The Scientific Council of the Central Party Agencies and the Communist Magazine have just organized the National Scientific Conference "New Era, the Era of Rising of the Vietnamese Nation - Theoretical and Practical Issues".
Through 50 presentations, especially 12 opinions expressed and discussed at the workshop, a number of very basic theoretical and practical issues about "The new era, the era of the Vietnamese people's rise" were unified and clarified.
The workshop affirmed that the orientations of General Secretary To Lam are strategic issues formed on solid scientific foundations, with high persuasiveness and leadership.
First , awareness of the new era, the era of the Vietnamese people's rise.
Unified perception of an era is a historical period marked by events with important characteristics that have a great influence on the development of a nation, a country or all of humanity.
The new era, the era of the Vietnamese people's rise, is an era of breakthrough and accelerated development under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam that is rich, strong, democratic, fair, civilized, prosperous and happy; catching up with, advancing together and standing shoulder to shoulder with the world powers; contributing more and more to the peace, stability and development of the world, the happiness of humanity and global civilization. In the new era, all Vietnamese people are fully developed, have a prosperous, free, happy and civilized life.
The top priority in the new era is to strongly arouse national spirit, patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to develop the country; closely combine national strength with the strength of the times to successfully implement strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.
Unanimously identifying the starting point of the new era as the 14th National Party Congress, the time when we successfully complete the renovation process after 40 years of persistent work and creativity and achieve great achievements; our foundation, potential, position, and international prestige have been significantly enhanced; Vietnam's development space and potential still have many advantages. These are: Geopolitics, geo-economics; a population of 105 million people, which is the golden population; a unique, peaceful, tolerant and generous culture. We have the Party's leadership, a stable country; we have the aspiration, will, courage, intelligence, and consensus of millions of people as one. We also have the advantage of coming later, taking shortcuts, avoiding mistakes...
That is the time when all the factors of favorable time, favorable place, and favorable people converge, creating opportunities for our entire Party, people, and army to join hands and unite, make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthroughs, and take off, rise, and rise quickly.
Second , entering a new era is an inevitable development step, in accordance with the laws of motion of the Vietnamese revolution and the development trend of the times .
After nearly 95 years of carrying out the cause of liberation and national construction; our people, under the leadership of the Party, have created miraculous breakthroughs and glorious eras: the era of national independence and building socialism (1930 - 1975); the era of national unification and innovation (1975 - 2025); and now, we enter the third era - the era of the nation's rise, starting with the important event - the 14th National Congress of the Party. Three eras have been and will be created, which is the lawful continuation of the Vietnamese revolution under the leadership of the Party; the previous era creates the premise for the next era; the next era inherits and develops the achievements of the previous era, making national independence and socialism increasingly blend and develop continuously.
The world is in a period of epochal change, from now until 2030 is the most important period to establish a new world order. This is also a period of important strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid premise to achieve the goal of 100 years of national founding.
Third , it is required to comprehensively and synchronously deploy solutions to create breakthrough development in all fields, emphasizing a number of key areas:
Strongly innovate the Party's leadership and governing methods
Entering a new era, the requirement to strongly innovate leadership methods, improve leadership capacity, governing capacity, ensure the Party is the great helmsman, leading our nation to breakthrough and accelerate is urgent, it is necessary to implement a number of strategic solutions that General Secretary To Lam has oriented: unify awareness, strictly implement the Party's leadership and governing methods, do not make excuses, replace or loosen the Party's leadership.

Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction, for the sake of finding people. Build a mechanism to encourage and protect cadres with innovative thinking, who dare to think, dare to do, dare to break through, dare to take responsibility, dare to face difficulties and challenges, for the common good on the basis of clearly distinguishing those who dare to think, dare to do, dare to innovate for the common good from those who are adventurous, reckless, fanciful, and unrealistic.
Focus on reviewing, training, testing, and screening personnel planned to participate in Party committees and standing committees at all levels, especially personnel of the 14th Party Central Committee, in the direction of streamlining, virtue, and talent, capable of leading the cause of creating a new era, an era of national growth.
Economic development breakthrough and digital transformation
Solutions to create breakthrough economic development are the core tasks of the cause of creating a new era. It is necessary to make strong and drastic breakthroughs in development institutions; remove bottlenecks and barriers, take people and businesses as the center, mobilize and open up all internal and external resources, resources within the people, develop science and technology synchronously and smoothly, all for the material and spiritual life of the people. Prioritize synchronous and breakthrough development in building economic and social infrastructure.
Focus on developing digital production forces associated with perfecting digital production relations; promote strategic technology, take science - technology, innovation as the main driving force for rapid and sustainable development; promote digital transformation revolution, considering this as the key, the lever to bring the country to remarkable development in the new era.
Digital transformation is the process of gradually establishing a new, advanced, modern production method - the digital production method, a new form of production method compatible with a highly developed knowledge economy, demonstrating the superior level and quality of the socialist production method. There is a breakthrough mechanism to attract domestic and foreign talents; build a strategy to develop human resources with knowledge, skills and innovative thinking, meeting the requirements of digital government, digital economy, digital society and the Fourth Industrial Revolution. The goal by 2030 is that Vietnam will be among the top 50 countries in the world and ranked third in the Association of Southeast Asian Nations (ASEAN) in terms of e-government, digital government, and digital economy.
Anti-waste
According to General Secretary To Lam, waste is currently quite common, in many different forms, and has caused many serious consequences for development. Waste causes a decline in human resources, financial resources, reduces production efficiency, increases the cost burden, depletes resources, widens the gap between rich and poor; causes a decline in people's trust in the Party and State, creates invisible barriers in socio-economic development, and misses development opportunities for the country...
Therefore, it is necessary to unify the viewpoint: promoting waste prevention is a focus in Party and political system rectification, equivalent to preventing corruption and negativity. Review and supplement regulations on management mechanisms and economic and technical norms that are no longer suitable to the country's development practices. Complete regulations on handling wasteful behavior; regulations on management and use of public assets. Resolutely resolve limitations and long-standing problems for important national projects, key projects, low-efficiency projects, causing great loss and waste; weak commercial banks. Build a culture of waste prevention; make the practice of thrift and waste prevention voluntary, like daily food, water, and clothing.
There is only a little over a year left until the 14th National Congress of the Party. We must start right now, we must actively and resolutely take action right now, creating strong changes in awareness and action of the entire Party, the entire people, and the entire army, with the core being the entire political system, preparing a new mindset, spirit, and determination, so that at the 14th National Congress of the Party, we, millions of people, as one, confidently declare: Vietnam has officially entered the Era of national growth.
