These days, when peach and apricot blossoms bloom in the mountains and forests of the Northwest, it is also the time for "A prosperous Tet, a happy Spring" to spread throughout the villages and countryside of the whole country, including the members of the Youth Agricultural Service Cooperative in Ban Ke, Yen Minh town, Yen Minh district (Ha Giang). Because there, there are party members who have gone before, risen up from poverty, become rich, and have contributed to changing the face of their homeland with the Party's policy capital.
Credit policy for building OCOP brand
From the capital Hanoi, we traveled hundreds of kilometers of steep and dangerous mountain roads to visit the family of party member Ha Van Ngoc, born in 1989, a Tay ethnic - Head of the Youth Agricultural Service Cooperative in Ban Ke, Yen Minh town, Yen Minh district (Ha Giang) when the sun was setting - right at the time when he and the members of the Cooperative were herding livestock and poultry back to the coop. After a ringing of the bell, thousands of black chickens flew and ran from the hills to the coop, filling the space.
Along with that, dozens of cows, chewing their cud and leisurely wagging their tails, lined up to enter the barn, while the goats leisurely grazed on the fence. A scene of prosperity and abundance appeared, bustling and stirring up a corner of the forest that was dark purple in the sunset with hundreds of mango trees planted among the chili pepper garden, next to which were dozens of beehives arranged neatly in rows.

Welcoming us, Mr. Ngoc enthusiastically and passionately told us about his journey to escape poverty and become rich. In 2017, after finishing his studies in agriculture, Ngoc returned to his hometown to find a job. At that time, Ngoc's family was a poor household in the commune. Seeing that his family's life was too difficult, Ngoc registered for the Central Youth Union's startup program and was lent 50 million VND by the Vietnam Bank for Social Policies to raise goats and bees. After starting his business for a few years and about to reap the results, the Covid-19 epidemic made everyone suffer. Fortunately, at that time, the beekeeping work in the forest was not interrupted by the epidemic, Ngoc found every way to make ends meet to maintain the livestock farming.
In 2022, after paying off the first loan, Ngoc received another 100 million from the Social Policy Bank. With the borrowed money, Ngoc mobilized and borrowed another 100 million from friends and relatives. With 200 million in hand, Ngoc began to expand the raising of buffaloes, cows, pigs and chickens, and continued to raise goats and bees. Gradually, he and 12 members of the cooperative formed a model of both raising and growing crops. Currently, he has 5 hectares of forest land, planted with 2,500 mango trees, mixed with chili, soapberry, and cassava to raise chickens. With about 3,000 black chickens, Ngoc's farm does not have enough supply, because every time it is time to sell, people come to buy them on the spot. Even the soapberry tree, although it is not yet harvest season, has a unit to guarantee the output.
The total value of his entire farm, including crops and livestock, is about 2.5 billion VND. The income of 12 members of the cooperative is about 110 million VND/person per year. He also creates regular jobs for 6 workers, with a maximum salary of 6 million VND/month. Ngoc also supports Hau My Ho and Tao Thi Ban, a Mong ethnic couple in Cao Bang, with food and accommodation provided at the farm. Ho is a dialysis patient, but thanks to Ngoc's care and job creation, Ho and his wife have a place to rely on to earn extra income and have money for medical treatment. Ngoc's cooperative currently has 3 products that meet OCOP standards, including 2 Ngoc Tuyen honey products and 1 black chicken product. From a poor household, Ngoc has helped his family and members of the cooperative have jobs and income, not only escaping poverty but also improving the material life of the people. Ngoc is also an outstanding youth of the district.
“I have today thanks to the first capital from the Social Policy Bank. Not only did the staff of the Social Policy Bank lend me capital, they also supported and encouraged me in the production process. Truly, for me and the members of the cooperative, the Social Policy Bank capital is a support and a driving force to escape poverty,” Ngoc confided.
Responsibilities of party members
With his achievements, Ha Van Ngoc is honored to be in the Party. As an ethnic minority, he has risen out of poverty, become rich and then joined the Party. Besides the honor and pride, Ngoc also considers it a responsibility. Imbued with the motto "Party members go first, the country follows", Ngoc always tries to pave the way for economic development for his family as well as members of the cooperative, while supporting people in economic development.
Talking about the effectiveness of policy loans, Director of the People's Credit Fund of Yen Minh District, Do Van Hung, said, "As a Party member, Mr. Ngoc deserves to be a typical example of the locality with a strong will and a very high sense of responsibility. The People's Credit Fund considers borrowers like Mr. Ngoc not only a source of encouragement but also a trust for us to entrust humanistic values, thereby helping ethnic minorities in mountainous areas have the opportunity to escape poverty and become rich. When capital is disbursed effectively, it brings "sweet fruits" to poor households, and it is also the time when the People's Credit Fund fulfills the responsibilities assigned by the Party and the State."
Sharing more about the results of the emulation movement "The whole country joins hands for the poor - No one is left behind", Director Do Van Hung said that the emulation movement launched by the local Party Committee and government continued to be effectively implemented and the responsibility for poverty reduction and for the poor in the area was constantly promoted, specifically the movement was widely deployed to all agencies, units, and People's Committees of communes and towns in the district. Local authorities at all levels have directed agencies and units to continue to pay attention to the lives of policy beneficiaries, poor households, and ethnic minorities; preferential policies for policy families and people with meritorious services, and social protection have been fully and promptly implemented. In particular, through the National Target Programs, a total of 725 households have been supported to eliminate temporary houses for poor and near-poor households in the area, of which 655 households are under the Sustainable Poverty Reduction Target Program, 65 households are under the Socio-Economic Development Program for Ethnic Minority Areas, and 25 households are from other program capital sources; support for poor and near-poor households to participate in livelihood projects for ethnic minority households and poor households in the district...
