On the afternoon of June 25 (local time), in Dalian city, Liaoning province, China, Prime Minister Pham Minh Chinh attended a discussion with the WEF's startup and innovation business community, with the theme "Promoting economic growth based on innovation in developing countries".
Prime Minister Pham Minh Chinh is attending the 15th Annual Pioneers Meeting of the World Economic Forum (WEF Dalian 2024) and working in China.
WEF currently has about 700 partners who are leaders of the world's leading corporations in various fields. WEF member partners must pay a membership fee of about 60,000 - 600,000 Swiss Francs depending on different levels.
At the seminar, Mr. Sebastian Buckup, Member of the WEF Executive Committee, Director of WEF Networks and Partnerships, said that after nearly 40 years of renovation, Vietnam's economy has made remarkable progress. One of the driving forces that has helped Vietnam develop strongly in recent times is based on innovation. The seminar aims to share Vietnam's successes as well as propose ideas and wishes to promote innovation with Vietnam.
Sharing about Vietnam's measures and priorities in developing technology, resources and innovation, Prime Minister Pham Minh Chinh said that in its development process, Vietnam has always had a correct perception of innovation and entrepreneurship, with the viewpoint that "resources originate from thinking, motivation originates from innovation, strength originates from people and businesses".
According to the Prime Minister, innovation has become one of the main driving forces for economic growth in each country, especially in the era of globalization, international integration and the fourth industrial revolution. Innovation not only contributes to solving regional and global difficulties and challenges but also promotes sustainable development in each country in particular and the world in general.

With that awareness, in recent years, Vietnam has taken many practical and effective actions to promote innovation such as: Building priority policy mechanisms to promote innovation and entrepreneurship; building development strategies and programs, focusing on digital economy, green economy, circular economy, sharing economy, knowledge economy, industries that bring high added value such as big data, cloud computing, artificial intelligence, semiconductor chips, hydrogen, etc.
Along with that, Vietnam focuses on developing infrastructure including digital infrastructure, electricity, water, transportation, social infrastructure such as education, healthcare; developing human resources, especially high-quality human resources; mobilizing resources including internal resources (people, nature and cultural and historical traditions) as fundamental, strategic, long-term, decisive, external resources (including financial resources, technology, management, human resource training... are important and breakthrough). Vietnam takes public investment to lead private investment and activates and mobilizes all social resources to promote innovation and entrepreneurship.
In the spirit of "listening and understanding together; sharing vision and action together; working together, enjoying together, winning together and developing together" and on the principle of "harmonizing benefits and sharing risks", the Prime Minister said that many of the world's leading technology corporations such as Google, Apple, Intel, Synopsys, Meta, Nvidia... have been researching and investing in Vietnam.

Also at the Dialogue, WEF's innovative enterprises asked the Prime Minister many questions about issues of common concern.
Discussing initiatives to support startups and innovation activities in Vietnam, the Prime Minister said that Vietnam has synchronously implemented 5 groups of solutions on perfecting institutions and support policies, promoting innovation and startups; implementing national programs and projects on supporting the innovation startup ecosystem, supporting students to start businesses, programs to support digital transformation businesses, the Vietnam Innovation Challenge program, etc.
Along with that, Vietnam continues to improve infrastructure and synchronous technology to support innovation; train and develop human resources for innovation, including building and implementing the Project on human resource development for the semiconductor industry until 2030...; mobilize international resources to support innovation.
Sharing the secret to helping Vietnam have an education system with general education development achieving higher results than other countries in the region, Prime Minister Pham Minh Chinh said that Vietnam considers education and training as the top national policy and allocates adequate resources to this field to improve people's knowledge, train human resources, and nurture talents; Vietnamese people are intelligent and studious; especially, each person from childhood has been cared for to develop their personality and intelligence according to their qualities, abilities, desires... in accordance with the requirements and conditions of the country in each period.

Answering a question about the role of foreign startups in Vietnam's innovation-driven growth and transition to a knowledge-based economy, the Prime Minister said that Vietnam is building an independent and self-reliant economy, associated with proactive, active, and deep international integration, in a practical and effective manner, relying on both internal and external resources.
Foreign startups are the driving force to support the development of innovation, demonstrated in three main roles: transferring technology and knowledge; creating competition and promoting innovation; promoting international cooperation, promoting the transition to a knowledge-based economy. Therefore, Vietnam always welcomes, encourages and creates conditions for foreign enterprises to invest in all fields of agriculture, industry and services in a green, clean and sustainable direction.
Regarding the concerns of delegates regarding the issue of data security and use, the Prime Minister said that along with the benefits, technology development also has risks and downsides; this is a global issue, affecting all people. Vietnam has issued regulations on information protection, security and data use; has solutions and investments to ensure information network security. Specifically, there are policies and laws to protect human rights, protect consumers related to the digital economy, digital society, digital citizens; protect the legitimate and legal rights and interests of related entities; and always listen to and protect people and businesses in the development process.
Prime Minister Pham Minh Chinh also discussed many issues related to development plans and opportunities for Vietnamese youth in emerging industries such as artificial intelligence, semiconductor chips, big data, etc.
In response to questions about global and national issues, the Prime Minister suggested a global and national approach, promoting multilateralism and strengthening international solidarity; believing that the world will overcome all difficulties and move towards common prosperity./.
