Accordingly, this group of people includes: Ha Ngoc Thuong (27 years old), residing in Cho hamlet, Phuong Thanh commune, Cang Long district, Huynh Huy Hoang (22 years old), residing in Tri Liem hamlet, Hiep Hoa commune; Le Van Dang (31 years old), residing in Minh Thuan B hamlet, Cau Ngang town, Cau Ngang district and Nguyen Van Hung (40 years old), residing in Ngai Phu hamlet, Ngai Hung commune, Tieu Can district (all are students undergoing drug rehabilitation at the province's drug rehabilitation center) for the act of resisting law enforcement officers.
Previously, at around 4:30 p.m. on August 30, 36 students from the Tra Vinh Province Drug Rehabilitation Center (Da Loc Commune, Chau Thanh District) climbed over the wall and escaped. After the incident, the Drug Rehabilitation Center coordinated with Chau Thanh District Police and Da Loc Commune Police to arrest and bring them back to the facility.

That same night, the authorities arrested 25 people and brought them back to the facility for disciplinary action. While taking the students back to the rehabilitation facility, the remaining students in area A continued to incite, disrupt security and order, throw rocks and hard objects, break the fence to escape and obstruct the police force on duty. At this time, about 31 students escaped (including Thien, Pham, Phuc, Nam, Dang, Hung, Hoang, Thuong) and continued to throw bricks and rocks at the police force and use fire extinguishers to spray at the force on duty.
