(MPI) - At the regular Government meeting in January 2025 held on February 5, 2025, Deputy Minister of Planning and Investment Tran Quoc Phuong reported on the socio-economic situation in January 2025, the implementation of Resolution No. 01/NQ-CP; development of growth scenarios for localities; allocation and disbursement of public investment capital, implementation of national target programs and said that, in general, the socio-economic situation in the first month of the year continued to recover strongly; people celebrated Tet in a peaceful, joyful, warm, safe and economical atmosphere; many important indicators and indicators grew positively, better than the same period in January and the previous year's Tet.

Economic, social and consumer activities are more vibrant, reflecting confidence and expectations for economic growth and development. Ministries, sectors and localities have urgently and resolutely implemented work before, during and immediately after Tet, striving to successfully complete all assigned tasks.
According to Deputy Minister Tran Quoc Phuong, the socio-economic situation in January 2025 achieved many positive results; economic, social and consumption activities were more vibrant than the same period last year; during the Tet holiday, a number of important indicators on production and business, industrial production, FDI attraction, state budget... continued to grow positively, better than the same period last year, creating momentum for growth for the whole year.
Macroeconomic stability, inflation under control, major balances ensured. Consumer price index (CPI) in January increased by 3.63% over the same period; supply and demand, prices of goods were stable, there was no sudden price increase, taking advantage of artificial scarcity of goods to make illegal profits. The banking system operated safely, stably, smoothly, serving well the needs during Tet. State budget revenue in January reached 14% of the estimate, up 3.5% over the same period. Import and export goods were smooth, import and export turnover in January was estimated at 63.07 billion USD, trade surplus was 1.23 billion USD. Total registered FDI capital was over 4.3 billion USD, up 48.6% over the same period; realized capital was over 1.5 billion USD, up 2%. Major balances, energy security, food security were ensured; Deficit, public debt, government debt, and national foreign debt are well controlled, below the allowable limit.
Production and business activities grew positively. Agricultural production grew positively, meeting the demand for consumption during Tet and exports. The industrial production index (IIP) in January increased by 0.6% over the same period due to fewer working days than the previous year (Tet month 2024 decreased by 6.8%). The service sector grew quite well; total retail sales of goods and consumer service revenue in January increased by 9.5% over the same period.
Resolutely focus on perfecting institutions, improving the investment and business environment; handling backlogs and obstacles; promoting key infrastructure projects; promoting new growth drivers; streamlining the organizational apparatus; practicing thrift and combating waste.
In January, the Secretariat held a national conference to disseminate Resolution No. 57-NQ/TW, identify tasks and solutions, create breakthrough changes in awareness and action in science and technology development, innovation and national digital transformation, meeting the requirements of national development in the new era.
The Government and the Prime Minister have directed ministries and branches to urgently develop and submit for promulgation decrees and documents guiding the implementation of laws passed by the National Assembly at the 8th Session to apply new and breakthrough regulations right from the beginning of the year, especially on public investment, state budget, investment, PPP, planning, etc.; directed ministries, agencies and localities to resolutely implement the work of rearranging and streamlining the apparatus in the spirit of Resolution No. 18-NQ/TW, direction of the Central Committee and the Politburo.
The Prime Minister chaired the Steering Committee's Conference on reviewing and removing obstacles related to projects working with Ho Chi Minh City to direct focused handling, contributing to unblocking resources for the City. Continue to direct ministries, branches and localities to resolutely remove difficulties and obstacles, speed up the progress of key projects; speed up the implementation of planning, the Project to invest in 1 million social housing units; focus on developing the digital economy, digital transformation, providing online public services, implementing Project 06... The position and prestige of our country on the global semiconductor and innovation industry map continue to be raised; Vietnam ranks first in ASEAN and fourth in the world in Apple's supply chain.
Implement well the Secretariat's Directive on caring for and preparing for Tet for the people, ensuring that every household and every person has the conditions to enjoy spring and celebrate Tet. Social security and Tet support policies are fully, practically and promptly implemented; The fields of culture, society, social security, tourism, sports, information and communication continue to receive attention and promotion. Foreign affairs and international integration, especially high-level foreign affairs, are proactively, comprehensively and effectively implemented...
According to Deputy Minister Tran Quoc Phuong, in addition to the achieved results, the economy still faces many challenges, especially in the face of high growth requirements in 2025 and responding to external fluctuations. The workload in the first quarter and the whole year is huge; all levels, sectors and localities need to make the greatest efforts, determination, proactiveness and creativity to effectively implement the work right from the beginning of the year.
Regarding the key tasks and solutions in the coming time, Deputy Minister Tran Quoc Phuong emphasized that ministries, branches and localities need to thoroughly grasp, comprehensively and effectively implement the Resolutions and Conclusions of the Party Central Committee, the Politburo, the National Assembly, Resolutions 01/NQ-CP, 02/NQ-CP, 03/NQ-CP, the Prime Minister's Directive on implementing work after Tet, the direction of the Government and the Prime Minister; proactively advise, propose and handle work within their authority; continue to further promote the patriotic emulation movement to welcome Party Congresses at all levels towards the 14th National Party Congress.
