On the morning of May 8, 2024, Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man, who directed the activities of the National Assembly Standing Committee and the National Assembly, chaired the meeting of the National Assembly leaders in May 2024. Based on the report of the National Assembly Office on the main work results in April 2024 and early May 2024, proposing a number of key tasks in May and the following months of 2024, along with the opinions expressed at the meeting, the Permanent Vice Chairman of the National Assembly concluded the contents.

Responsibility, effort to complete large amount of work
The Standing Vice Chairman of the National Assembly highly appreciated the preparation work of the National Assembly Office; at the same time, acknowledged and commended the sense of responsibility, initiative, efforts and endeavors of the National Assembly agencies, the Secretary General of the National Assembly, the National Assembly Office, and agencies under the National Assembly Standing Committee that have advised and served the National Assembly and the National Assembly Standing Committee to complete a huge amount of work, closely following the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, and the National Assembly Party Delegation in the context that April and early May 2024 are the peak period of preparation for the 7th Session, with many major holidays and important commemorative activities of the country, and at the same time, many unexpected tasks have arisen. Notably:
Firstly, organize the 7th extraordinary session of the 15th National Assembly under the direction of the Central Committee and the Politburo; serve the National Assembly in considering and passing 02 resolutions. Urgently deploy preparations for the 7th session of the 15th National Assembly; organize meetings of the National Assembly Standing Committee (legal thematic session, 32nd regular session and other sessions); serve the National Assembly Standing Committee in issuing 26 resolutions; documents assigning the National Assembly Standing Committee on the management of the work of the National Assembly and the National Assembly Standing Committee until the position of National Assembly Chairman is completed.
Second, submit to the National Assembly Standing Committee for comments on the draft Law and Ordinance Development Program for 2025, and adjust the 2024 Program; revise and complete 10/10 draft laws submitted to the National Assembly for consideration, approval, and comment on 10/11 draft laws submitted to the National Assembly for initial comments at the 7th Session.
Third, deploy the activities of the National Assembly's thematic supervision delegations and the National Assembly Standing Committee; promptly issue a Plan to serve the questioning activities at the 7th Session.

Fifth, advise and serve thoughtfully and effectively the activities of the National Assembly leaders, including activities to participate in the celebration of the 70th anniversary of the Dien Bien Phu Victory, the 49th anniversary of the complete liberation of the South, and national reunification...
Sixth, the work of representatives, people's petitions, scientific research, implementation of tasks to prepare for the 80th Anniversary of the First General Election to elect the National Assembly of Vietnam, the work of consulting, synthesizing, serving, ensuring operating conditions, managing finance, assets, security and safety... continue to be well implemented, in accordance with Party regulations and laws.
Have scientific and effective solutions, ensuring completion progress for each task and job.
Emphasizing that the work program for May 2024 has a very large workload, the Standing Vice Chairman of the National Assembly requested that the Vice Chairmen of the National Assembly in charge of their respective fields be determined and resolute in directing agencies to enhance their sense of responsibility, ensure progress and quality of tasks according to plan, promptly handle arising tasks, focusing on the following contents:
Firstly , continue to implement the Resolution of the 13th Party Congress, the resolutions, conclusions and directives of the Party Central Committee, the Politburo, the Secretariat; conclusions at the monthly meetings of key leaders of the Party, the State, the National Assembly leaders and between the National Assembly leaders and the agencies of the National Assembly, the Office of the National Assembly, and the agencies under the National Assembly Standing Committee. Thoroughly grasp the policies and conclusions at the 9th Conference of the 13th Party Central Committee to advise on the expected program of the 7th Session of the 15th National Assembly in a scientific and reasonable manner and complete the contents submitted to the National Assembly at the Session...
Second , continue to direct the completion of the contents of the 7th Session, focusing on: (i) draft laws and draft resolutions submitted to the National Assembly for consideration, approval and comments; (ii) Report on supervision results, draft Resolution on supervision results "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023; (iii) Report on the verification of additional assessment of the results of the implementation of the Socio-economic Development Plan and the State Budget in 2023, the implementation of the plan in the first months of 2024; State budget settlement in 2022; thrift practice and waste combat in 2023; (iv) Expected groups of questions and respondents at the Session...
