(MPI) - On February 19, 2025, at the headquarters of the Ministry of Planning and Investment, the Vietnam - Japan Semiconductor Cooperation Connection Program took place. This is an important event, marking another step forward between Vietnam and Japan in realizing commitments and implementing substantive cooperation between the two countries in the field of technology.

The program was attended by Mr. Ishikawa Isamu, Deputy Ambassador of Japan to Vietnam; Mr. Hirayama Yuka, Deputy Director in charge of Information Policy, Kyushu Economic, Trade and Industry Agency; Mr. Vu Quoc Huy, Director of the National Innovation Center, Ministry of Planning and Investment. Also attending the program were representatives of ministries, corporations, enterprises, research institutes, universities, and experts.

In his opening speech, Mr. Vu Quoc Huy said that Vietnam is at a very important time, preparing to enter a new era - the era of national development as affirmed by General Secretary To Lam. Vietnam focuses on promoting digital transformation, green transformation and developing science and technology, innovation to create breakthroughs in productivity, quality and increase the competitiveness of the economy. In particular, the semiconductor industry is playing a key role in the development of the global economy, especially in the era of digital transformation and artificial intelligence.

Vietnam has gathered the conditions to be ready to welcome and cooperate with businesses and investors from all over the world in the semiconductor industry, such as Vietnam has a stable political system and high political determination in promoting innovation and high-tech industries.

Vietnam has a population of over 100 million people, is in the golden population period, has a young generation full of enthusiasm and has the ability to access science and technology and STEM fields that are highly appreciated.

Currently, Vietnam has formed a large-scale semiconductor ecosystem in the region with the participation of NVIDIA, Qualcomm, Intel, Amkor, Hana Micron, LAM Research, Marvell, Qorvo, Ampere, Infineon and many high-tech enterprises in the electronics industry. Japan also has a significant presence of enterprises in the semiconductor field, for example, Renesas is setting up the world's largest research and development base in Vietnam with nearly 1,500 engineers.

In 2024, Vietnam has issued many important mechanisms and policies to develop the semiconductor industry, attract investment, promote the comprehensive development of the innovation ecosystem, create an environment to promote research and development, and apply science and technology, such as the Human Resource Development Program and the Vietnam Semiconductor Industry Development Strategy, and the Investment Support Fund.

Mr. Vu Quoc Huy said that in recent times, the National Innovation Center, Ministry of Planning and Investment has cooperated with Japan in developing the semiconductor industry ecosystem, improving the capacity of enterprises; searching for and sending Vietnamese human resources to Japan to train international bachelors in semiconductors. The cooperation with Japan has been implemented very effectively, in substance and brought many values ​​to enterprises.

In the coming time, Vietnam hopes that the Japanese Government, Kyushu region and businesses will support and coordinate with the National Innovation Center, the Ministry of Planning and Investment in implementing the Human Resource Development Program, synthesizing the specific needs of Kyushu businesses and connecting Vietnamese human resources to meet this need. Japan, as one of the world's leading countries in semiconductor technology, is in need of expanding its supply chain and seeking high-quality human resources, while Vietnam, with its young, dynamic, potential and increasingly well-trained workforce, can completely become a strategic partner in developing human resources and participating more deeply in the Japanese semiconductor industry supply chain.

Speaking at the Program, Mr. Ishikawa Isamu, Deputy Ambassador, Embassy of Japan in Vietnam and representatives of enterprises in the Delegation shared very useful information to connect cooperation opportunities between enterprises, institutes of Vietnam with Japanese partners in human resource development, investment, business and development of the semiconductor industry in Vietnam; at the same time, strongly affirmed the determination to jointly exploit the great potential in the semiconductor industry.

The Kyushu Semiconductor Human Resource Development Alliance presented an introduction to the basic strategy for revitalizing the Japanese semiconductor industry; the business situation and investment situation of the semiconductor industry in Kyushu; and issues in the development of Kyushu semiconductor human resources.

Kyushu is the high-tech capital of Japan, especially electronics and semiconductors. During its heyday, semiconductor production in the Kyushu region contributed greatly to Japan's number one position, accounting for half of the global semiconductor industry market share. Currently, the Japanese government is very determined about the semiconductor industry, including reviving the Kyushu region to help the region continue to promote its role as the electronics and semiconductor capital of Japan, thereby helping Japan develop and strengthen its position in the global semiconductor industry.

The Kyushu Semiconductor Delegation to Vietnam this time includes representatives of the government, large enterprises, and universities with the need for cooperation in semiconductors, especially in human resources. The delegation will be a premise for the delegation of senior leaders of Japanese semiconductor enterprises to come to Vietnam to study the business environment, promote cooperation and investment.

The program also heard representatives of Japanese enterprises share their plans for operations, investment, and business; plans for developing the semiconductor industry and human resource needs. Representatives from Vietnam also presented the Development Strategy and Human Resource Development Program for the semiconductor industry; introduced Vietnamese enterprises and universities and prospects for cooperation with Japanese enterprises.

The opinions shared expressed the belief that Vietnam will participate more deeply in the value chain of the global semiconductor industry. At the same time, it is believed that the contents exchanged and discussed at the Program will be the premise for close cooperation between the two Governments in general, bringing the highest benefits to the participating parties in particular./.
