(NLDO) - The Government affirmed that the reappointment of Mr. Dang Xuan Thanh as Vice President of the Vietnam Academy of Social Sciences is in accordance with regulations.
The Government Electronic Information Portal has just released information about the reappointment of Mr. Dang Xuan Thanh to the position of Vice President of the Vietnam Academy of Social Sciences (VASS).
Mr. Dang Xuan Thanh was reappointed as Vice President of the Vietnam Academy of Social Sciences.
Accordingly, the Prime Minister signed a decision to appoint Mr. Dang Xuan Thanh to the position of Vice President of the Academy of Social Sciences from September 20, 2018.
During his tenure as Vice President of the Academy of Social Sciences, Mr. Dang Xuan Thanh had a number of shortcomings and violations and was disciplined by the Central Inspection Commission with a warning (Decision No. 715 dated September 30, 2022) and the Prime Minister also disciplined Mr. Thanh with a warning (Decision No. 1377 dated November 9, 2022).
According to the personnel work process, on August 29, 2023, the Academy of Social Sciences issued document No. 1826 proposing to reappoint Mr. Dang Xuan Thanh to the position of Vice President of the Academy of Social Sciences.
As someone who has been disciplined with a warning about the Party and the government, there are different views and opinions on the consideration and reappointment of Mr. Dang Xuan Thanh to the position of Vice President of the Vietnam Academy of Social Sciences.
On the basis of absolute compliance with the requirements and regulations of the Party and the laws of the State, the reappointment of Mr. Dang Xuan Thanh was carried out by the competent authorities according to a very strict, careful, thorough, objective, impartial process, in accordance with the requirements and regulations.
In the submission No. 1826 dated August 29, 2023 on the proposal to reappoint Mr. Dang Xuan Thanh to the position of Vice President of the Academy, the collective leadership and the Standing Committee of the Party Committee of the Academy commented and highly appreciated Mr. Dang Xuan Thanh as a scientist, leader, manager with capacity, qualifications and high credibility in the collective, although Mr. Dang Xuan Thanh had previously been disciplined with a warning by the Party and the government.
Based on the Party's regulations, the State's laws, the reappointment proposal and the comments and assessments of the Academy, the Ministry of Home Affairs has submitted Document No. 322 dated September 7, 2023 to the Government Party Committee and the Prime Minister on the proposal to reappoint Mr. Dang Xuan Thanh to the position of Vice President of the Academy, in which the Ministry of Home Affairs agrees with the Academy's proposal on the Party's regulations and laws.
From the Government's perspective, the Government Party Committee has directed and implemented the process of reappointing Mr. Dang Xuan Thanh to the position of Vice President of the Academy of Social Sciences according to a process that must be extremely strict, cautious, in accordance with regulations and objective.
Specifically, based on Submission No. 322 dated September 7, 2023 of the Ministry of Home Affairs, the Government Party Committee met, discussed and agreed to issue Official Dispatch No. 2192 dated September 8, 2023 requesting the Ministry of Home Affairs to review standards and conditions, carefully and strictly assess in accordance with Party regulations and current laws on personnel work, and report to the Government Party Committee and the Prime Minister.
Implementing the direction of the Government Party Committee and the Prime Minister, the Ministry of Home Affairs requested the Academy to report additional contents related to the proposed reappointment of Mr. Dang Xuan Thanh, including a request to report additional results of the mid-term vote of confidence according to Regulation No. 96-QD/TW.
On September 18, 2023, the Academy issued Official Dispatch No. 1980 reporting on the reappointment of Mr. Dang Xuan Thanh. Accordingly, the Academy assessed that "Comrade Dang Xuan Thanh is a person of high prestige in the position he is holding; during the period of disciplinary action, he made many efforts and attempts with the leadership to strengthen solidarity and unanimity, ensure strict implementation of the principle of democratic centralism, and handle many outstanding and difficult matters of the Academy. At the same time, although he is a person of capacity and prestige, but upholding the spirit of self-criticism and criticism, strictly implementing the Party's regulations, he submitted an application to resign from the position of Deputy Secretary of the Party Committee of the Academy for the 2020-2025 term and on April 4, 2024, the Party Committee of the Central Agencies issued Decision No. 1501-QD/DUK agreeing to allow Comrade Dang Xuan Thanh to resign from the position of Deputy Secretary of the Party Committee of the Academy".
Based on the detailed report of the Academy and after carefully reviewing the regulations of the Party and the law, the Ministry of Home Affairs has Submission No. 398/TTr-BNV dated October 30, 2023 and Submission No. 412/TTr-BNV dated November 21, 2023 sent to the Party Committee of the Government and the Prime Minister, proposing to re-appoint Mr. Dang Xuan Thanh as Vice President of the Academy.
