Speaking with Nhan Dan Newspaper reporters, Colonel Nguyen Van Loc, Deputy Director of Tien Giang Provincial Police, said that in recent years, under the direct and comprehensive leadership and direction in all aspects of the Central Public Security Party Committee, the leaders of the Ministry of Public Security and the Provincial Party Committee, the People's Committee of Tien Giang province, together with the coordination of departments, branches, organizations and people, the Tien Giang Public Security force has closely followed the goals, requirements and tasks, promoting its core role in ensuring security and order, serving the socio-economic development tasks of the locality.

Reporter: Could you please tell us, given the complicated situation of security and order in the locality, what solutions have the Tien Giang Police had to attack and suppress crime, bringing peace to the people, which has made the people very happy as at present?

Colonel Nguyen Van Loc: In 2020, social order crimes increased by 650 cases compared to 2019, mainly property crimes (robbery, fraud, destruction and theft of property) and intentional injury crimes. In light of the above situation, the Provincial Police advised the Provincial Party Committee to issue Resolution No. 04-NQ/TU dated May 17, 2021 on strengthening the leadership of Party committees at all levels in the fight against crime in the province for the period 2021-2025.

Establish a Steering Committee to implement solutions to reduce crime and rectify and improve law enforcement in investigation activities and establish a Working Group to support local police in preventing, combating and handling crime.

Tien Giang police proactively launched 6 peak points, 1 general attack, suppressed crimes and violations of criminal and drug laws; deployed 64 plans, 25 decisions and many documents directing and urging units and local police to implement.

At the same time, the Tien Giang Provincial Police Department has reorganized the crime prevention and control force, resolutely investigating, arresting, and handling many types of crimes.

From December 15, 2020 to December 14, 2022, the police have handled 1,513 cases, with over 1,900 subjects committing crimes against social order, including a number of subjects using hot weapons to commit crimes such as: Murder, disturbing public order, illegal possession and use of military weapons occurring in Le Lam alley (Ward 6, My Tho city), handling 18 subjects; murder and disturbing public order occurring at XO karaoke bar (Dao Thanh commune, My Tho city), handling 22 subjects; intentional injury, extortion, possession of military weapons (Go Cong Tay district), handling 5 subjects; extortion of property on National Highway 1 by Nguyen Van Phuong's group (Chau Thanh district), handling 2 subjects; The intentional injury case of Vu Tien Ha's group (Chau Thanh district), handling 5 subjects; has contributed greatly to deterring and suppressing crime, especially the masterminds, ringleaders, and reckless activities...

In addition, Tien Giang Provincial Police also coordinates with other sectors to effectively implement social prevention measures, focus on propaganda work, raise people's awareness of crime prevention and control, actively support the police force in fighting and denouncing crimes and violations of the law; coordinate management, reform, and education of subjects who have completed their prison sentences, suspended sentences, and non-custodial reform; and reconcile internal conflicts among the people.

To improve the effectiveness of measures to combat, prevent, attack, and suppress crimes and law violations, Tien Giang Provincial Police also proactively organized many conferences, seminars, and specialized professional consultations to find and analyze the causes, conditions, subjects, and operating rules of various types of crimes and preventive solutions.

Thereby, the Tien Giang Police Department reported to the leaders of the Provincial Party Committee and the Provincial People's Committee and requested all sectors and levels to coordinate with the police force in implementing social prevention measures against crimes, especially innovating the content and form of propaganda; coordinating the management, reformation and education of subjects at risk of committing crimes and violating the law at the grassroots level; supporting job creation and vocational training to limit the causes and conditions for crime.

Reporter: Colonel, with the implementation of many solutions, how is the security and order situation in the area?

Colonel Nguyen Van Loc: Thanks to the drastic implementation of all aspects of crime prevention and control, social order crimes have decreased every year (in 2021, the number of cases decreased by 19.3% compared to 2020; in 2022, the number of cases decreased by 26.4% compared to 2021).

The rate of crime investigation and discovery has met the target assigned by the Ministry of Public Security, in which, the local police force has discovered many in-depth cases, accurately attacked criminal gangs, prosecuted the ringleaders and masterminds; has spread, created sympathy and support from the Party Committee, government and people.

A typical case is the case of property extortion disguised as a law firm in Ho Chi Minh City. Up to now, the police have initiated a case, prosecuted 89 defendants; the case of protection, debt collection, property extortion, possession, use of weapons, and illegal sand mining in Tien Giang, Ben Tre, and Tra Vinh provinces involving the subject Dang Hoang Vu (aka Vu Tinh) as the leader, prosecuted 6 defendants.

In the past 2 years, Tien Giang Provincial Police have focused on reviewing, managing, eliminating, and disintegrating 82 groups of subjects showing signs of forming simple gangs, handling 660 subjects; disintegrating 10 organizations, 85 subjects operating in "black credit" and lending at high interest rates.

However, the security and order situation in Tien Giang province still has many potential problems and complicated developments, especially the impacts caused by the Covid-19 pandemic, which have affected all aspects of social life and increased factors that are causes and conditions for crime.

Reporter: Currently, although the security and order situation has decreased, we cannot be subjective. So, what plans has the Tien Giang Provincial Police had to promptly and not be passive in the face of crimes in the area?

Colonel Nguyen Van Loc: To stabilize the security situation, social order and safety in the area, Tien Giang Provincial Police requested Party committees and authorities at all levels to pay attention to leading, directing and mobilizing the political system in the fight against crime, effectively handling emerging security and order situations.

The provincial police will review the staff working in crime prevention and control, and transfer those who lack determination and show signs of aiding and abetting crime and other negative behaviors. By 2025, the commune-level police force must have at least 8 officers to strengthen the grassroots crime prevention and control force.

The Tien Giang Police Department has identified and found effective solutions to achieve the annual target of reducing at least 5% of crimes against social order.

Identify the right number of key criminals and drug users; attack and resolutely crack down on crimes of intentional injury, property theft, street crimes, and crimes related to “black credit”; at the same time, more resolutely deal with crimes related to mobile gangs, protection rackets, extortion, protection rackets, debt collection, etc.
