Affirming that teachers are the most valuable asset of the industry, and developing the teaching staff is the solution of all solutions to develop the staff, Minister Nguyen Kim Son said that the Ministry of Education and Training will try to do everything and take every measure to improve the position, develop the teaching staff, and innovate the teaching staff.

Sharing with teachers on August 15, Minister Nguyen Kim Son said that he understood that the teaching staff is the core, right after taking on the role of Minister in early 2021, he wished that one day he could meet widely with all teachers in the industry to share and discuss work together. And with the support of information technology, today, the Minister has realized this wish with an unprecedented meeting in the history of the industry.
“We share together, there is nothing else for us to do our job well, for the Minister to better fulfill his responsibility to the industry, to the Government, to society and the people,” said the Minister.
Minister Nguyen Kim Son affirmed that developing the teaching staff is the most important, fundamental, sustainable and decisive factor to complete the task of innovation and improve the quality of education. Developing the teaching staff is the solution of all solutions. Teachers are the most valuable asset of the industry.
“The Ministry’s leaders will try to do everything and take every measure to improve the position, develop the teaching force, and innovate the teaching force. There are things that have been done, things that have not been done, and things that may not be done, but in the thoughts, feelings and actions of me and my colleagues, the management staff at the Ministry, we always keep this in mind. At large and small forums, whenever there is an opportunity, we express our recommendations to bring the best to teachers,” Minister Nguyen Kim Son shared.
What will the Ministry of Education and Training do for teachers?
The Minister affirmed that in the coming time, the ministry will definitely review the system of policies and regimes. Currently, there are more than 200 policies scattered in different documents from ministries and branches, causing difficulties in implementation.

The Minister said that the development of the Law on Teachers in the coming time could bring positive institutional changes to the sector and at the same time create equality between the public and private education sectors. First of all, it is about equal treatment and treatment, promoting the non-public system to share, so that society can enjoy more diverse education.
The Ministry will continue to recommend and work with ministries and branches on increasing preferential allowances, finding ways to increase teachers' income, finding ways to improve facilities, and improving teachers' working conditions.
In addition, the ministry also implements solutions to care for special subjects in remote areas, so that the innovations the industry is making do not lead to increased inequality in access to education.
On the other hand, the ministry is also urgently working to adjust Decree 116 in training teachers and recruiting resources for the future; and is amending Circular 16 on teacher/class norms.
“There are many things the ministry is doing to develop the quantity and quality of the teaching staff, including emulation and reward policies, improving the quality of training, fostering and coaching teachers, and developing the system of teacher training schools,” said the Minister.
To innovate education does not stop at the school gate
The Commander of the education sector also expressed his expectations for teachers, first of all, to join hands to effectively implement the 2018 General Education Program. Believing that only the capacity for continuous development can cope with the limitlessness of knowledge, the Minister affirmed that the 2018 General Education Program is a great opportunity to gradually approach the development of knowledge, although accepting new things is not easy and the program may have some points or other that need to be adjusted.

“We need to consider this an opportunity and try to do our best with the 2018 program. This is the way for us to comprehensively innovate and successfully implement the new program. Thanks to that, education will enter a new chapter, a qualitatively changed education system,” said Minister Nguyen Kim Son.
In that context, teachers also need to change their role and position from being the person who mainly imparts knowledge to being the person who organizes, leads, guides, and supports students so that students can form their own capacity and accumulate knowledge; changing each subject and the position of each subject will bring about real changes in depth in education.
The Minister also emphasized the need for teachers to change their concepts and ways of using textbooks. Accordingly, textbooks in the new program are only learning materials and teachers are given the right to proactively and flexibly use other sets of textbooks and different learning materials.
The role of teachers in the new general education program is more powerful, more proactive and needs to be promoted. Teachers have the right to decide on the content, sequence of lessons, and organize assessment and evaluation - something that has never happened before, when the teaching and learning schedule and testing methods were uniform and in compliance with regulations.
Particularly emphasizing the role of the principal, Minister Nguyen Kim Son said that if the principal does not innovate, it is difficult to hope for innovation in the school. If the principals do not change, the change of teachers will be very difficult and may lead to collapse.
"The philosophy of the new program is openness, humanity, and proactiveness. If that humanity and proactiveness are not promoted in the team of principals, then that humanity and proactiveness will only stop at the school gate," the Minister shared./.