With the spirit of working extremely closely, cautiously, following strict procedures, ensuring compliance with Party regulations and State laws and on the basis of Submission No. 412 dated November 21, 2023 of the Ministry of Home Affairs, the Government Party Committee met, exchanged, discussed and agreed to issue Official Dispatch No. 2466 dated November 23, 2023, emphasizing that the reappointment of Mr. Dang Xuan Thanh to the position of Vice President of the Academy has not been considered.
At the same time, Minister of Home Affairs Pham Thi Thanh Tra was assigned to report in writing and ask for opinions from the Central Organizing Committee and the Central Inspection Committee on the reappointment policy for Mr. Dang Xuan Thanh.
Implementing the opinion of the Government Party Committee, the Ministry of Home Affairs issued Official Dispatch No. 432 dated November 30, 2023 to the Central Inspection Committee and the Central Organization Committee asking for opinions on the reappointment of Mr. Dang Xuan Thanh.
Accordingly, on December 20, 2023, the Central Inspection Committee commented in Official Dispatch No. 3919 - with the content: "Currently, there are no petitions, letters of denunciation or reflection related to comrade Dang Xuan Thanh. We request the Ministry of Home Affairs to discuss with the Central Organizing Committee whether to consider dismissing comrade Dang Xuan Thanh or not before requesting the Central Inspection Committee to give its opinion on reappointment".
On March 25, 2024, the Central Organizing Committee commented in Official Dispatch No. 2870 with the following content: "In 2022, comrade Dang Xuan Thanh was disciplined in the form of "Warning" about the Party and the government; after being disciplined and based on the proposal of the Party Committee of the Vietnam Academy of Social Sciences, the Standing Committee of the Party Committee of the Central Agencies considered and agreed in principle to let him resign from the position of Deputy Secretary of the Party Committee of the Vietnam Academy of Social Sciences for the 2020-2025 term (no decision has been made yet). The Central Organizing Committee requested the Ministry of Home Affairs to report to the Government Party Committee to consider and decide on the reappointment of comrade Dang Xuan Thanh according to its authority; ensure compliance with Party regulations and take responsibility for its decision".
At the same time, the Central Organizing Committee sent along Official Dispatch No. 5919 dated December 25, 2023 of the Central Internal Affairs Committee.
Official dispatch No. 5919 dated December 25, 2023 of the Central Internal Affairs Committee commented: "Request the Central Organizing Committee to discuss with the Investigation Police Agency of Lao Cai Provincial Police and the Government Inspectorate to obtain more information about the cases. The Central Internal Affairs Committee agrees with the proposal to re-appoint comrade Dang Xuan Thanh to continue holding the position of Vice President of the Academy (if comrade Dang Xuan Thanh is not responsible for the above cases)".
Based on the opinions of the Central Inspection Commission, the Central Organization Committee, the Central Internal Affairs Committee, the Ministry of Home Affairs has Document No. 129 dated March 29, 2024 proposing to the Government Party Committee and the Prime Minister to assign the Ministry of Home Affairs to have a written exchange with the Public Security Agency and the Government Inspectorate. After receiving the opinions of these two agencies, the Ministry of Home Affairs will send a document to the Central Inspection Commission for comments, before reporting and proposing to the Government Party Committee and the Prime Minister.
Implementing the direction of the Secretary of the Party Committee of the Government, the Prime Minister, on April 16, 2024, the Ministry of Home Affairs had a written exchange with the Provincial Police Department and the Government Inspectorate.
In Official Dispatch No. 541 dated April 29, 2024, the Public Security Agency sent to the Ministry of Home Affairs, it clearly stated: "Up to now, comrade Dang Xuan Thanh, Vice President of the Academy of Social Sciences, is not related to the case."
Based on the opinions of the Central Organizing Committee, the Central Internal Affairs Committee, the Central Inspection Committee, the Government Inspectorate, the Public Security Agency, the Ministry of Home Affairs has sent Document No. 631 dated November 20, 2024 to the Party Personnel Committee of the Government, the Prime Minister fully reported on the responses of the above agencies and proposed to consider and decide to reappoint Mr. Dang Xuan Thanh to the position of Vice President of the Academy from September 20, 2023.
Thus, it can be affirmed that the process of reappointing Mr. Dang Xuan Thanh to the position of Vice President of the Academy of Social Sciences was carried out in a very strict, cautious, rigorous, thorough, objective, impartial, and transparent manner in accordance with the Party's regulations and the State's laws.
