The delegate stated that the National Assembly's spending a certain amount of time to officially discuss this content in the parliament from the 5th Session, XV National Assembly is a very correct and popular thing to do. This further affirms that the National Assembly is constantly innovating, improving the effectiveness and efficiency of its supervisory activities, each opinion and recommendation of voters is thoroughly considered and resolved; at the same time, enhancing the accountability of functional agencies. According to delegate Nguyen Huu Thong, the implementation of recommendations of people and businesses, whether good or not, depends on the determination of all levels, sectors, and leaders. The delegate cited that Binh Thuan voters are very happy that the Party, National Assembly, and Government have invested in the construction of the Phan Thiet - Dau Giay and Phan Thiet - Vinh Hao expressways, which have now officially put into operation, contributing greatly to the socio-economic development of the locality. Delegate Nguyen Huu Thong said that the provincial National Assembly Delegation has received many applications from companies related to the issue of lending medical equipment, biological products, etc. to medical facilities in the fight against the COVID-19 epidemic, but so far they have not been paid or resolved. This issue was also raised by the delegate at the 6th Session and the Minister of Health promised to submit a policy to the competent authority to resolve it, but so far this has not been resolved. Therefore, the delegate expressed his hope that the Ministry of Health will soon advise the competent authority to issue a document to resolve the above issue.

At the same time, the Ministry of Health is interested in providing the content of calculating interest for businesses from the time of borrowing goods and equipment until now and the financial mechanism for localities and medical facilities that are sued such as: court fees and costs of executing judgments. If so, businesses will see that the State and the Government are interested in the development of businesses with reason and reason, and localities and medical facilities will also find it easy to implement, delegate Nguyen Huu Thong stated.
14:23: Delegate Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong Province Interested in the thematic supervision activities of the National Assembly, the delegate said that over the past years, the supervision activities of the National Assembly in general, and the supreme supervision in particular, have been implemented very effectively, highly appreciated by voters and people. The topics selected for supervision are all key issues of the country's socio-economic development, hot issues that voters and people pay special attention to. The results of the National Assembly's supervision have pointed out the difficulties, obstacles, bottlenecks, bottlenecks, and shortcomings in the law enforcement process and the causes of the shortcomings and limitations... The delegate emphasized that the results of supervision are an important basis for the National Assembly and the Government to promptly remove certain difficulties and obstacles, especially those related to institutions, mechanisms, and policies, and to make recommendations to supplement and perfect policies and laws. However, regarding the National Assembly's supreme supervision activities, the delegate found that sometimes the selection of supervision issues, although very profound and in line with the voters' wishes, was not really timely.

The thematic supervision of the implementation of legal policies on real estate market management and social housing development from 2009 to the end of 2023 was carried out directly when the National Assembly passed the amended Law on Real Estate Business and a number of related laws. Therefore, when the National Assembly delegations of localities conducted the supervision, they encountered many difficulties. Most of the problems and shortcomings have been resolved in the laws passed by the National Assembly. Therefore, it is very difficult for the National Assembly delegations to make recommendations to improve the institutions. If this is carried out before the National Assembly comments and passes the above laws, the recommendations after the supervision will be a solid basis for reviewing and amending the laws.
14:11: Delegate Nguyen Tao - National Assembly Delegation of Lam Dong Province: Overlapping planning is a barrier to economic and social development. Discussing at the Hall, delegate Nguyen Tao stated that since the 6th Session, voters believe that the Government and the Prime Minister have actively paid attention to resolving outstanding issues and shortcomings in voters' recommendations; especially implementing the National Assembly's Resolutions on National Target Programs, building new rural areas, sustainable poverty reduction; and socio-economic development in ethnic minority and mountainous areas.

The Government has stipulated the mechanism for managing and implementing the National Target Programs with the main contents such as decentralization and delegation of power to localities, especially the grassroots levels, to enhance the initiative and flexibility of all levels in management and implementation. Delegates said that voters also believe that overlapping planning is a barrier in the process and progress of socio-economic development of localities, regions and the country. Pursuant to Decision No. 866/QD-TTg of the Prime Minister approving the planning for exploration, exploitation, processing and use of minerals in the period of 2021 - 2030, with a vision to 2050, the exploration and exploitation of bauxite minerals, production of alumina and aluminum metal must be synchronized with the development of transport infrastructure, ensuring security, national defense, and ecological protection in the Central Highlands region and in accordance with Resolution No. 23-NQ/TW of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045.

