Attending the conference at Dien Hong Hall were Politburo members, Party Central Committee Secretaries: Phan Dinh Trac - Head of the Central Internal Affairs Commission and Nguyen Hoa Binh - Chief Justice of the Supreme People's Court; central ministries, departments and branches.
On the side of Nghe An province, there were comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; National Assembly deputies elected in Nghe An province.
At the Nghe An online bridge, chaired by comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; also attending were comrades of the Provincial Party Standing Committee: Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee and Vo Thi Minh Sinh - Chairman of the Provincial Vietnam Fatherland Front Committee; National Assembly deputies of the Nghe An Provincial National Assembly Delegation; representatives of a number of provincial departments and branches.

The implementation of some laws and resolutions is still slow.
Speaking at the opening of the conference, Comrade Tran Thanh Man - Politburo member, Permanent Vice Chairman of the National Assembly said that from the beginning of the 15th National Assembly term to the end of the 4th session, besides the achieved results, the implementation of the Laws and Resolutions promulgated by the National Assembly still has some shortcomings and limitations.
For the Nationalities Council and the National Assembly Committees, the supervision of the implementation of laws and resolutions has not been comprehensive, and has not focused on newly issued laws and resolutions; supervision of documents detailing the implementation of laws and resolutions in some cases has not been fully assessed in terms of legality, feasibility and effectiveness of the documents.
For the Government, the implementation of a number of laws and resolutions is still slow; some of which were issued in 2022 but have not yet issued an implementation plan. Some documents are of poor quality and have had to be amended, supplemented or suspended shortly after being issued due to their incompatibility with reality.

Comrade Tran Thanh Man affirmed: The organization of the conference to deploy the Laws and Resolutions of the National Assembly aims to bring the Laws and Resolutions of the National Assembly passed at the 5th session into life soon, promoting effectiveness; at the same time, reviewing and urging the implementation of the Laws and Resolutions of the National Assembly issued from the beginning of the 15th term. This is also the task of the National Assembly Standing Committee in supervising the implementation of the Laws and Resolutions of the National Assembly according to regulations; at the same time, implementing the requirement of closely linking law-making with law implementation, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently.
The Government issued 38 documents implementing the Laws and Resolutions of the National Assembly.

The conference listened to Deputy Prime Minister Le Minh Khai report on the implementation of laws and resolutions passed by the National Assembly from the beginning of the 15th term to before the 5th session and the plan to implement laws and resolutions passed by the National Assembly at the 5th session.
Accordingly, the Government and the Prime Minister have focused on directing ministries, ministerial-level agencies and localities to implement the implementation of laws and ordinances and the development and promulgation of detailed regulations to ensure progress and quality. Specifically, from the beginning of the term to the 4th session, based on the assignment of the Prime Minister, ministries have the task of submitting or promulgating under their authority 50 documents to detail 20 laws and resolutions that have come into effect. As a result, as of August 30, 2023, 38 documents have been issued; of which 9/38 documents were issued to ensure they take effect at the same time as the law.

The Government has directed ministries and branches to review and identify detailed regulations, make a list, submit to the Prime Minister for promulgation and assign the drafting agency, and at the same time direct and guide localities to promptly develop and promulgate detailed regulations within their authority for implementation.
Deputy Prime Minister Le Minh Khai also frankly admitted that the implementation of laws, resolutions and ordinances has in some cases not been timely and effective. The issuance of detailed regulations to take effect at the same time as the detailed regulations has not been thoroughly implemented.
There are still outstanding documents detailing the Laws and Resolutions passed by the National Assembly at the beginning of the term that have not been issued. Some forms of dissemination and legal education at the grassroots level are not suitable; the application of information technology and digital transformation in this work is still slow.

The work of reviewing and processing documents after reviewing is not timely, especially the review, amendment and supplementation of regulations issued by local authorities to conform to the documents of the Central Government; there is not really an effective connection between the results of reviewing legal documents and the activities of drafting legal documents.
Proposing solutions to overcome shortcomings and inadequacies, the Deputy Prime Minister emphasized strengthening discipline and order in law-making work; the responsibility of heads of Government agencies, ensuring compliance with the regulation "being responsible for the entire content and progress of submitting assigned projects, proposals, and legal documents".

Ministries and branches need to regularly and proactively review and evaluate legal regulations and social relations in their management fields; proactively propose and organize the drafting of draft laws, ordinances and resolutions in accordance with prescribed procedures.
Regarding the implementation of legislative work in late 2023 and 2024, Deputy Prime Minister Le Minh Khai said that the Government and the Prime Minister continue to pay attention, closely direct, and give priority to the work of building and perfecting institutions and laws. Ministries and ministerial-level agencies have proactively and urgently established Drafting Committees; focusing time and resources on drafting according to plan.

The Deputy Prime Minister proposed that the National Assembly continue to increase the time for delegates to discuss the contents of draft laws, focusing on important issues and issues with many different opinions. Issues assigned to agencies for detailed regulations must ensure time and resources to issue detailed regulations and organize implementation.
The National Assembly Standing Committee continues to pay attention to directing the implementation of the 2023 and 2024 Programs; increasing the time for giving opinions on the contents of draft Laws and Resolutions of the National Assembly, especially on issues with different opinions.

Assessment of the implementation of 23 laws and 28 resolutions

The conference also heard Vice Chairman of the National Assembly Nguyen Khac Dinh report on the implementation of the Laws and Resolutions of the National Assembly passed from the beginning of the 15th term to the end of the 4th session and the implementation of the laws, resolutions, and law and ordinance building programs passed by the National Assembly at the 5th session; and heard reports on the implementation of the Laws and Resolutions of the 15th National Assembly passed from the beginning of the term to present by the Central Committee of the Vietnam Fatherland Front, the Ministry of Public Security, and a number of sectors and localities.
In the afternoon, the conference continued with the afternoon session regarding the implementation of Laws and Resolutions of the 15th National Assembly by a number of central and local ministries and branches; National Assembly Chairman Vuong Dinh Hue will deliver a closing speech at the conference.
Since the beginning of the 15th National Assembly term, the National Assembly and the National Assembly Standing Committee have issued 1,010 documents, including 23 Laws, 101 Resolutions of the National Assembly, 04 Ordinances and 882 Resolutions of the National Assembly Standing Committee.
Within the framework of this conference, the National Assembly Standing Committee focused on assessing the implementation of 23 Laws and 28 Resolutions passed by the National Assembly since the beginning of the 15th term and implementing the Law and Ordinance Building Program in the last months of 2023 and 2024.
