On March 7, the National Assembly Standing Committee held the second national conference to implement the laws and resolutions of the 6th session and the 5th extraordinary session of the 15th National Assembly. Concluding the conference, National Assembly Chairman Vuong Dinh Hue emphasized that the 6th session and the 5th extraordinary session of the 15th National Assembly passed 9 important laws and 11 resolutions, which have a profound impact on society and the country's macroeconomic policies, and are significant not only for the implementation of the socio-economic development plan for 2024 and 2025, but also for the fundamental, strategic, and long-term significance in the next period. In particular, with the passage of the Land Law, the National Assembly has completed one of the most important legislative tasks of the term.
Immediately after the end of the National Assembly session, the Government directed the Ministry of Justice and the Government Office to coordinate with ministries and ministerial-level agencies to review and clearly identify the contents specified in the laws and resolutions, on that basis, assign the drafting agency, coordinating agency and deadline for submitting and promulgating documents; a number of decisions and plans for implementing laws and resolutions were issued very promptly. In particular, the Prime Minister issued the Implementation Plan for 2/9 laws and is preparing to issue the Implementation Plan for the Land Law; Ministers and heads of ministerial-level agencies also issued plans to implement laws, organize training conferences, compile documents to serve the dissemination and introduction of laws and resolutions; 27/63 provinces and cities have plans and official dispatches guiding the dissemination of new laws and resolutions.
According to the National Assembly Chairman, the results of the implementation of the Law are very remarkable, however, this is only the first step. The amount of work that needs to be continued is very large, especially many laws of the 6th Session and the 5th Extraordinary Session have a large number of articles and contents assigned to the Government and regulatory agencies, which are both difficult and require high progress, and also stipulate many new and specific policies, new tasks and powers in the direction of promoting decentralization and delegation of power to agencies.
To effectively implement the law enforcement work, the Chairman of the National Assembly requested the National Assembly and the National Assembly Standing Committee to organize the implementation of the contents as prescribed in the law and resolutions; promptly handle arising issues within their authority based on the requests of the Government, agencies, organizations, and National Assembly deputies; assign National Assembly agencies to review, comment, and thoroughly examine the reports of the Government and agencies on the implementation of the requirements in the law and resolutions, and report to the National Assembly for consideration and discussion when necessary. National Assembly agencies proactively monitor, closely supervise, and urge agencies to promptly implement.
In addition, it is recommended that the Government and the Prime Minister closely follow the specific requirements and tasks for implementation of each law and resolution passed at the 6th Session and the 5th Extraordinary Session as specifically stated in the report of the National Assembly Standing Committee. Promptly issue a list of documents detailing the implementation of laws and resolutions passed by the National Assembly at the 5th Extraordinary Session and assign specific agencies to preside over the drafting, with a deadline for completion. Continue to issue plans to implement laws and resolutions of the National Assembly; allocate resources and prepare conditions to ensure that task requirements are met. Comply with the Law on Promulgation of Legal Documents, promptly develop and promulgate under authority 56 detailed regulations, and the Decree on the establishment, management and use of the Investment Support Fund to ensure progress and quality so that they can take effect promptly together with laws and resolutions, have feasibility, consistency and synchronization in the system of legal documents, especially documents detailing laws that are closely related to each other such as the Land Law, Housing Law, and Real Estate Business Law, to avoid overlap, problems, bottlenecks, and procedures, "sub-licenses" that are contrary to regulations in the implementation organization. At the same time, pay attention to new policies and regulations that take effect earlier than the general effect of the law; provide detailed regulations and implementation instructions for transitional contents to create a basis for smooth and unified implementation, avoiding creating legal gaps. Continue to review sub-law documents related to new provisions of laws and resolutions to amend, supplement, replace, abolish or promulgate according to authority, ensuring consistency and synchronization with passed laws and resolutions.
Strengthen the dissemination, propaganda, popularization, and introduction of policies, contents of laws, resolutions, and detailed regulations and implementation instructions so that agencies, organizations, people, and businesses can correctly and fully understand the regulations.
The National Assembly Standing Committee and the Ministry of Natural Resources and Environment have researched, compiled and published the book: Land Law - Questions and Answers to meet the requirements of disseminating and propagating the law. Organize professional training in appropriate forms for civil servants assigned to organize the implementation, especially for specialized laws with many new and complex contents such as the Telecommunications Law, the Identity Law, the Land Law, and the Law on Credit Institutions. Synchronously implement solutions to improve the effectiveness and efficiency of law enforcement, tighten discipline and order, promote the responsibility of leaders, the responsibility and proactiveness of civil servants, combined with strengthening inspection and examination to prevent, detect, promptly stop and resolutely handle negative behaviors, "group interests", "local interests" in law enforcement; promptly and effectively overcome the situation of shirking, evasion, and lack of responsibility among a number of cadres and civil servants. Focus on organizing dialogues with businesses and people, promptly removing difficulties and problems arising in the process of organizing law enforcement.
