To carry out this task, Hanoi National University identifies and implements investment in a number of key national technology fields and Hanoi National University has strengths; expands the cooperation network including domestic and international cooperation to increase opportunities for publication in high-impact journals, develops more co-owned inventions between the school and businesses; builds new key science and technology programs at Hanoi National University level, aiming to master strategic technologies, meeting the requirements of Vietnam's strategic industries.
With this group of tasks, Hanoi National University sets out a number of specific targets by 2030 such as: Number of key and key scientific and technological products researched and transferred: 10 products/year; number of patents (including exclusive patents and exclusive utility solutions): 100 patents/year (of which at least 5 patents are registered for protection abroad); number of international scientific articles in journals in Q1, Q2 (Scopus/WoS) growing by 25%/year; budget for key scientific and technological programs at Hanoi National University level: 150 billion VND/year (about 750 billion VND by 2030); research rate in key scientific and technological programs with practical applications in enterprises and localities: at least 80%.
Hanoi National University continues to focus on developing a strong innovation ecosystem associated with businesses, increasing revenue from services, transferring science and technology, attracting private sector investment in science, technology and innovation. Specifically, Hanoi National University develops an innovation business ecosystem (start-up/spin-off); promotes cooperation with large enterprises to develop public-private projects (PPP); increases non-budgetary revenue. Some specific targets up to 2030 include: Total investment capital from venture capital funds in spin-off enterprises of Hanoi National University is 100 billion VND; total value of non-state investment from enterprises and other organizations in projects of Hanoi National University is 2,000 billion VND.
Regarding the breakthrough policy of developing high-quality human resources, Hanoi National University focuses on developing strong research groups associated with attracting and developing excellent scientists. Along with that, training high-quality human resources for the country includes: Training human resources in the fields of engineering - technology, artificial intelligence, chips, semiconductors, biotechnology in the context of promoting digital transformation, application of information technology, artificial intelligence; training scientists (training, incubation...); providing experts for localities, for businesses, in which the ratio of students studying in engineering - technology, artificial intelligence, chips, semiconductors, biotechnology/total student size is at least 40%.
VNU will also complete the model, organizational structure and enhance the operation of the High-Tech and Innovation Park; attract and exchange international lecturers (2025-2030 period). Regarding digital transformation, VNU will promote comprehensive digital transformation, reduce administrative procedures, improve effectiveness, efficiency and efficiency in university governance; build a training model, online teaching methods applying digital technology and AI; deploy solutions and monitoring systems to ensure information security according to the 4-layer model; build a Data Center and a Center for monitoring and operating smart university urban areas.
