On March 7, the National Assembly Standing Committee held the second national conference to implement the laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly. At the conference, reporting on the implementation of the laws and resolutions passed by the 15th National Assembly at the 6th Session and the 5th Extraordinary Session, Deputy Prime Minister Tran Luu Quang said that at the 6th Session and the 5th Extraordinary Session, the National Assembly passed 9 laws and 11 important resolutions related to all aspects of socio-economic life, the rights and direct interests of organizations, businesses, and people, economic recovery and development after the Covid-19 pandemic, and resolved many unsynchronized issues of the legal system after the review process such as: Housing Law, Real Estate Business Law, Telecommunications Law, Land Law, and Law on Credit Institutions.
According to the Deputy Prime Minister, in 2023, the Government approved 49 proposals for drafting laws, draft laws, draft resolutions, issued 93 decrees, 1 joint resolution; the Prime Minister issued 33 legal decisions. To achieve this result, the Government and the Prime Minister have given many strong instructions to ministries and ministerial-level agencies to closely coordinate with the National Assembly agencies in revising draft laws and draft resolutions to submit on schedule, ensure quality, and focus on proposing solutions to difficult and complicated issues.
In 2023, in addition to regular meetings, the Government organized up to 10 thematic meetings on law-making; the Government Standing Committee regularly discussed and commented on proposals for drafting laws and draft resolutions; Government leaders increased direct work with ministries, branches and localities to give opinions and directions on major and complicated issues, and issues with different opinions in each draft law and draft resolution.
In fact, the Government has issued 264 resolutions; the Prime Minister has issued 1,742 individual decisions, 32 directives, 104 telegrams and many directive documents; the Government Office has issued 814 notices of conclusions and directives of Government leaders to handle work under its authority.
“In order to promptly and effectively implement the laws and resolutions passed by the National Assembly, and to implement the policy of “closely linking law-making with law enforcement”, the Government and ministries, branches and localities, according to their assigned functions and tasks, have resolutely, proactively and promptly implemented the laws and resolutions into life,” the Deputy Prime Minister emphasized.
According to the Deputy Prime Minister, although there are still many difficulties and challenges in the implementation process, especially pressure on progress, scope, workload as well as difficulties arising from the content of detailed regulations, with the determination of the Government, the Prime Minister together with ministries and ministerial-level agencies have done a good job in implementing laws, resolutions and developing and promulgating detailed regulations.
Along with that, the Government and the Prime Minister have directed ministries, branches and localities to be active, proactive, responsible, urgent and closely coordinate in implementing the review of the system of legal documents as required in Resolution No. 101/2023/QH15 and have submitted Report No. 587/BC-CP dated October 20, 2023 to the National Assembly on the results of the review of the system of legal documents.
The Deputy Prime Minister affirmed that after the end of the National Assembly sessions, the ministries and ministerial-level agencies in charge of drafting laws and resolutions have advised the Prime Minister to promulgate or promulgate under their authority the Plans to implement the laws and resolutions passed by the National Assembly. In some localities, they have been studying and issuing separate documents to direct, guide, and develop Plans to implement laws and resolutions, in which specific responsibilities are expected to be assigned to relevant departments, branches, and sectors for widespread implementation to the people at the grassroots level.
Along with that, after the laws and resolutions were passed by the 15th National Assembly at the 6th Session and the 5th Extraordinary Session, the dissemination of laws and resolutions has been carried out. Specifically: The majority of ministries, branches and localities have integrated the content of instructions and guidance on the dissemination of new laws and resolutions into the legal education and dissemination plan for 2024; 27/63 provinces and cities have had plans and official dispatches guiding the dissemination of new laws and resolutions; ministries and ministerial-level agencies have organized training conferences and compiled documents to serve the dissemination and introduction of laws and resolutions to people and businesses.
