The Prime Minister assigned ministries to discuss and commit to working with private enterprises on major projects.

The Prime Minister requested ministries and branches to closely coordinate and exchange with businesses to discuss and agree on commitments to implement specific tasks, while actively participating in implementing key projects, contributing to promoting the country's development.

Concluding the Government Standing Committee conference on February 10 on promoting business growth, Prime Minister Pham Minh Chinh affirmed that the private economy is an important driving force of the economy.

Building an open system for businesses

The private economy currently contributes nearly 45% of GDP, more than 40% of total social investment capital, creates jobs for 85% of the country's workforce, accounts for 35% of total import turnover and 25% of total export turnover.

In the coming time, under the direction of the Politburo, agencies will develop a project to develop ethnic enterprises to play a leading role and a project to support small and medium enterprises.

The year 2025 is of particular importance, being a period of acceleration and breakthrough to achieve a minimum growth of 8%, creating momentum for double-digit growth in the following years. This is also the year to focus on streamlining the apparatus, promoting scientific and technological breakthroughs and innovation.

Therefore, the Prime Minister expects businesses and entrepreneurs to be pioneers in innovation and digital transformation, effectively contributing to three strategic breakthroughs: institutions, infrastructure, human resources; promoting digital economy, green economy and actively participating in ensuring social security...

In response to concerns and recommendations from businesses, the Prime Minister pledged to review and improve institutions in a transparent manner, building a team of officials who dare to think, dare to do, and dare to take responsibility. At the same time, the mechanism of asking and giving will be eliminated, administrative procedures will be cut, and compliance time and costs will be reduced.

Maintain macroeconomic stability, control inflation, promote growth with flexible and effective monetary and fiscal policies. Develop strategic infrastructure, enhance competitiveness, reduce logistics costs and promote high-quality human resource training.

Previously, many businesses have offered advice and proposals to the Prime Minister on participating in major national projects. THACO Chairman Tran Ba ​​Duong wants to produce train cars for urban railways, while Hoa Phat Group Chairman Tran Dinh Long has committed to investing VND10,000 billion to build a rail manufacturing plant and supply steel for railway projects.

KN Holdings Chairman Le Van Kiem proposed investing in a battery storage system and called for early approval of a direct electricity trading mechanism and administrative reform. Son Hai Group Chairman Nguyen Viet Hai proposed perfecting the mechanism and legal framework to ensure peace of mind in infrastructure investment and project warranty for 10 years.

At the same time, BRG Group Chairwoman Le Thi Nga pledged to build a smart city in the North of Hanoi, aiming for the world’s first carbon neutral model, helping to reduce energy costs for households by 50%. She recommended that there should be support policies on land rent, taxes and fees, and proposed a national innovation program.

Meanwhile, in order to effectively implement Resolution 57 of the Politburo on science and innovation, Chairman of the Board of Directors of CMC Technology Group, Mr. Nguyen Trung Chinh, proposed that the State soon complete the institution, support capital with preferential interest rates for investment projects from 700 million USD to 1 billion USD, and at the same time link it with training high-quality human resources.

T&T Group Executive Chairman Do Quang Hien shared about investment cooperation in the aviation sector, including airports, airport urban areas and aviation complexes, with holding 75% of Vietravel Airlines shares and working with Boeing. He also recommended investing in infrastructure of Ring Road 4, resolving difficulties in negotiating electricity prices and accelerating the equitization process of state-owned enterprises.

Chairman of Deo Ca Group, Mr. Ho Minh Hoang, emphasized the need to remove institutional shortcomings to completely handle stalled projects and avoid waste. At the same time, he proposed to clearly identify the value that private enterprises contribute through PPP projects, as well as create conditions for private enterprises to develop strongly and become national enterprises.

Responding to the recommendations, the Prime Minister requested ministries and branches to closely coordinate with businesses to discuss and commit to implementing major tasks and projects of the country.

Specifically, in the high-speed railway project, the Ministry of Transport needs to make a commitment to Hoa Phat on providing rails, to THACO on train cars, to Deo Ca and Xuan Truong on tunneling and road construction... The Prime Minister emphasized that all cooperation must ensure harmonious benefits and shared risks between the State, businesses and people, while eliminating negativity and corruption.

The Prime Minister also called on businesses and entrepreneurs to conduct business in accordance with the law, actively participate in preventing corruption and negativity, and build a business culture imbued with national identity.
