In 2024, with a high spirit of determination, the joint efforts and consensus of Party committees, authorities at all levels, people and business community in the province, Hai Duong has successfully achieved socio-economic goals. On the occasion of the New Year 2025, Hai Duong Newspaper interviewed comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee on the results achieved in socio-economic development in 2024 and tasks and solutions in 2025.
- In 2024, Hai Duong overcame challenges and achieved many achievements in socio-economic development. Could you please tell us about the outstanding results of Hai Duong province in the past year?
- 2024, a year with many advantages, difficulties and challenges intertwined; but with the attention of the leaders of the Party, State, ministries, departments and central branches, along with the great efforts and determination in leadership, direction and implementation of the Provincial Party Committee, People's Council and Provincial People's Committee; the participation of the entire political system, business community and people, Hai Duong province has successfully completed the tasks and socio-economic development goals set, including some outstanding impressive results:
The province's economic growth rate reached double digits, up 10.2% compared to 2023, ranking 6th in the country (up 7 places compared to 2023). and ranked 3rd in the Red River Delta. State budget revenue reached 30,000 billion VND, an increase of over 50% compared to the estimate. Total export turnover was 10.3 billion USD, an increase of 8.6% compared to 2023; total import turnover was 8.3 billion USD, an increase of 10.4%. Total social development investment capital reached 64,360 billion VND, an increase of 12.1%; domestic investment attraction was 11,489 billion VND, 1.2 times higher than in 2023; foreign investment attraction reached 718.1 million USD.
The province has focused on investment, gradually completing the synchronous infrastructure system, especially key and important inter-regional traffic projects, expanding new development space such as 13 projects on 4 regional traffic axes (total investment of 9,128 billion VND). Completed and put into use the key project of the North-South axis road of Thanh Mien district (total investment of 397.8 billion VND); invested in the construction of the Dong Viet bridge approach road connecting with National Highway 37, Chi Linh city (total investment of 469.8 billion VND).
Many social security policies have been issued by the province for people to enjoy the fruits of economic development such as: Policies to support training, attraction and treatment of medical human resources at public agencies and units under the management of the province; support mechanism for implementing the Social Housing Construction Investment Project in the province; policies to support workers who have been trained at vocational training institutions in Hai Duong province; special policies to support health rehabilitation for people with revolutionary contributions; policies to support members of poor households and households escaping poverty in Hai Duong province...
The material and spiritual life of the people is constantly improving and enhancing. The quality of education continues to be affirmed, ranking among the top in the country in terms of national excellent student achievements. The work of caring for and protecting people's health has many changes; the poverty rate has decreased to 1.2% (in 2023 it will be 1.37%). The field of labor and employment has received attention and achieved many positive results. Cultural, physical education and sports activities have been organized extensively with many forms and rich, unique and practical contents, preserving and exploiting the typical values of the historical and cultural space of the Eastern Region.
The work of building the Party and the political system has been carried out synchronously and comprehensively; the government apparatus at all levels, from the province to the grassroots, has been gradually streamlined, operating effectively and efficiently; democracy has been promoted, the great national unity bloc has been consolidated; national defense and security have been maintained, social order and safety have been ensured; people and businesses are excited and confident in the leadership of the Party, the management and administration of the government, joining hands to accelerate the development of the province.
- In addition to the outstanding socio-economic development results mentioned above, in your opinion, what limitations and difficulties does the province still have ?
- Through assessment, the implementation of the province's 2024 socio-economic development plan still has certain limitations and difficulties. That is, although investment and business development activities have improved, they have not met expectations; the activities of industrial parks are not commensurate with the province's inherent potential advantages; some projects are still behind schedule, land use is ineffective, and there is a risk of loss and waste. Some officials and civil servants still show signs of shirking and avoiding tasks in performing their tasks; the results of administrative reform and digital transformation are still modest, not meeting development requirements...
- Could you please tell us what key solutions the Hai Duong Provincial People's Committee will have for socio-economic development in 2025?
- 2025 is of special importance, being the last year of the term, we must accelerate, make a breakthrough, focus on striving to successfully achieve the socio-economic development goals of the entire term 2020 - 2025, while also doing well in the organization and organization of the apparatus; and successfully organizing Party Congresses at all levels towards the 14th National Congress of the Party. These are the tasks of the entire political system, the entire people and the business community, enterprises must join hands to carry out, seize the best opportunity to develop Hai Duong further, advance sooner towards the goal of becoming a modern industrial province before 2030.
To complete the above tasks, it requires Party committees and authorities at all levels in the province to innovate their thinking, be decisive in leadership and direction, and create new momentum and new spirit. Therefore, in 2025, the Provincial People's Committee will focus on implementing well the following key tasks and solutions:
Resolutely and effectively implement Conclusion No. 97-KL/TW dated October 5, 2024 of the Central Executive Committee on socio-economic development in 2024-2025, resolutions and conclusions of the Central Committee, the Politburo, the Secretariat; Resolution No. 158/2024/QH15 of the National Assembly on the Socio-Economic Development Plan in 2025 and policies, viewpoints, tasks and solutions for socio-economic development in 2025 and the 2021-2025 period under the direction of the Prime Minister in Official Dispatch No. 137/CD-TTg dated December 20, 2024. Focus on seriously and effectively implementing Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
Develop a detailed scenario for socio-economic management to achieve the economic growth target of over 10% (striving for 12%), domestic budget revenue to increase by over 10%. Proactively review and remove difficulties and obstacles; strongly and substantially improve the investment and business environment. Enhance the responsibility of leaders; promote investment attraction and disbursement of public investment capital from the beginning of 2025; effectively use resources; improve productivity and product quality, create rapid and sustainable breakthroughs in each industry, field and locality; create a stable and sustainable source of budget revenue, gradually reduce dependence on land revenue.
Complete the synchronous and modern technical and social infrastructure system of the province. Continue to prioritize the implementation of a number of key transport projects to contribute to creating synchronous infrastructure, connecting inter-provincial and inter-regional areas, promoting socio-economic development. Implement major projects to create breakthroughs in socio-economic development and urban appearance such as: Specialized Economic Zone Infrastructure Project, Cultural and Sports Complex Project, urban area projects, large-scale cultural tourism and resort areas...
Along with promoting economic development, the province continues to build and perfect the education and training network, associated with the effective implementation of the goal of building a learning society; doing well in vocational training to prepare high-quality human resources to serve the socio-economic development in the new period. Consolidating, perfecting, improving the quality and operational capacity of the public health system from the province to the grassroots level; attracting investment, promoting the strong development of high-quality private health facilities. Continuing to do well in ensuring social security, completing the plan to eliminate temporary and dilapidated houses in the province.
Perform well the tasks of national defense and security; ensure the maintenance of political security, social order and safety. Focus on the work of building a clean and strong Party and political system; improve the effectiveness and efficiency of the operations of governments at all levels. In the immediate future, focus on leading, directing and organizing the implementation of Resolution No. 18 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" according to the direction of the Central Committee; ensure that after the reorganization, the new apparatus is better than the old one, operates in a disciplined manner, promoting effectiveness and efficiency; best prepare all aspects of work to successfully organize the Party Congresses at all levels for the 2025-2030 term.

