(MPI) - Deputy Prime Minister Nguyen Hoa Binh signed and issued Decision No. 291/QD-TTg dated February 14, 2025 approving the Project on Research, Statistics, and Compilation of Gross Domestic Product (GDP) Data for Collective Economic Types (Project).

The objective of the Project is to collect, synthesize and accurately summarize GDP and GRDP data of collective economic types in order to contribute to timely and accurately reflecting the scale, structure, growth and contribution of the collective economy in the economy with diverse ownership forms of our country; Provide additional statistical information to serve the leadership of the Party; the direction, management and operation of the State and authorities at all levels for policies, strategies and plans for socio-economic development in general and collective economic development in particular; Meet the needs of other agencies, organizations and individuals.
The project identifies organizations within the collective economic sector in our country's economy, as a basis for collecting and synthesizing statistical information to compile GDP and GRDP of the collective economy; standardizing compilation methods, contributing to ensuring quantity and improving the quality of GDP and GRDP data of the collective economy, better meeting the needs of domestic and international agencies, organizations and individuals.
According to the Project, economic organizations within the scope of collecting and synthesizing statistical information to compile GDP and GRDP of collective economy include: Cooperative groups; Cooperatives; Cooperative unions; People's credit funds; Cooperative banks; One-member limited liability companies established by cooperatives and cooperative unions; Enterprises established by cooperatives and cooperative unions or contributing capital, purchasing shares to participate in enterprises, in which the capital of cooperatives and cooperative unions accounts for the largest proportion and associations (excluding: Vietnam Fatherland Front, Vietnam General Confederation of Labor, Ho Chi Minh Communist Youth Union, Vietnam Farmers' Association, Vietnam Veterans' Association, Vietnam Women's Union and religious organizations); Other collective economic organizations.
Raising awareness and responsibility for compiling and publishing collective economic GDP and GRDP data
The Decision clearly states that GDP and GRDP of collective economy are compiled according to the production method. The Ministry of Planning and Investment directly compiles the GDP of collective economy of the whole country and GRDP of collective economy in provinces and centrally run cities. The compilation process is integrated into the GDP and GRDP compilation process issued under Decree No. 94/2022/ND-CP dated November 7, 2022 and Decree No. 62/2024/ND-CP dated June 7, 2024 of the Government.
The compiled indicators include: Scale, growth rate and proportion of GDP, GRDP of collective economy in total GDP, GRDP.
Compiled collective economic GDP and GRDP data include: Preliminary data and official data for the whole year.
The time for announcing preliminary data and official data of annual collective economic GDP and GRDP shall be implemented according to the time for announcing preliminary data and official data of annual GDP and GRDP as prescribed in Article 2 of Decree No. 62/2024/ND-CP dated June 7, 2024 of the Government.
The Project's solution is to raise awareness and responsibility for compiling and publishing collective economic GDP and GRDP data; survey and fully assess the scope and current status of data sources for compiling collective economic GDP and GRDP; supplement and complete professional documents guiding the compilation of collective economic GDP; strengthen training to improve the quality of human resources for compiling and skills in exploiting and using collective economic GDP and GRDP data for information users; and ensure technical facilities, human resources and financial resources to implement the Project.
2027 officially implement the Project
2025 - 2026 prepare conditions for project implementation.
In 2027, the Project will be officially implemented; at the same time, the collective economic GDP data of the whole country will be reviewed and updated and the collective economic GRDP data of the provinces and centrally run cities for the years 2021 - 2026 will be compiled and published according to standardized methods, ensuring comparability and continuity of the data system.
In 2031, summarize and evaluate the results of the Project implementation, report to the Prime Minister and send to relevant agencies and organizations according to regulations./.
