On the afternoon of November 25, Prime Minister Pham Minh Chinh attended the Techfest 2023 Imprint Program with the theme "Promoting national resources, enhancing the Vietnamese innovative startup ecosystem to integrate internationally". The event was organized by the Ministry of Science and Technology in coordination with the Ho Chi Minh City People's Committee.

Speaking at the opening ceremony of the program, Minister of Science and Technology Huynh Thanh Dat affirmed that in recent years, the Vietnamese Startup-Innovation Ecosystem (IEC) has been developing positively.
Cities in Vietnam such as Hanoi and Ho Chi Minh City have made improvements and continued to grow, ranking Vietnam 58th in the world in the ranking index of the global HST KN rankings.
The Minister of Science and Technology affirmed that the development of the science and technology innovation system with the ultimate goal of creating a favorable environment for the formation and development of science and technology innovation enterprises, creating outstanding value.

The Minister believes that the scale and operational efficiency of Vietnam's national science and technology innovation system will be increasingly expanded and the quality of its operations will be improved; attracting more and more domestic and foreign resources; making increasingly more practical contributions to the country's socio-economic development goals when all join hands with open thinking, multilateral cooperation, multi-dimensional interaction and implementing real and effective innovation.
Speaking at the event, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said that the event held in Ho Chi Minh City will make a positive contribution to the development of the science and technology innovation system and the city's economic growth.
According to Mr. Mai, Ho Chi Minh City has identified science and innovation as an important growth driver, so it has implemented many solutions, such as supporting access to capital, markets, technology and high-quality human resources; creating a favorable, transparent and healthy competitive business environment.
Since then, a dynamic startup ecosystem has been created, ranking Ho Chi Minh City 114/1,000 cities with dynamic global ecosystems, and 3rd in the ASEAN region in terms of HST value.

Mr. Mai informed that Ho Chi Minh City is preparing to launch the Center for Supporting Innovative Startups, preparing a project to establish an Institute of Advanced Technology & Innovation, a Center for 4.0 Revolution, and reshaping the strategy to attract investment in industrial parks based on technology and innovation.
In addition, Resolution 98 with outstanding policies and available foundations, Ho Chi Minh City is determined to aim to become the most dynamic Center of Science and Technology in Southeast Asia and the region; to become a creative city on par with the region in the next 10 years", Mr. Mai affirmed.
Innovation is the key to breakthrough
Speaking at the event, Prime Minister Pham Minh Chinh affirmed that start-up and innovation are an inevitable trend, a strategic choice; the key to opening the door to breakthrough development for businesses and an important driving force for rapid and sustainable development of countries, especially in the era of the Fourth Industrial Revolution.

“The Government and the Prime Minister always affirm and fully support, creating the most favorable conditions and environment for startups and innovation,” the Prime Minister affirmed.
According to the Prime Minister, Vietnam currently has over 3,000 start-up businesses; over 140 universities and research institutes organizing start-up and innovation activities with incubators, centers and clubs supporting start-ups. Many large enterprises, corporations and overseas Vietnamese have actively participated in the start-up and innovation ecosystem in Vietnam.
Among them, many start-up and innovative businesses worth hundreds of millions and billions of USD have been formed and developed not only in Vietnam but also in many places around the world.
That shows that Vietnamese intelligence, Vietnamese creativity, and Vietnamese will are gradually asserting themselves and reaching out to the world.
However, according to the Prime Minister, despite achieving encouraging initial results, the Vietnamese Startup - Innovation Ecosystem still has a gap compared to the region and the world; not commensurate with the potential, intelligence and capacity of Vietnamese people.
Therefore, according to the Prime Minister, to narrow the development gap and turn Vietnam into a leading country in science and technology, it is necessary to focus on implementing well six basic tasks.
Firstly , raise awareness of the position, role and importance of startups and innovation.
Second , strengthen the leadership and direction of Party committees and authorities at all levels; have breakthrough tools and policies to promote the application of technology and innovation to improve the competitiveness of enterprises, localities and the country.
Third , focus on building and perfecting institutions, mechanisms, and policies to promote capital markets, human resources, science, technology, new products, etc.
Fourth, synchronously develop the national, sectoral, regional, high-tech zones, and "innovation incubators" innovation system, with enterprises at the center and institutes and schools as the subjects of research and innovation.
Fifth, strongly develop human resources for creative startups.
Sixth, increase attraction and diversify financial resources to support startups and innovation from many different sources.
