At the 7th Session of the 15th National Assembly on the morning of May 23, discussing at Group 13 with National Assembly delegations from Lang Son, Bac Ninh, Dak Lak and Hau Giang provinces on the implementation of the socio-economic development plan and state budget, National Assembly Chairman Tran Thanh Man acknowledged the achieved results. At the same time, he suggested continuing to review and evaluate the implementation results, and propose specific solutions. In particular, studying and developing a comprehensive program to promote growth; promoting economic restructuring towards diversification, enhancing internal capacity and resilience of the economy.

National Assembly Chairman Tran Thanh Man highly appreciated the Supplementary Assessment Report on the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; and acknowledged that the report and opinions of National Assembly deputies clarified the economic picture in 2023 and the first 4 months of 2024.
The National Assembly Chairman pointed out that in 2023, although the world situation had many difficulties, affecting Vietnam's economy, under the leadership of the Central Executive Committee, the Politburo, headed by General Secretary Nguyen Phu Trong, the National Assembly issued a Resolution, the Government implemented the Resolution of the Party and the National Assembly, showing great efforts and determination to complete 10/15 targets. The most prominent of which is that the industrial, construction, agriculture, forestry, fishery and service sectors have regained growth momentum and recovered. Thereby ensuring macroeconomic stability in management, ensuring growth, and controlling inflation.
Trade balances are of interest and are basically stable. In particular, growth in 2023 reached 5.05%, although it has not yet reached the target set by the National Assembly, but compared to countries in the world, countries in the region, some countries with negative growth, Vietnam's growth is high. Although the growth target set for 2023 is 6.5%, but with all flexible management and direction solutions, our country achieved a growth rate of 5.05%, which is a great effort of the country, the Chairman of the National Assembly emphasized.

The National Assembly Chairman also said that the lives of people in urban areas as well as in rural areas, in remote areas, border areas and islands are of concern. The National Assembly Chairman cited that on the occasion of the 70th anniversary of the Dien Bien Phu Victory, mobilizing resources to build over 5,000 houses for the poor in Dien Bien is a very practical and concrete work. Along with that, in the face of the general difficulties, the Party, the State, the Fatherland Front and organizations have paid attention to mobilizing, organizing campaigns and emulation movements to care for the poor to stabilize people's lives. Solving employment and labor, especially in rural areas, the unemployment situation in urban areas has also been of concern to sectors and levels.
Foreign affairs have been strengthened. National defense and security have been ensured. Political security and social order and safety have been ensured. The fight against corruption and negativity has received attention and has had very positive changes. The practice of thrift has made much progress.
In addition to the achieved results, the National Assembly Chairman expressed concern when export turnover in 2023 decreased by 2.5% compared to the same period last year; private consumption growth decreased to 3.5%, while in 2022 it was 7.2%; the real estate market was sluggish; the growth rate of domestic private sector investment decreased to 2.8%.

Therefore, the National Assembly Chairman suggested that it is necessary to assess more specifically the impacts of growth such as on exports, consumption, and domestic private investment in the past year to clarify the causes and find solutions in the coming time. At the same time, it is necessary to continue to pay attention to the sustainability of growth activities; the issue of increasing costs of importing goods, raw materials, foreign loan interest of enterprises, etc. are also factors affecting the domestic market.
Research on building a comprehensive program to promote growth
The National Assembly Chairman also raised the issue of forecasting the world and domestic economic situation in the remaining months of 2024 to have scenarios for appropriate and flexible direction and management. The National Assembly Chairman said that it is necessary to innovate and reform the macroeconomic foundation; review and evaluate the implementation results, and at the same time propose specific solutions to implement the Resolution of the Central Executive Committee and the Politburo on innovation of the growth model as well as effectively implement the process of international economic integration and private economic development.

The National Assembly Chairman pointed out that it is necessary to evaluate whether the recent development of the private economy is correct or not? How to orientate foreign investment attraction to proactively participate in the 4th Industrial Revolution, promote regional development and industrialization and modernization, especially in localities with large industrial development today, such as Binh Duong, Dong Nai, Ho Chi Minh City, Long An, Bac Ninh, Vinh Phuc, Thai Nguyen, etc. Accordingly, it is necessary to clearly assess how attracting foreign investment affects employment and local budget revenue.
The National Assembly Chairman also said that it is necessary to continue to guide the effective implementation of laws related to market economic institutions, such as the Land Law, Real Estate Business Law, Housing Law, Enterprise Law, Investment Law, Bidding Law, Public Debt Management Law, Public Investment Law, Competition Law, Cyber Security Law, Electronic Transaction Law, Consumer Rights Protection Law, etc. The Government needs to soon issue a decree; ministries and branches have accompanying circulars to organize implementation.

Regarding macroeconomic stability, the National Assembly Chairman proposed studying and developing a comprehensive program to promote growth in the 2024-2025 period; reviewing and supplementing with due attention to strengthening macroeconomic stability, maintaining room for operating macroeconomic policies; flexibly applying macroeconomic policies according to scenarios to respond to current adverse developments in the world and regional economies.
At the same time, promote economic restructuring, restructuring sectors towards diversification, enhancing internal capacity and resilience of our country's economy in the face of unpredictable developments in the world economy and trade.
Stating clearly that with the management scenario of the Government and localities, with the growth results achieved in the first quarter and the first 4 months of the year, the National Assembly Chairman believes that with determination and drastic measures, growth will be guaranteed to be achieved in the remaining quarters of the year./.
