On March 25, 2025, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) held a meeting to discuss and give opinions on the results of implementing the Conclusions of General Secretary To Lam since the 27th Session of the Steering Committee to date. General Secretary To Lam chaired the meeting.
From Session 27 to present, there have been many outstanding results.
The report said that since the 27th Session, the prosecution agencies nationwide have prosecuted and investigated 1,132 cases/2,188 defendants, prosecuted 1,201 cases/2,373 defendants, and tried 756 cases/1,672 defendants at first instance for corruption, economic and position crimes. For the cases and incidents under the supervision and direction of the Steering Committee, 1 new case was prosecuted; 25 additional defendants in 7 cases were prosecuted; 3 cases/76 defendants were concluded for investigation; 1 case/7 defendants were concluded for supplementary investigation; 4 cases/46 defendants were issued for prosecution; 3 cases/40 defendants were tried at first instance; 3 cases/149 defendants were tried at appeal. In particular, the investigation of the case at Phuc Son Group was completed; Issue indictments to prosecute cases occurring at Vietnam Electricity Group, Vietnam Tea Corporation, Thai Duong Group; complete the first-instance and appeal trials of a number of key cases in accordance with the Steering Committee's Plan, including: The case occurred at the Saigon - Dai Ninh Project (Lam Dong); The case occurred at the Phan Thiet coastal urban tourism project, Phu Thuy ward, Phan Thiet city, Binh Thuan province; The case occurred at the Vietnam Register and related units; The case occurred at the Vietnam Computer Emergency Response Center (VNCERT), Ministry of Information and Communications.
The Central Inspection Commission, Party committees and inspection committees at all levels have completed inspections and strictly handled Party organizations, cadres and Party members who violated the laws related to the cases and incidents that occurred at AIC Company, Phuc Son Group and Thuan An according to the conclusion of the Steering Committee. Through inspections, 381 Party organizations and 819 Party members have been handled and recommended for disciplinary action; including 57 cadres under the Central Committee's management. Since the beginning of 2025, the Politburo, the Secretariat and the Central Inspection Commission have disciplined 4 cadres under the Central Committee's management.
The Government and the Prime Minister have focused on leading and directing ministries, branches and localities to review and handle projects that have been delayed and are at risk of loss and waste. They have reviewed and classified 1,315 public investment projects, non-budgetary investment projects and PPP projects with difficulties and problems. They have urgently directed the inspection and handling of difficulties and problems for the Bach Mai Hospital 2 Construction Investment Project and the Viet Duc Friendship Hospital 2 Construction Investment Project, striving to put them into use in 2025 according to the Conclusion of the General Secretary and Head of the Steering Committee. They have directed the handling of difficulties and problems, and the early operation and use of the Ho Chi Minh City Tidal Flood Control Project and renewable energy projects that have been built but not yet connected and put into operation. Some localities have proactively brought a number of wasteful cases to the Provincial Steering Committee for Anti-Corruption and Wastewater Treatment to monitor and direct them for focused and thorough handling.
The Ministry of Public Security's investigation agency and local police have prosecuted and investigated a number of cases of waste according to the motto "handling one case, warning the whole region, the whole field" such as: The case of "Accepting bribes; Violating bidding regulations causing serious consequences" occurred at the Ministry of Agriculture and Rural Development, Hoang Dan Company Limited and related units; The case of "Violating regulations on management and use of State assets causing loss and waste" occurred at Vietnam Cement Corporation (VICEM) and related units;...).
The authorities have proactively coordinated to remove difficulties and obstacles in the work of appraisal, asset valuation, and recovery of corrupt assets. Regarding the cases and incidents under the supervision and direction of the Steering Committee, since the 27th Session, the authorities have completed 12 conclusions on appraisal and valuation; the civil enforcement agencies have recovered more than 6,000 billion VND, bringing the total amount recovered since the establishment of the Steering Committee to 102,040 billion VND.