SOCIO-ECONOMIC DEVELOPMENT RESULTS IN 2024, TARGETS IN 2025
RESULTS 2024
- Gross regional domestic product (GRDP) is estimated to increase by 10.2%.
- Total social development investment capital reached 64,360 billion VND, up 12.1%.
- State budget revenue increased by 46.7% compared to the estimate.
- The value of agricultural, forestry and fishery production reached 22,934 billion VND, up 1.9%.
- Industrial production value reached 387,871 billion VND, up 14.8%.
- Total export turnover reached 10.3 billion USD, up 8.6%.
- 2,000 new businesses established, up 6.2%.
- The health insurance coverage rate compared to the population reached 93.75%, an increase of 1.15%.
- The rate of working-age workers participating in social insurance is estimated at 53%, an increase of 8%.
- The poverty rate in 2024 will be 1.2%, a decrease of 0.17%.

- Total product in the area increased by over 10%.

- Percentage of schools at all levels meeting national standards: preschool 79.7%, primary school 98.7%, secondary school 95%, high school 90.2%.
- Number of hospital beds (excluding commune-level health stations) reached 33.8 beds/10,000 people; 13 doctors/10,000 people.
- The poverty rate at the end of the year is 0.43%.
- 100% of industrial clusters (with infrastructure investors) have centralized wastewater treatment systems that meet requirements.
