Press Release No. 04, 9th Extraordinary Session, 15th National Assembly

On Saturday, February 15, 2025, the National Assembly continued its fourth working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

Morning, content 1 : Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Organization of Local Government (amended). At the discussion session, 19 National Assembly deputies spoke, 01 National Assembly deputy debated. The deputies' opinions basically agreed on the necessity of amending the Law on Organization of Local Government and many contents in the Government's Submission, the Verification Report of the National Assembly's Law Committee. In addition, in order to contribute to perfecting the draft Law, the deputies focused on discussing the following contents: administrative units, classification of administrative units and delimitation of administrative units in mountainous areas, highlands, and islands; principles of organization and operation of local governments; principles of organization of administrative units and conditions for establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries; People's Council; People's Committee; working relations between local authorities and the Vietnam Fatherland Front Committee and local socio-political organizations; dialogue between local authorities at the commune level and the People; determination of authority of local authorities; decentralization, delegation of authority to local authorities; tasks and powers of the provincial People's Council; organizational structure of the People's Council; tasks and powers of the Standing Committee of the People's Council, members of the Standing Committee of the People's Council, and People's Council delegates; meetings of the Standing Committee of the People's Council; election of positions of the People's Council; cessation of duties as a delegate, temporary suspension, dismissal and loss of the rights of a People's Council delegate; tasks and powers of the Chairman of the People's Committee at the provincial, district, and commune levels; People's Committees at administrative units organizing local authorities; organizational structure and working regime of the People's Committee. There are opinions of delegates suggesting the addition of 01 article on the interpretation of terms; supplementing the Government's responsibility in supporting localities in implementing administrative reforms and digital transformation.

At the end of the discussion, Minister of Home Affairs Pham Thi Thanh Tra spoke to explain and clarify a number of issues raised by National Assembly delegates.

: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Minister of Information and Communications Nguyen Manh Hung present the Report and Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present the Report on the examination of the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities. After that, the National Assembly discussed in groups about this content.

: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more.

At the discussion session, 13 National Assembly deputies expressed their opinions. The deputies said that submitting to the National Assembly to adjust the economic growth target for 2025 from 8% or more demonstrates the Government's determination and efforts in successfully implementing the socio-economic development goals for the 2021-2025 period, contributing to consolidating and creating a solid foundation to achieve double-digit growth for a long enough period, bringing our country into an era of prosperous development. In addition, the deputies focused on discussing the following contents: basis, necessity of developing the Project; additional assessment of the results of implementing the socio-economic development plan for 2024; context, situation, difficulties, challenges; growth requirements for 2025; growth scenario of 8% or more in 2025; conditions for implementing the growth scenario of 8% or more.

Regarding tasks and solutions, the delegates' opinions basically agreed with the main group of tasks and solutions stated in the Government's Submission and the Inspection Report of the National Assembly's Economic Committee. In addition, the delegates' opinions suggested that there should be solutions for backlogged projects, issuing support packages to unblock resources; paying attention to and training high-quality human resources; developing indicators to assess the capacity of officials and civil servants to have appropriate regimes and policies; developing a salary reform roadmap; having specific mechanisms and policies for localities with their own strengths; assigning growth targets to localities; having policies to attract foreign investment; increasing investment resources in both the public and private sectors; economic development must ensure maintaining national defense and security.

: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall: Investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; Draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City. At the discussion session, 05 National Assembly deputies expressed their opinions, specifically as follows:

Regarding the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project: The delegates basically agreed on the need to approve the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction; considering this an important political task, both urgent and strategic, requiring great determination to soon start construction and put it into operation. In addition, the delegates focused on discussing the scope, scale, and form of investment; the authority to decide on the investment policy; preliminary total investment and capital sources; implementation progress; specific mechanisms and policies; and technology to implement the Project.

Regarding the Draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City: Delegates said that the development and promulgation of a Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in the two cities is very necessary and urgent to solve institutional "bottlenecks" in order to contribute to the goal of investing in completing the urban railway network in the two cities. In addition, delegates focused on discussing the following contents: explanation of terms; capital mobilization; investment procedures; railway industry development, technology transfer and human resource training; the issue of connecting the entire urban railway system; policies on construction materials and dumping sites; implementation organization.

At the end of the discussion, Minister of Transport Tran Hong Minh spoke to explain and clarify a number of issues raised by National Assembly delegates.

Monday, February 17, 2025, morning : The National Assembly discussed in the hall about: Draft Resolution of the National Assembly to pilot a number of policies to remove obstacles in science, technology and innovation activities; Special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; The National Assembly met separately, listened to the Report and the Report on the examination of a number of urgent mechanisms and solutions necessary to implement the project to renovate, repair, upgrade and build a new office of the President's office at 02 Le Thach, Hoan Kiem, Hanoi and discussed in the hall about this content.

Afternoon : The National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; The National Assembly listened to the Submission and the Verification Report on the investment plan to supplement the charter capital for the period 2024 - 2026 of the parent company - Vietnam Expressway Corporation (VEC) and discussed this content in the hall; The National Assembly met separately, listened to the Submission and the Verification Report on the organizational structure of the Government for the 15th National Assembly term; listened to the Submission and the Verification Report on the structure and number of Government members for the 15th National Assembly term; then discussed the above contents in the Delegation.
