The Government has just issued Decree No. 28 stipulating the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs.

Accordingly, the Ministry of Foreign Affairs is a Government agency, performing the function of unified state management of foreign affairs in the political system. Including: diplomatic work, borders, national territory, work on the Vietnamese community abroad, international treaties, international agreements, management of Vietnamese representative agencies abroad and activities of representative agencies.

The Ministry of Foreign Affairs also manages public services in the fields under its state management in accordance with the law; advises on strategic orientations and organizes the implementation of guidelines, policies, and foreign affairs activities of the Party and the State; directs people-to-people diplomacy and foreign affairs at the local level in accordance with regulations.

According to the new decree, the organizational structure of the Ministry of Foreign Affairs includes 25 units. Together with the Ministry Office and the Ministry Inspectorate, the Ministry will have 12 departments. Including the departments of: Europe; Americas; Northeast Asia; Southeast Asia - South Asia - South Pacific; Middle East - Africa; Foreign Policy; Economic Diplomacy; ASEAN; International Organizations; Law and International Treaties; Press Information; Personnel Organization.

The Ministry of Foreign Affairs has 5 departments including: Cipher - Information Technology; Consular; State Protocol and Foreign Interpretation; Foreign Affairs and Cultural Diplomacy; Financial Administration.

In addition, the ministry has units including: Ho Chi Minh City Department of Foreign Affairs; National Border Committee; State Committee for Overseas Vietnamese; Diplomatic Academy; World and Vietnam newspaper; Vietnamese representative agencies abroad, which will be established by the Government and directly managed by the Ministry of Foreign Affairs.

Thus, compared to the old decree, the organizational structure of the Ministry of Foreign Affairs had 28 units, but now the new organizational structure has reduced 3 units. Including: Department of Multilateral Economic Cooperation; Department of Foreign Policy, Department of Cultural Diplomacy and UNESCO. The Department of Foreign Translation and Interpretation is merged into the State Protocol Department.

According to regulations, the Minister of Foreign Affairs shall submit to the Prime Minister regulations on the functions, tasks, powers and organizational structure of the Diplomatic Academy, and promulgate a list of other public service units under the Ministry of Foreign Affairs.

The Minister of Foreign Affairs prescribes the functions, tasks, powers and organizational structure of organizations under the Ministry, except for the Diplomatic Academy. Currently, Deputy Prime Minister Bui Thanh Son is concurrently holding the position of Minister of Foreign Affairs.