In particular, note 10 groups of main tasks and solutions. First, ensure the progress and quality of draft laws, resolutions, and contents submitted to the National Assembly at the 9th extraordinary session and organize effective implementation immediately after promulgation.
Second, organize urgent and drastic implementation, ensure progress in arranging and streamlining the organizational apparatus, and avoid affecting people and production and business activities of enterprises in the short term.
Third, promptly issue Decrees and documents detailing and guiding the implementation of the Laws and Resolutions passed by the National Assembly at the 8th Session (Law on Public Investment (amended), Laws amending 4 laws on investment, 7 laws on finance, State budget...).
Fourth, continue to resolutely, synchronously and comprehensively implement solutions and policies to strongly promote production and business, traditional growth drivers of investment, consumption and export. In particular, it is necessary to pay attention to urgently researching and proposing the extension of tax and fee exemption, reduction and extension policies...; develop tax and credit mechanisms and policies to support increased purchasing power, stimulate consumption and domestic tourism to implement from the beginning of the year.
Manage credit growth appropriately, promptly and effectively, meeting capital needs for the economy, focusing on production and business sectors, priority sectors and traditional growth drivers; continue to strive to reduce interest rates and research and implement new credit packages to support production and export, especially in the agricultural sector.
Effectively exploit opportunities from 17 signed FTAs; Support businesses to meet new standards of export markets; provide information and support businesses in anti-dumping lawsuits; Focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business, and encourage investment from all economic sectors.
Promote the effectiveness of the Working Group mechanism to proactively work with each strategic investor to attract large, high-tech FDI projects; effectively implement the "green channel" mechanism for investment projects in industrial parks and economic zones in the high-tech sector.
Accelerate the allocation and disbursement of public investment capital, striving for the disbursement rate in 2025 to reach 95% of the plan assigned by the Prime Minister; supplement and apply specific mechanisms and policies, especially for large-scale, key projects. Effectively implement approved plans; ensure synchronization and close connection between strategic infrastructure investment and exploitation of new development corridors. Strongly promote nuclear power and offshore wind power projects; accelerate the revision and effective implementation of Power Plan VIII in the new context.
Fifth, focus on prioritizing resources for the work of perfecting institutions and laws, identifying institutions as the “breakthrough of breakthroughs” for development. Accordingly, urgently review, continue to propose amendments and ensure the progress of amending the Laws on Promulgation of Legal Documents, Investment, Bidding, Investment under the form of public-private partnership, Management and use of state capital invested in production and business, Science, Technology and Innovation, Atomic Energy, etc.
Effectively implement the Project of International Financial Center in Ho Chi Minh City, Regional Financial Center in Da Nang; build free trade zones, border economic zones in some key economic localities; special mechanisms and policies for the development of Hanoi, Ho Chi Minh City, Da Nang...
Research to expand the scope, subjects, and areas of application of a number of pilot and specific mechanisms and policies that have been approved by the National Assembly for application in localities and have proven effective.
Sixth, strongly promote new growth drivers, develop new and advanced production forces; strengthen regional linkages, and promote the effectiveness of regional coordination councils. In particular, focus on implementing Resolution 57-NQ/TW of the Politburo; promote green transformation, promote emerging industries and fields such as AI, cloud computing, new energy, cultural industry, entertainment industry, etc.; build strong enough mechanisms and policies to exploit outer space, sea space, and underground space.
Proactively and urgently build a legal corridor and incentive mechanisms for new issues, high-tech projects, digital transformation, green growth, etc. Research and propose appropriate mechanisms and policies to promote the formation and development of digital technology industrial enterprises, creating more "digital jobs". Effectively exploit opportunities to attract investment, promote trade, etc. on the basis of consolidating and promoting our country's position on the global map of semiconductor industry, digital transformation, and innovative startups.
Promote the effectiveness of the Investment Support Fund; promptly develop and effectively implement the Project on mechanisms and policies for the formation and development of ethnic enterprises, playing a pioneering and leading role; Project on the development of small and medium enterprises.
Allocate resources and have specific mechanisms and policies to immediately implement the Human Resource Development Program for the Semiconductor Industry.
Seventh, ensure macroeconomic stability and major balances of the economy. Closely monitor the situation, do a good job of forecasting, closely and effectively coordinate and harmonize macroeconomic management policies, and proactively prepare early and remote response plans for situations that may arise.
Eighth, focus on doing well the work of social security, developing culture, education, health, environmental protection... Continue to promote the implementation of eliminating temporary houses, dilapidated houses nationwide, support housing for people with meritorious services. Respond promptly and effectively to natural disasters, storms and floods, support people to quickly overcome the consequences of natural disasters.
Ninth, firmly ensure national defense, security, social order and safety. Strengthen international integration, economic diplomacy; organize specific, practical and effective implementation of signed FTAs, results of visits and working sessions of Party and State leaders; promote comprehensive cooperation with other countries. Proactively deploy comprehensive and synchronous solutions on diplomacy, trade, investment... to promote harmonious and sustainable economic and trade relations with the US, China and major partners. Strengthen information and propaganda, improve the effectiveness of mass mobilization work, create social consensus.
Tenth, strengthen discipline and order; resolutely overcome the situation of avoiding and shirking responsibility; perfect regulations on protecting cadres, dare to think, dare to do./.
