Pa Thom mountainous border commune belongs to Dien Bien district bordering Northern Laos. With the characteristics of rugged river and stream terrain, difficult transportation, being separated by hills and mountains, sparse population, mainly ethnic minorities, and difficult life, drug criminals here often organize into armed groups operating in an organized, very reckless and reckless manner.
Promoting the spirit of shock and enthusiasm of the Border Guard youth, Captain Vu Van Cuong always clearly identifies his duties and tasks, upholds his sense of responsibility, and volunteers to take the lead in carrying out the task of preventing and combating drugs and crimes to bring a peaceful life to the people.
Born in 1993, Captain Vu Van Cuong started working at Dien Bien Border Guard in November 2015, holding the following positions: Captain of the Drug and Crime Prevention Team, Si Pha Phin Border Guard Station; Investigation Officer, Special Task Force, Drug and Crime Prevention, Dien Bien Border Guard.
To improve his professional skills, Captain Vu Van Cuong always actively improves his professional qualifications, learns from the experiences of his predecessors, trains his strong political will, and strives to complete his assigned tasks well. During his work, he directly participated in many projects and cases, typically the projects: DB1221P, DB1221P.2, DB122B, DB622, A222, contributing to the establishment and fight against many transnational drug crime rings.
Talking about the most impressive project, Captain Vu Van Cuong shared: "I will always remember the time I fought against Project DB1221P.2 in the early days of Spring 2022. Before that, in early December 2021, through the work of grasping the situation, I directly discovered a drug trafficking and transportation ring in large quantities from the northern provinces of Laos through Dien Bien province and then transported to Lai Chau province for consumption. From there, I advised my superiors to establish and fight against Project DB1221P.2".
After many days and nights of investigation, surveillance, and ambush, at 4:45 a.m. on February 3, 2022 (the third day of the Lunar New Year 2022), at Nam He intersection, Muong Tung commune, Muong Cha district, Dien Bien province, Captain Vu Van Cuong and his teammates in the crime squad caught Chang A Ma (born in 1992, residing in Chung Chai commune, Muong Nhe district, Dien Bien province) using a motorbike to transport 72 heroin cakes.
Expanding the investigation from this important "link", the crime-fighting force continued to arrest two subjects: Trang A Lu (born in 1979, residing in Phin Ho commune, Nam Po district, Dien Bien province) and Tan A Chan (born in 1980, residing in Phang Su Lin commune, Sin Ho district, Lai Chau province).
Captain Vu Van Cuong said that the leader of this drug ring only operated and transacted via mobile phone and frequently changed the time and location of drug delivery to make it easier to escape when being tracked. That made the capture task very difficult, especially ensuring absolute safety of people, weapons and equipment.
However, with the strong command and direction of superiors, along with the high determination of the investigation force, Project DB1221P.2 was successfully fought, seizing a large amount of drugs and ensuring absolute safety for the investigation force.

From the valuable experiences gained during the performance of his duties, when he returned to work at Pa Thom Border Guard Station (October 2022 to present), Captain Vu Van Cuong actively advised the Party Committee and the Command of Pa Thom Border Guard Station to lead and direct the unit's drug and crime prevention and control forces to deploy many measures to fight against drugs and crimes in the area with remarkable results.
Most recently, on February 25, 2023, Captain Vu Van Cuong and the anti-crime force of Pa Thom Border Guard Station and the Drug and Crime Prevention Department, Dien Bien Border Guard successfully fought against Project DB223, arrested 3 subjects, seized evidence including: 7 heroin cakes, 1kg of crystal meth and 1 homemade gun.
Sharing about the difficulties in the fight against crime, Captain Vu Van Cuong said: Currently, the tricks of subjects in drug trafficking and transportation lines are increasingly sophisticated and complicated. The subjects are very reckless, dangerous, and ready to use "hot" weapons to fight back against the authorities when discovered and arrested. Therefore, the work of preventing and fighting crime, especially drug crimes, encounters many difficulties and faces many dangers. Each successful case is the crystallization of countless efforts and silent sacrifices of teammates.
After nearly 8 years of working at agencies and units under the Dien Bien Border Guard, Captain Vu Van Cuong has gradually improved himself, improved the quality of his professional work and excellently completed his assigned tasks. In 2022, he achieved the title of Emulation Fighter at the grassroots level, was awarded a Certificate of Merit by the People's Committee of Dien Bien province for his outstanding achievements in fighting Project A222, and was awarded a Certificate of Merit by the Border Guard High Command for his outstanding achievements in fighting Project DB1221 and Project A222. Recently, he was voted as one of the 10 Outstanding Young Faces of the Border Guard in 2022.
