On the afternoon of January 19, the Vietnam Academy of Science and Technology (VAST) held a press conference to provide information on the results of scientific, technological and innovation research in 2023.
According to Mr. Tran Tuan Anh - Vice President of the Vietnam Academy of Science and Technology, in 2023, the Institute published 2,211 scientific works, including 1,738 works published in international journals and 76 Patents for inventions and utility solutions.
The number of publications in high-quality international journals reached 1,379, accounting for 79%. Compared to recent years, the quality and quantity of published works have increased, in the context of a decrease in the number of research staff due to streamlining.
Regarding applied research and technology deployment, in 2023, the Academy was granted 76 Patents for inventions and Utility Solution Patents. Of which, there are 3 international patents.
The Academy's outstanding research results are the application of large language models in rare language translation software, fireproof paint technology, heat-reflective paint technology, application of biotechnology to successfully breed high-value nemo fish, breeding F1 hybrid calves,...
In response to a reporter's question about how to commercialize research, Associate Professor Dr. Phan Tien Dung - Head of the Department of Technology Application and Deployment (Vietnam Academy of Science and Technology) said that in the recent past, some of the State's policies were issued in an unsynchronized manner, which unintentionally created barriers to bringing scientific research results into life.
A typical example is Decree 70/2018 of the Government on the management and use of assets formed through the implementation of scientific and technological tasks. This Decree was issued to create a legal corridor for the handling of assets formed from research results using State budget sources.
According to Associate Professor Dr. Phan Tien Dung, this Decree stipulates that technology must be valued before commercialization, however, this is not a simple task. Vietnam currently has no experience in valuing this type of technological asset.
“ After successful commercialization, the division of benefits also has 3 different regulations. The Law on Management and Use of Public Assets stipulates that projects using State funds must be repaid to the State according to the contribution rate. The Law on Science and Technology stipulates that scientists are entitled to a minimum of 30% of benefits. The revised Law on Intellectual Property stipulates that this rate is at least 20% ,” Mr. Phan Tien Dung shared.
The Head of the Technology Application and Deployment Department said that having three inconsistent regulations has contributed to hindering the commercialization process of research products.
Faced with the above situation, the Vietnam Academy of Science and Technology and scientists have made recommendations to the Government for corrective measures to promote the application of scientific research results into life.
At present, the Vietnam Academy of Science and Technology has taken many creative and synchronous measures to promote the commercialization of scientific works. Therefore, the value of consulting and technology transfer contracts of the Vietnam Academy of Science and Technology last year was up to 330 billion VND, a sharp increase compared to 2022.
This result has been recognized and highly appreciated by the World Intellectual Property Organization. This is considered an important premise for the Vietnam Academy of Science and Technology to continue promoting the commercialization of research projects in the following years.
