Standing Committee of the National Assembly: Implementing laws and resolutions of the 15th National Assembly

On September 6, at the National Assembly House, the National Assembly Standing Committee held the first national conference to implement laws and resolutions of the 15th National Assembly. The conference was connected online to 62 locations in provinces and cities across the country with about 2,400 delegates attending.

Comrade Vuong Dinh Hue, Politburo member, Chairman of the National Assembly chaired the conference. Attending the conference were comrades Politburo members, Party Central Committee Secretaries, Party Central Committee members, representatives of central ministries, departments and branches. On the side of the National Assembly delegation of Thai Binh province, there were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of the province; Dang Thanh Giang, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Lai Van Hoan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee and full-time delegates working at the central level.

In his opening speech, Comrade Tran Thanh Man, Politburo member and Permanent Vice Chairman of the National Assembly, emphasized: The conference aims to fulfill the requirement of closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently in accordance with the spirit of the Documents of the 13th National Party Congress and performing the tasks assigned by the National Assembly. He said that this is the first time the National Assembly Standing Committee has coordinated with relevant agencies and organizations to organize a national conference to deploy laws and resolutions of the National Assembly in order to bring the laws and resolutions of the National Assembly passed at the fifth session into life soon, promoting effectiveness, and at the same time reviewing and urging the implementation of laws and resolutions of the National Assembly issued since the beginning of the 15th term. He asked the delegates to promote a sense of responsibility, discuss frankly, constructively and objectively; Reports, discussions, and comments need to deeply, clearly, and accurately reflect the results achieved, frankly acknowledge the limitations, discuss and agree on feasible and practical solutions, continue to strengthen coordination, create synchronization and unity among agencies; innovate and improve the quality of implementation work, ensure the implementation of laws and resolutions of the National Assembly into life, contribute to promoting socio-economic development, and fulfill the goals and tasks set forth in the Resolution of the 13th National Party Congress.

Since the beginning of the term, the National Assembly and the National Assembly Standing Committee have issued 1,010 documents, including 23 laws, 101 resolutions of the National Assembly, 4 ordinances, and 882 resolutions of the National Assembly Standing Committee, promptly institutionalizing the Party's policies and guidelines, and comprehensively adjusting all aspects of socio-economic life. At the conference, delegates focused on assessing the implementation of 52 laws and resolutions; listened to 2 reports from the National Assembly Standing Committee and the Government summarizing the contents related to the organization of the implementation of laws and resolutions passed by the National Assembly since the beginning of the 15th term, the preparation work and the plan to continue implementing laws and resolutions passed by the National Assembly at the 5th session of the 15th National Assembly. Agencies and localities focused on the implementation of 21 laws and resolutions of the National Assembly. The National Assembly Standing Committee thoroughly grasped new points and important contents in the laws and resolutions passed by the National Assembly; agreed on key requirements and tasks in implementing the laws and resolutions passed by the National Assembly at the fifth session of the 15th National Assembly, proposed solutions and recommendations for implementation in the coming time; discussed and agreed on requirements and contents of implementing the National Assembly's resolutions on the law and ordinance-making program in the last months of 2023 and 2024.

In his closing speech, Comrade Vuong Dinh Hue, Politburo member and Chairman of the National Assembly, affirmed: Over the past time, the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, ministries, branches and localities have resolutely and synchronously implemented many solutions to implement the laws and resolutions of the National Assembly. However, the organization and implementation of a number of laws and resolutions is still slow, the situation of backlog and slow issuance of detailed regulations has not been resolved... From now until the end of the term, the workload of the National Assembly, the Government and the agencies is very large, and many new issues may arise that need to be handled, so he requested the Government, the agencies of the National Assembly, relevant agencies and organizations at the central and local levels to continue to thoroughly grasp the Party's policies and guidelines in the 13th National Congress Documents, the laws and resolutions of the National Assembly. The Government continues to further promote its role and responsibility in organizing the implementation of the Constitution, laws and resolutions of the National Assembly, focusing on drastic direction, ensuring resources and necessary conditions for law enforcement. There are more drastic solutions to overcome the backlog and slow issuance of detailed regulations and instructions for the implementation of laws and resolutions. Focus on efforts to complete the issuance and ensure the quality of 83 documents detailing the implementation of laws and resolutions of the 15th National Assembly. Review the system of legal documents, promptly detect regulations that have arisen with problems, obstacles, contradictions, overlaps and inadequacies during implementation to amend and supplement according to authority or propose the issuance of new legal documents. Promote reasonable decentralization and delegation of power along with strengthening inspection, supervision and handling of violations. The National Assembly Standing Committee and National Assembly agencies shall strengthen monitoring, urging and supervising the Government and relevant agencies and organizations in implementing laws and resolutions of the National Assembly. National Assembly delegations of provinces and cities and National Assembly deputies shall continue to strengthen supervision of law enforcement and implementation of laws and resolutions of the National Assembly in their localities. Based on the conference results, the Government, ministries, branches and relevant agencies shall study and organize conferences to disseminate and specifically implement the contents of laws and resolutions promulgated by the National Assembly under their responsibilities.
