated units; after the arrangement, the new department has 23 affiliated units (a reduction of 7 units).

Establish the Department of Ethnic Minorities and Religions on the basis of the City Ethnic Minorities Committee and receive the functions, tasks, and organization of the state management advisory apparatus on beliefs and religions from the Department of Home Affairs.

Before the arrangement, the above 2 agencies had 7 specialized departments; after the arrangement, the new department has 4 specialized departments (3 units less).

Establishment of the Hanoi High-Tech Park and Industrial Zone Management Board on the basis of merging the Hoa Lac High-Tech Park Management Board and the Hanoi Industrial and Export Processing Zones Management Board. Before the arrangement, these two boards had 17 affiliated units; after the arrangement, the new board has 11 affiliated units (6 units less).

According to the Hanoi People's Committee, the plan to reorganize the departments' apparatus has been carefully reviewed according to the Central's direction and approved by the Standing Committee of the City Party Committee.

Of the 16 departments and agencies equivalent to departments after the rearrangement, 8 departments and agencies equivalent to departments are newly established due to mergers and acquisitions.

Units subject to reorganization must report to the City People's Council for resolution to organize implementation according to the new model from March 1.

According to the report on the above content of the City People's Council, before the arrangement, the total number of specialized agencies and administrative organizations under the City People's Committee was 23 agencies (21 specialized agencies, 2 administrative organizations).

After the arrangement, the total number of professional agencies of the City People's Committee includes 15 departments (reduced by 6 departments) and 1 administrative organization (reduced by 1 administrative organization).

Specifically, the following departments will be arranged: Home Affairs, Justice, Finance, Industry and Trade, Agriculture and Environment, Construction, Science and Technology, Culture and Sports, Education and Training, Health, Ethnicity and Religion, Tourism, Planning - Architecture and City Inspectorate, City People's Committee Office, Management Board of high-tech parks and industrial parks of the city.

The City Public Administration Service Center is currently piloting according to Central regulations.