Party committees and organizations have paid attention to leading and directing the review, amendment, supplementation and improvement of Party institutions and State laws, focusing on institutions and laws related to the organization and operation of agencies after the reorganization and streamlining. Reviewing and overcoming loopholes and inadequacies, removing many institutional bottlenecks and bottlenecks, creating momentum for innovation, creativity, socio-economic development and improving the effectiveness of preventing and combating corruption, waste and negativity. Since the beginning of the 13th term, the Central Executive Committee, the Politburo and the Secretariat have issued more than 170 documents on Party building, the political system and preventing and combating corruption, waste and negativity; the National Assembly and the Government have issued 69 laws, ordinances, more than 800 resolutions and decrees on socio-economic management and preventing and combating corruption, waste and negativity.
Resolve many major cases
The Standing Committee of the Steering Committee emphasized that in the coming time, the Party and the State are simultaneously implementing many important revolutionary policies and decisions to develop the country. The work of preventing and combating corruption, waste and negativity must closely follow and effectively serve the country's political tasks. Continue to synchronously and resolutely implement solutions to prevent, detect and handle corruption, waste and negativity, without forbidden areas or exceptions, must be associated with the goal of socio-economic development, ensuring the highest national and ethnic interests; prioritize the recovery of maximum assets for the State, handle them by economic, civil, administrative means, and finally criminal handling. In which, focus on a number of key tasks such as:
Strengthening the prevention and fight against corruption, waste and negativity in conjunction with completing the arrangement and streamlining of the apparatus and administrative units at all levels of the political system; resolutely not allowing corruption, waste and negativity to occur. Party committees and leaders at all levels must lead and direct closely, strengthen inspection and supervision, absolutely not allowing the occurrence of "lobbying", "group interests", corruption, waste and negativity in personnel work and in the arrangement and use of headquarters and public assets of agencies, units and localities when implementing the arrangement of the apparatus and administrative units; correcting the mentality of waiting and delaying the resolution of work, causing congestion and wasting time, effort and money of the State, people and businesses.
The Government Party Committee directed the urgent completion of a general review of public assets of agencies, units and localities nationwide to have a plan for management, arrangement and use after the reorganization and streamlining of the apparatus and administrative units at all levels, ensuring efficiency, right purpose, avoiding loss, waste, corruption and negativity. Complete the handling in 2025 of public real estate facilities that are not used, used ineffectively or used for the wrong purpose.
Focus on inspecting, examining, investigating, and thoroughly handling corruption, waste, and negative cases related to the personnel of Party congresses at all levels and the 14th National Party Congress. Especially, thoroughly investigate and thoroughly handle cases related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (Phase II), Nha Trang airport project, etc. Strive to complete the investigation, prosecution, and trial of 21 cases by the end of 2025, and complete the verification and handling of 5 cases according to the Steering Committee's Plan.
It is necessary to create more obvious changes in the work of preventing and combating waste, especially focusing on thoroughly handling projects that are behind schedule, have backlogs, are prolonged, and are ineffective, causing great loss and waste, contributing to mobilizing and effectively using resources to serve the economic growth target of over 8% in 2025 and double digits in the following years. The Government, ministries, branches, and localities continue to thoroughly review; clarify the causes of slow progress and prolonged backlogs; propose handling plans and clearly define the handling authority for each project, not to shirk responsibility, and promptly put projects into operation and use. Complete the handling plan before June 30, 2025.
Issue the Inspection Conclusion (before March 31, 2025) and direct the removal of difficulties and obstacles, putting the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital in Ha Nam province into use before December 31, 2025.
Focus on removing difficulties and obstacles, soon putting into operation and using renewable energy projects and projects to solve flooding caused by tides in Ho Chi Minh City area.
Conduct specialized inspections and audits in a number of localities with many projects and works using state budget capital, long-term backlog, and high risk of loss and waste; complete specialized inspections on waste prevention and control in the management and use of real estate facilities managed by state agencies, organizations, and enterprises in 2025.
