As the capital of the Nguyen Dynasty, Hue was the place where the colonial and feudal governments established their governing apparatus, so this was the place where many mandarins and all classes of society at that time gathered. Hue was also the locality that soon accepted Marxism-Leninism, which was spread to Vietnam by Nguyen Ai Quoc, who lived and studied at the Hue National School. The predecessor organizations of the Party were soon formed here, such as the Indochinese Communist Party and the Indochinese Communist Federation... On February 3, 1930, the Communist Party of Vietnam was born, and soon after, in April 1930, the Thua Thien Hue Provincial Party Committee (now Hue City) was also established. This event marked the development of communism in the capital, which had an influence and spread throughout the country. From here, the patriotic movement against colonialism and feudalism in Hue steadily advanced under the leadership of the Party, directly by the Hue City Party Committee.

Since its inception, the Party has led the People to actively participate in large-scale revolutionary movements, typically the 1930-1931 high tide; the 1936-1939 Democratic Front high tide; preparing forces, seizing opportunities, carrying out the uprising to seize revolutionary power in the center of the feudal colonial government, contributing decisively to the overall victory of the August Revolution in 1945 across the country, opening a new era for the nation, the era of national independence associated with socialism.

After the success of the August Revolution, amidst many difficulties and hardships, having to deal with internal and external enemies, the City Party Committee with the spirit of self-reliance and self-strengthening overcame the harsh difficulties of the "life-threatening" situation, led the army and people to overcome all hardships, and achieved glorious feats on the fiery Binh Tri Thien battlefield. The Party Committee also successfully completed the combat mission of the coordinated battlefield, contributing with the whole country to the "Dien Bien Phu battle that shook the world", successfully ending the resistance war against the French colonialists. In that common achievement, the Party Committee, army and people of Hue City were honored to receive the rotating flag "Determined to fight, determined to win" from President Ho Chi Minh.

During the 21 years of resistance against the US, to save the country under the leadership of the Party, in response to the sacred call of President Ho Chi Minh: "Nothing is more precious than independence and freedom", the Party Committee, army and people of Hue city once again rose up in unison, determined to defeat the US invaders and their henchmen, to liberate the homeland. During the General Offensive and Uprising in the Spring of 1968, the army and people of Hue city contributed gloriously to the victory that opened the offensive and uprising of the South, was one of the leading flags of the South against the US, was honored to receive a letter of praise from Uncle Ho and the Government awarded the title "Offensive, uprising, brave, resilient".

Victory after victory, following the teachings of beloved Uncle Ho "Fight to drive out the Americans, fight to overthrow the puppets", the Party Committee, army and people of Hue city quickly seized the opportunity, simultaneously launched the General Offensive and Uprising in Spring 1975, liberated the homeland, destroyed the entire northern shield, and contributed significantly to the complete victory of the Ho Chi Minh Campaign. This was also the greatest, most brilliant victory, the most glorious historical event of the Party Committee, army and people of the city during the 21 years of resistance war against the Americans to save the country and unify the Fatherland.

After the liberation of the homeland, facing numerous difficulties and complexities, the Party Committee and the people of Hue city continued to make efforts, unite, and actively carry out the task of healing the wounds of war, restoring and developing the socio-economy, and determined to implement the Party's renovation policy. This was a period when the Party Committee always made efforts, persevered, and constantly strived despite many difficulties and challenges. After nearly 40 years of implementing the renovation process, Hue city has made remarkable progress in terms of scale, stature, appearance, and development level, making worthy contributions to the overall development of the country. The economy maintained a fairly good growth rate, reaching 8.15% in 2024 alone; state budget revenue reached 12,880 billion VND, an increase of 13.3% over the same period. The economic structure has shifted in a positive direction. Many types of tourism have been put into operation, contributing to improving the quality of cultural and heritage tourism products. The fields of urban infrastructure construction have received investment attention, urban space has been increasingly expanded, and cultural and social fields have continued to develop. National security, defense, and social order and safety have been ensured. Party building and political system building have had many positive changes. The study and following of Ho Chi Minh's ideology, morality, and style have gradually gone into depth and created a pervasive influence throughout the Party. Many models and examples of good people and good deeds in all areas of social life have been commended and widely replicated.

With the unceasing efforts of many generations of cadres, party members and people, Hue city has been honored to be awarded the First Class Independence Medal by the State twice. In particular, with the right development orientation, Thua Thien Hue province has officially become a centrally-run city in the spirit of Resolution 54-NQ/TW of the Politburo. This is the recognition of the Party, the State and the people of the whole country for the contributions and efforts of many generations of leaders, cadres, party members and people of the city. This is also the honor and pride of the Party Committee, a brilliant milestone creating a strong driving force for the development and opening up a bright future for Hue city.

The achievements are extremely meaningful and proud, but there are still many difficulties and challenges to face ahead. But we always believe that, with the glorious 95-year tradition of the City Party Committee, promoting the quintessence of a cultural land, the entire Party Committee, the entire army and the entire people of Hue City will continue to make efforts, unite, be creative, promote intelligence, courage, will, improve leadership capacity and fighting strength, promptly seize new opportunities and fortunes, overcome difficulties and challenges, determined to build Hue City worthy of a centrally-run city, firmly entering a new era - an era of civilization, prosperity and development of the nation.