Third, urgently direct the completion and submission of records and documents of the 7th Session of the 15th National Assembly.
In particular, it is noted that for draft laws and draft resolutions on legal norms submitted to the National Assembly for consideration and approval at the 7th Session, which have been reviewed and commented on by the National Assembly Standing Committee: The Standing Committee of the agency in charge of the review shall complete the request for comments from the National Assembly Standing Committee (in writing) on the draft report on explanation, acceptance, and revision, and the draft law before May 12, 2024; complete and submit to the Vice Chairman of the National Assembly in charge for consideration and signing of the document for issuance and sending to National Assembly deputies on the morning of May 13, 2024;
For draft laws and resolutions reviewed and commented on by the National Assembly Standing Committee at the 33rd Session and other submissions and reports: Agencies must promptly complete the contents under their responsibility and send documents to the National Assembly Office to send to National Assembly deputies before May 18, 2024.
The Office of the National Assembly shall send a written request to the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies, organizations and individuals to send meeting documents within the prescribed time.
Fourth , assign the National Assembly's Foreign Affairs Committee to proactively propose adjustments to the foreign affairs program to ensure it is suitable to the actual situation; at the same time, continue to preside over and coordinate with the National Assembly Office and relevant agencies to effectively implement the 2024 foreign affairs program...
Fifth, continue to direct the implementation of activities towards the 80th Anniversary of the National Assembly of Vietnam, including coordinating the completion and publication of the book by General Secretary Nguyen Phu Trong on "The National Assembly in the process of innovation to meet the requirements of building and perfecting the Socialist Rule of Law State of Vietnam"; implementing a special ministerial-level research topic and organizing the compilation of the book "The National Assembly of Vietnam - 80 years of construction, innovation and development"; implementing the plan to compile the book "History of the National Assembly of Vietnam, volume 5 (2011-2026 period)"; Develop and implement the Plan to compile the books: "50 years of relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao People's Democratic Republic - Comprehensive cooperation and development", Photo book on 80 years of foreign affairs activities of the National Assembly of Vietnam, Bilingual photo book 80 years of the National Assembly of Vietnam 1946-2026, ensuring quality and on schedule.
Sixth, proactively review all action programs for the entire term, key work plans for the year and month, conclusion notices, and assigned tasks to clearly understand the implementation situation; promptly direct scientific and effective plans and solutions to remove and resolve difficulties, problems, and shortcomings that arise to ensure the completion progress set for each task and work.
Seventh, direct the strengthening of management and political ideology work, grasping the thoughts and aspirations of cadres, party members, civil servants, public employees, and workers at agencies of the National Assembly, the Office of the National Assembly, and agencies under the Standing Committee of the National Assembly. In particular, it is necessary to promote the responsibility of setting an example, the spirit of solidarity, and strengthen the trust of cadres and party members in the entire Party Committee of the Office of the National Assembly to continue to successfully complete all assigned tasks. Pay attention to the regime and policies of cadres, civil servants, public employees, and workers working at agencies of the National Assembly, the Office of the National Assembly, and agencies under the Standing Committee of the National Assembly, especially preparing to implement the new salary policy from July 2024.
Eighth, advise and serve the National Assembly Party Delegation in giving opinions on the work of reviewing and supplementing the personnel planning; evaluating and reviewing to promptly remove from the planning those cadres who do not meet the standards and conditions, do not complete their tasks, violate Party regulations and State laws, ensure compliance with Party regulations, current laws and suitability to the actual situation.
Ninth, assign the Chief of the Office of the National Assembly to direct the tightening of discipline and public order; strictly implement regulations on protecting state secrets; thoroughly practice thrift and combat waste in exploiting and using assets and equipment at the workplace; at the same time, organize regular review and inspection of the conditions and facilities serving the National Assembly Session, avoiding errors and malfunctions in the operation of technical systems./.
