Deputy Minister Tran Quoc Phuong works with the KYUSHU Semiconductor Human Resource Development Joint Venture, Japan

(MPI) – On the morning of February 19, 2025, Deputy Minister of Planning and Investment Tran Quoc Phuong had a working session with the KYUSHU Semiconductor Human Resource Development Consortium, Japan, led by Mr. Ishikawa Isamu, Deputy Ambassador, Embassy of Japan in Vietnam.

Also attending were Mr. Hirayama Yuka, Deputy Director of Information Policy Division, Kyushu Bureau of Economy, Trade and Industry (an agency of the Ministry of Economy, Trade and Industry in charge of the Kyushu region, acting as the secretary of the Kyushu Semiconductor Human Resource Development Association and the Kyushu Semiconductor and Digital Innovation Association (SIIQ); representatives of leaders of Japanese corporations, enterprises, institutes and schools.

Speaking at the meeting, Deputy Minister Tran Quoc Phuong welcomed Deputy Ambassador Ishikawa Isamu and the Kyushu Semiconductor Business Delegation for their goodwill and initiatives in cooperation between Vietnam and Japan to develop the semiconductor industry and the innovation ecosystem; and thanked the Embassy of Japan for supporting the National Innovation Center, Ministry of Planning and Investment to support and develop the innovation ecosystem in Vietnam.

Deputy Minister Tran Quoc Phuong said that the Ministry of Planning and Investment is the standing agency of the National Steering Committee for the development of the semiconductor industry. In recent times, the Ministry has cooperated with Japan in developing the semiconductor industry ecosystem and enhancing the capacity of enterprises.

Regarding human resources, the Ministry of Planning and Investment (NIC) also cooperates with Japanese universities to search for and send Vietnamese human resources to Japan for international bachelor training in semiconductors. Vietnam has also issued a Human Resources Development Program for the Semiconductor Industry to 2030, with a vision to 2050, with the Ministry of Planning and Investment as the lead agency.

Deputy Minister Tran Quoc Phuong proposed that the Japanese Government, Kyushu region and enterprises support and coordinate with NIC and the Ministry of Planning and Investment in implementing the Human Resource Development Program, synthesizing the specific needs of Kyushu enterprises and connecting Vietnamese human resources to meet these needs; along with supporting Vietnamese enterprises to participate in the supply chain of the Japanese semiconductor industry.

Speaking at the meeting, Mr. Ishikawa Isamu, Deputy Ambassador, Embassy of Japan in Vietnam and representatives of businesses in the delegation thanked Deputy Minister Tran Quoc Phuong for taking the time to welcome and sharing very useful information; through the content provided and discussed at the meeting, it aims to contribute to further promoting cooperation between Vietnam and Japan in the coming time.

The Kyushu semiconductor business delegation to Vietnam this time includes government representatives, large enterprises, and universities with semiconductor needs, especially human resources. The delegation will also study the business environment, promote investment, and cooperation between the two countries.

According to Mr. Ishikawa Isamu, cooperation in the field of human resources in the semiconductor industry will bring benefits to both sides. And in order for the cooperation to bring about specific results and success, the two sides must openly share their views on cooperation with each other. He also said that the results of the survey in Vietnam this time are the starting point for achieving specific cooperation results in the coming time. Especially in the context that the two countries have upgraded their relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world.

At the meeting, both sides expressed their hope that the contents discussed would contribute to realizing the contents of the Vietnam-Japan joint initiative; at the same time, contributing to further promoting the cooperative relationship between the two countries in the new era./.
