In the past, when facing difficulties, most businesses chose to deal with them themselves instead of seeking support from state management agencies. This partly stemmed from the fear and lack of trust in the government of a number of businesses. This mentality also created many existing problems that significantly affected the investment and business environment. However, that was the story of many years ago. Currently, when there are more and more forums for businesses to share difficulties and give advice to the government, innovation in the way of approaching businesses has been of interest to departments, branches, and local authorities, and there are good, creative, and innovative ways to support businesses.

The recent activities of the Center for Investment and Trade Promotion and Enterprise Support (the Center) can be taken as an example. Instead of waiting for enterprises to come and report through various forms, the Center has proactively organized many activities to "go to the place and listen to the place".

The recent meeting between the Center and the Foreign Investment Enterprises (FDI) Club is one of them. At this meeting, in addition to understanding the difficulties of FDI enterprises, the Center shared, exchanged enthusiasm and proposed coordinated activities to best support enterprises. The results of the meeting brought about basic consensus in the coordination mechanism, consulting opinions when organizing related activities of the parties; promoting communication for investment environment promotion and advertising activities, acting as a bridge between enterprises and the city government to promptly remove difficulties and obstacles. Coordinated to build an information portal to receive and respond to opinions of the business community on the city's digital platforms.

This activity closely follows the Center's mission according to Decision No. 39 dated July 3, 2024 of the Provincial People's Committee (now Hue City People's Committee) on the functions, tasks, powers and organizational structure of the Center. Previously, the Center also implemented many activities to support businesses in removing difficulties and obstacles in the process of investment, production and business in the area.

Immediately after officially coming into operation, the Center has regularly distributed documents, sent and received paper reports from enterprises by post every month to summarize the difficulties and problems of enterprises, cooperatives, and business households operating in the city. However, to grasp feedback information more quickly and effectively, the Center has proactively diversified the methods for sending documents to enterprises such as: Directly distributed at the reception and return of results department (City Public Administration Service Center), sent via media, social networks (zalo, facebook ...), sent directly to enterprises participating in events, training seminars, trade promotion programs.

The Center also advised the City People's Committee to build an electronic information portal to receive feedback from businesses on the Hue-S platform to shorten the time, contributing to improving the quality of business support in a modern and professional direction.

According to Ms. Nguyen Thi Bich Thao, Director of the Center, since its establishment, the Center has received many feedbacks and shared about difficulties in business operations from enterprises, cooperatives, and business households on issues related to fields such as investment, construction, land, industrial promotion, trade promotion, etc. Based on the collected information, the Center has researched and coordinated with relevant agencies and localities to respond, guide, and resolve difficulties for enterprises, contributing to improving the effectiveness of support work for enterprises that are producing and doing business in the area, ensuring quality and being proactive in collecting difficulties and problems.

Changing the way we approach businesses not only helps solve problems faster but also builds trust in the business community.

According to Ms. Ho Nhat Phuong, SBC Hoang Gia Company Limited, throughout its operation, the company has always received support from departments, branches and centers in most of its business investment areas. Since then, difficulties in accessing market information; bringing products to supermarkets and distribution channels... have been gradually resolved.

It is undeniable that the activities of receiving and reflecting on the difficulties and obstacles that businesses are facing have created positive changes in the work of supporting businesses. However, for this activity to truly spread, there needs to be a synchronous coordination of many solutions from information transparency, proactive approach, quick response to linking with functional agencies.

Ms. Nguyen Thi Bich Thao said that in order to support enterprises in resolving difficulties and problems after receiving information, the Center has implemented many specific solutions to support enterprises. In the field of investment and construction, the Center has coordinated with relevant agencies to support resolving procedural problems and speed up project implementation. The Center also supports reviewing relevant planning to provide information on investment research locations; supports enterprises in searching and renting premises, connecting with agencies to resolve problems related to land lease procedures, etc.

Based on the assigned functions and tasks, the Center takes the lead in answering and supporting policies to encourage enterprises to invest in machinery and equipment to improve their production and business capacity. At the same time, it supports and disseminates policies of the State and localities to enhance product promotion through trade promotion programs, introducing products to supermarket systems and domestic and foreign distributors. Organizes trade connection activities between enterprises, thereby enhancing support for enterprises in finding partners to cooperate in product consumption to create a comprehensive development chain.
