Deputy Prime Minister Mai Van Chinh said that the apparatus should be reorganized without interrupting work; any cadres, civil servants, and public employees who have a mentality of relying on others and doing things half-heartedly must be disciplined.
On the afternoon of March 27, Deputy Prime Minister Mai Van Chinh, Head of Working Group No. 7, chaired a meeting with leaders of 5 Central Highlands provinces (including Dak Lak, Dak Nong, Gia Lai, Kon Tum, Lam Dong), to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital.
Disbursement higher than national average
Deputy Minister of Finance Tran Quoc Phuong said that the total state budget investment plan for 2025 assigned by the Prime Minister to 5 localities under Working Group No. 7 is VND 25,895,574 billion (accounting for 3.13% of the total capital investment plan of the whole country assigned by the Prime Minister).
As of February 28, 2 localities have allocated all assigned capital plans; 3 localities have not yet allocated all with the total remaining unallocated capital of 98,141 billion VND, accounting for about 0.37% of the total capital investment plan of ministries, central and local agencies under Working Group No. 7 and accounting for 0.13% of the total unallocated capital of the whole country (77,590,883 billion VND).
The estimated disbursement by February 28 of ministries, central agencies and localities under the Working Group reached 10.64% of the plan assigned by the Prime Minister, higher than the national average. Of these, 3 localities had a disbursement rate higher than the national average, including Dak Lak at 19.48%; Kon Tum at 18.47%; Lam Dong at 7.46%. There were 2 localities with disbursement rates below the national average, namely Dak Nong and Gia Lai.
According to Chairman of Lam Dong Provincial People's Committee Tran Hong Thai, the locality has allocated a capital plan exceeding the number assigned by the Prime Minister, with a total allocated budget of VND 5,786.21 billion; only VND 3 billion has not been allocated due to the tasks of implementing the National Target Program project. The province has established 3 working groups to urge the disbursement of public investment capital, striving to disburse over 60% by June 30 and disburse at least 95% of the capital by the end of 2025.
Mr. Tran Hong Thai also raised the issue of the Central Highlands region being entangled in many areas, which is the overlapping of the project area with the area according to the planning for exploration, exploitation, processing and use of minerals in the period 2021-2030, with a vision to 2050 (according to Decision No. 866/QD-TTg).
Organize your system without disrupting your workflow
One issue raised by many localities is the concern about work interruptions when restructuring the apparatus. According to Chairman of the Gia Lai Provincial People's Committee Rah Lan Chung, the locality disbursed 435.3 billion VND, reaching 10.2% of the assigned plan. Because the Gia Lai Treasury is restructuring and merging regional treasuries, the transfer of information to the Ministry of Finance has not been timely, so the updated data is not complete.
Implementing the policy of the Politburo and the Secretariat on streamlining the apparatus, the Chairman of the Gia Lai Provincial People's Committee said that in the coming time, some project works will transfer legal documents between old investors and new units, taking a lot of time, disrupting the construction progress. Some projects that have been bid and under construction have been cut, affecting investors, businesses and people, making it difficult to adjust public investment capital plans and adjust budget estimates.
Mr. Rah Lan Chung requested the Ministry of Finance to provide specific instructions for localities to implement, ensuring consistency according to regulations.
According to Dak Nong province leaders, 1/3 of the local area is stuck in bauxite planning. The province is directing to focus on appraising bauxite-related projects to resolve and disburse public investment capital; assigning working groups to inspect and review each project.
In the context of restructuring the apparatus, the province has worked with the districts, done a good job of ideological work for cadres, civil servants, and public employees, resolutely directed that "merger or not, it must be done," no waiting, no relying, determined to disburse capital to reach over 95% by 2025.
Deputy Prime Minister Mai Van Chinh said that we must do a good job of ideological work for our comrades, and reorganize the apparatus without interrupting work. Any cadres, civil servants, and public employees who have a mentality of relying on others and doing things half-heartedly must be disciplined.
"The spirit is that once we have capital, we must try to implement it, ensure that all capital is disbursed, put the project into use, and create new space and new momentum for development," the Deputy Prime Minister stated.
Recognizing and appreciating the People's Committees of the Central Highlands provinces for strictly implementing the Government's resolution and the Prime Minister's directive on capital allocation and public investment disbursement in the past 3 months, the Deputy Prime Minister said that the Government is very interested in and has given strong and close direction on public investment disbursement. The provinces with disbursement levels higher than the national average are demonstrating great efforts and endeavors.
The Deputy Prime Minister noted that localities must seriously grasp and resolutely implement the Government's policies and resolutions on disbursement of public investment capital. In organizing implementation, it is necessary to clearly assign tasks and responsibilities as the Prime Minister directed "5 clear": clear people, clear work, clear responsibilities, clear time, clear products and must regularly inspect, urge and remove difficulties.
Emphasizing that the tasks from now until the end of the year are still heavy, the Deputy Prime Minister requested that localities must have high determination, mobilize the entire political system to participate, and resolutely organize the implementation of assigned tasks.
“National or provincial projects are also projects of the people, serving the people. Completed projects will create momentum for development, contributing to growth of 8% or more this year, as well as completing the targets and objectives of local party congresses," said the Deputy Prime Minister.
Reminding localities to resolutely clear land and speed up the construction progress of key projects and works, according to the Deputy Prime Minister, the dry season months are the best period for construction. If the progress is not accelerated, the rainy season in May and June will have a huge impact. We must strive to do it well every month and every quarter.
At the same time, strengthen inspection, supervision and urging of contractors and consultants; assign leaders to be responsible for strictly controlling the volume, quality, progress and efficiency of investment. The results of public investment disbursement must be considered a key task to evaluate officials. Timely adjust capital transfers for projects behind schedule.
"If we are determined and resolute in implementing this year's public investment plan well, it will contribute to common achievements, open up new spaces, create jobs, and improve people's lives," said the Deputy Prime Minister./.