However, in reality, key projects in the Central Highlands, especially Dak Nong and Lam Dong provinces, have not been implemented due to legal problems and overlapping mineral reserve planning, making it very difficult for localities to convert the purpose of using mineral reserve land for socio-economic development. The delegate emphasized that in order to handle the overlap between the planning of mineral reserves and mineral exploitation with Vietnam's socio-economic development plans such as: National master plan for socio-economic development, National land use planning; regional - inter-regional planning; provincial planning... the most important issue is the need for coordination, comprehensive calculation and proactive management and implementation of planning to ensure sustainable development for the country.
14:03: Delegate Thach Phuoc Binh - National Assembly Delegation of Tra Vinh Province: It is necessary to add regulations on post-supervision for the settlement of voters' petitions. Delegate Thach Phuoc Binh stated that voters highly appreciate the fact that the National Assembly, the agencies of the National Assembly, the Government and central ministries, the Supreme People's Court, and the Supreme People's Procuracy have paid attention to considering and settling 2,210/2,216 (nearly 100%) of voters' petitions. This shows that the Government and central ministries have focused on settling voters' petitions, demonstrating a spirit of openness, positivity, and proactiveness in overcoming limitations, and proposing measures to improve the quality of management and administration. The study, reception, and settlement of voters' petitions have contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, improving people's lives, and creating trust for voters and people nationwide.

In addition to the achievements, Report No. 832 of the Standing Committee of the National Assembly also frankly pointed out 5 limitations. Delegate Thach Phuoc Binh expressed his agreement with the limitations and recommendations of the National Assembly. From the practice of participating in the supervision of the settlement of voters' petitions, it can be seen that there are still some shortcomings that have not been pointed out, such as some agencies of the National Assembly have not paid due attention, have not fully absorbed voters' petitions in examining and assessing the impact of some draft laws, have not effectively exploited voters' opinions and meanings, and have not used them as a basis for practical consideration in the annual law and ordinance making program. The organization of conferences and seminars to collect opinions on draft laws is sometimes still formal and not really effective.

During the supervision process, the evaluation of the results of law and ordinance enforcement by competent authorities is often general, without clearly defining the responsibilities of the agencies, organizations, and heads subject to supervision; the monitoring, urging, and supervision of the organization of implementation of supervision conclusions and resolutions of the National Assembly on supervision have not received due attention, and the effectiveness of supervision is not high...

Therefore, delegate Thach Phuoc Binh proposed that the National Assembly and the National Assembly Standing Committee continue to improve the method of supervising the settlement of voters' petitions. At the same time, it is recommended to supplement regulations on the form of the National Assembly, the National Assembly Standing Committee, the National Assembly delegation, and National Assembly deputies supervising the settlement of voters' petitions through the form of voters' feedback on the results of that settlement, that is, specific regulations on collecting voters' opinions on whether the issues they petition are handled promptly, fully, and in accordance with the law by competent authorities. In addition, it is necessary to supplement regulations on post-supervision of the settlement of voters' petitions to promptly request competent authorities to handle newly arising issues.

Previously, on the morning of May 20, the National Assembly listened to Report No. 832, consisting of 37 pages, 11 appendices, and 373 issues. The report stated that a total of 2,216 petitions from voters had been received, and 2,210/2,216 petitions had been resolved and responded to, reaching 99.7%. This is a high rate of resolution and response to voters, demonstrating the proactiveness of competent authorities. At the same time, the report also stated the results of resolution by each agency and organization, assessed the results achieved as well as the shortcomings and limitations in synthesizing and resolving voters' petitions; made specific recommendations to the Government and central ministries and branches, in order to continue resolving voters' petitions, ensuring the legitimate rights of the people, as well as improving the effectiveness of state management activities.

The Vice Chairman of the National Assembly emphasized that in today's discussion session, in addition to the contents suggested by the Petition Committee and the issues of concern to the delegates, he requested that the delegates focus on discussing and clarifying the following contents: Firstly, for the 12 areas that many voters nationwide are interested in and recommend as mentioned in the report, such as: agriculture, farmers and rural areas, implementing policies for people with meritorious services, labor and employment, social security, culture, sports and tourism, information and communication, health, education, investment planning, finance, banking, production and business, market management, construction, transportation, natural resources and environment, science and technology, state apparatus organization, civil servants, national defense and security, social order and safety, law making and enforcement, dissemination and education of law, inspection and handling of violations, settlement of complaints and denunciations and anti-corruption... Secondly, regarding the situation of voters' recommendations, there are still limitations, that is, they have not been resolved. Decisive response, or slow response; unclear responsibility response... Third, the recommendations of the National Assembly Standing Committee in report No. 832. Fourth, other related contents, through contact with voters, working with localities, ministries and branches that National Assembly deputies receive.
