(MPI) - Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, on the morning of February 19, 2025, at the Closing Session of the 9th Extraordinary Session of the 15th National Assembly, the National Assembly voted to approve the Resolution of the National Assembly supplementing the socio-economic development plan for 2025 with a growth target of 8% or more by electronic voting with the result of 463/464 delegates participating in the vote in favor (accounting for 96.86%).

Before voting, the National Assembly listened to Member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung present the draft Resolution of the National Assembly supplementing the socio-economic development plan for 2025 with a growth target of 8% or more.

The resolution was passed with the general objective of consolidating and preparing the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy 2021 - 2030, marking the time when the country enters a new era of development, contributing to creating a solid foundation to achieve double-digit growth in the period 2026 - 2030. In 2025, focus on promoting growth with the target of 8% or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; harmoniously developing the economy with society and protecting the environment, ensuring national defense and security; creating the premise for higher growth in the following years.

Regarding the adjustment of some key indicators, the growth rate of gross domestic product (GDP) reaches 8% or more, the GDP scale in 2025 reaches about 500 billion US dollars (USD). GDP per capita is about 5,000 USD. The average growth rate of the consumer price index (CPI) is about 4.5 - 5%.

Regarding the main tasks and solutions, the National Assembly basically approved the tasks and solutions proposed by the Government and National Assembly agencies, and at the same time requested the Government and relevant agencies to focus on implementing 05 main tasks and solutions.

Firstly, promote the improvement of institutions and laws and improve the effectiveness of law enforcement. Accordingly, innovate the thinking of law-making in the direction of "both strict management and development creation", abandon the thinking of "if you can't manage, then ban"; promote the method of "management by results", strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection and supervision.

Create a favorable environment for investment, production and business, science and technology development, innovation, and promote digital transformation; Continue to improve the legal framework to promote rapid, healthy, and effective development of all types of markets (finance, securities, science and technology, labor, real estate, etc.).

At the same time, urgently implement the laws and resolutions of the National Assembly that have been passed, especially documents on the organization of agencies, ensuring continuous, smooth operations with higher efficiency; perfect regulations on organizational structure, promote decentralization and delegation of power to serve the implementation of the revolution in organizing the apparatus in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency.

Second, focus resources on completing synchronous and modern strategic infrastructure; unblock and effectively use public investment resources.

In 2025, basically complete Long Thanh International Airport, Lach Huyen area ports, put into operation Tan Son Nhat T3 and Noi Bai T2 terminals; start construction of Lien Chieu port; speed up procedures to prepare for investment in strategic and important national transport infrastructure projects. Add about 84.3 trillion VND of public investment capital from increased revenue sources, save state budget expenditures in 2024 to speed up the implementation of a number of projects with the ability to absorb capital (highways, coastal roads, etc.) in 2025...

Third, focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, and encouraging investment from all economic sectors.

Accordingly, promote the development of the private economy, collective economy, especially small and medium enterprises to participate more deeply in the global value chain. Develop a mechanism to prioritize the formation and development of new production forces, build mechanisms and policies to strongly develop large-scale, ethnic enterprises. At the same time, immediately remove bottlenecks in the real estate market, capital market, corporate bond market; soon ensure criteria and conditions for upgrading the stock market in 2025; have a mechanism to effectively exploit indirect investment capital flows and international investment funds.

Fourth, promote and renew traditional growth drivers. In particular, perfecting tax and credit mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism. Promoting activities to connect supply and demand and promote domestic market trade; promoting the distribution of goods via digital platforms; developing e-commerce. Strive for total retail sales of goods and consumer service revenue (current prices) in 2025 to increase by about 12% or more.

Fifth, strongly promote new growth drivers, develop new and advanced production forces. In particular, create breakthroughs in science, technology, innovation and national digital transformation according to Resolution 57-NQ/TW of the Politburo; promote green transformation, increase investment in research and development, promote emerging industries and fields such as artificial intelligence (AI), big data, cloud computing, optoelectronics, Internet industry, Internet of Things, biomedical industry, new energy, cultural industry, entertainment industry, etc.

At the same time, strengthen the training of high-quality human resources according to international standards to meet market needs, especially in priority and emerging industries and fields such as AI, data science, semiconductor chips, quantum technology, biotechnology, nuclear energy, advanced materials, robotics and automation, construction and operation of high-speed railways, etc. Promote economic diplomacy associated with promoting trade, attracting external resources, especially investment in science and technology, innovation and digital transformation.

The resolution clearly states: The National Assembly calls on compatriots and soldiers nationwide and our compatriots abroad to uphold the spirit of patriotic emulation, solidarity, promote internal strength, overcome difficulties and challenges, flexibly and effectively adapt to the context and situation of the world and the country, successfully implement the 2025 Socio-Economic Development Plan with the growth target of 8% or more, creating a solid foundation for double-digit growth in the next period./.
