From the 2025-2026 school year, students from preschool to high school will be exempted from tuition fees. What other contributions will they have to make?

On February 28, the Politburo decided to exempt all tuition fees for students from kindergarten to high school nationwide. The implementation time is from the beginning of the new school year 2025 - 2026 (September 2025 onwards).
So, from September this year, students across the country will no longer have to pay tuition fees. So what will students studying in the public school system have to pay when they are exempted from tuition fees?
Health insurance
Students are required to participate in compulsory health insurance and will receive state budget support for their contributions (support from 30-100% of the contributions depending on the priority group). Therefore, health insurance is the first contribution that students in general schools must pay.
Revenue from services and educational support activities
Students of public schools nationwide will pay service fees, supporting different educational activities according to the activities of each school (if any) according to the resolution of the People's Council of each province/city. Students pay this service based on the individual needs of each student.

In Ho Chi Minh City, in the 2024-2025 school year, the cost of specific nursing staff services is: nursery schools in groups 1 and 2 have a maximum fee of 260,000 VND/student/month; kindergarten schools in groups 1 and 2 both have a maximum fee of 160,000 VND/student/month.
Previously, according to regulations, primary school students in public educational institutions did not have to pay tuition fees. From September 1, 2024, preschool children will be exempted from tuition fees, according to regulations in Decree No. 81 of the Government.
Currently, many provinces and cities across the country have implemented 100% tuition exemption from kindergarten to high school for students at public educational institutions. Most recently, Ho Chi Minh City has also decided to exempt tuition for preschool children and public and non-public high school students from the 2025-2026 school year.
Ho Chi Minh City refunds tuition fees through schools
After the announcement of free tuition for students from kindergarten to high school, in Ho Chi Minh City in recent days, some parents have received fraudulent phone calls or text messages through the trick of impersonating staff of departments, offices, and schools asking them to complete documents to refund tuition fees. Therefore, the Ho Chi Minh City Department of Education and Training recommends that all parents do not listen to strange text messages or phone calls to follow the request.
Currently, the Department of Education and Training has not issued any guidance documents related to tuition refunds according to the regulations of the Politburo. All instructions for implementing tuition refunds (if any) will be announced and specifically instructed in writing by this department to schools, and schools are responsible for notifying each parent through the homeroom teacher.
