In recent years, international language certificates have become increasingly popular in Vietnam, especially in university admissions. Many schools have policies that prioritize international language certificates in admissions.
However, according to the assessment of the Ministry of Education and Training (MOET), in the past few years, there has been a situation where some training institutions have abused the use of foreign language certificates in the admission process, even using foreign language certificates as the deciding criteria for candidates' chances of admission.
Meanwhile, access to foreign language certificates varies between students in different regions.
Therefore, the new regulations on university and college admissions for preschool education stipulate that schools can convert foreign language certificates into foreign language subject scores to include in the subject group for admission consideration, but the foreign language subject scores converted from foreign language certificates have a weighted score that cannot exceed 50%.
The Ministry of Education and Training affirms that with this regulation, candidates can still make the most of their strengths to increase their chances of being admitted to university while still ensuring fairness.
In addition to the fact that there may be unfairness in admissions due to the abuse of foreign language certificates, the Ministry of Education and Training also believes that the regulation of total bonus points (bonus points, bonus points, incentive points) for different achievements and certificates of older candidates can also lead to unfairness for candidates without bonus points who are also being considered for admission.
Therefore, the new regulation also sets a limit on the total score not exceeding 10% of the maximum score of the assessment scale (for example, with a 30-point scale, the maximum is 3 points) to create a fairer opportunity in the admission process.
However, training facilities still have plus points based on the characteristics of the training facility, input requirements and maximizing the candidates' individual strengths.
“Each candidate has the opportunity to achieve the maximum score on the scale, but no candidate has a score (all types of bonus points and priority points) exceeding this maximum score,” said the Ministry of Education and Training.
Many schools prioritize IELTS admission
It is noted that in this year's admission season, many schools continue to allow candidates to use IELTS certificates or other foreign language certificates to convert English scores for admission consideration in this year's admission season. However, each school's score conversion method is different.
With the direct admission method, priority is given to candidates with outstanding abilities and achievements. Hanoi National University of Education gives priority points to candidates with IELTS certificates.
For training programs that use English in teaching, the school considers adding priority points (converted from international English certificates) when considering direct admission under XTT2.
Priority points (on a 30-point scale) are converted from English certificates as follows:
In 2025, Hanoi University of Science and Technology will add bonus points to talented candidates if they have VSTEP English certificates and other international English certificates such as IELTS, TOEFL, TOEIC, etc. IELTS certificates will also be considered in combination with the thinking assessment test scores. The school allows the conversion of English certificates into English subject scores when candidates are admitted based on their high school graduation exam scores (combinations A01, D01, D04, D07).
Specifically, the IELTS score conversion to English score when candidates apply for admission based on the high school graduation exam score of Hanoi University of Science and Technology is as follows: IELTS 5.0 is equivalent to 8.5 points; IELTS 5.5 is equivalent to 9 points; IELTS 6.0 is equivalent to 9.5 points; IELTS from 6.5 and above is equivalent to 10 points.
National Economics University and Thang Long University require candidates to achieve IELTS 5.5 converted to 8 points, from 7.5 and above to get 10 points.
In 2025, the Ministry of Public Security plans that candidates with IELTS equivalent to 5.5 or higher will be able to participate in the combined admission exam to police schools. Last year, the requirement was IELTS 7.5 for the group of early admission candidates.
In addition, the Ministry of Public Security plans to expand the combinations for candidates registering for the admission method combined with international language certificates.
