On March 10, the Investigation Police Agency of Thanh Hoa Province Police announced that it had just prosecuted 7 suspects related to the case of 'deceiving customers' that occurred at Gangwhoo Beauty Salon, Thanh Hoa City.

The seven defendants prosecuted include Dao Thi Thuy Duong (28 years old) and her husband Tran Tuan Phuong (35 years old, both from Thanh Tri district, Hanoi) - owners of Gangwhoo beauty salon, Vu Cam Van (29 years old, residing in Hung Yen) - direct manager of the beauty salon, Le Van Duc (29 years old, residing in Thanh Hoa), Le Cao Cuong (28 years old), Truong Trieu Duc (28 years old), Duong Duc Manh (30 years old) - all residing in Thai Nguyen province.
According to the initial investigation of Thanh Hoa Provincial Police, Gangwho Beauty Salon registered its business on October 24, 2023 at 11 Hoang Van Thu, Ba Dinh Ward, Thanh Hoa City, owned by Dao Thi Thuy Duong and her husband Tran Tuan Phuong. After that, Vu Cam Van was assigned to directly manage the staff and operate the beauty salon.
Le Van Duc is not a cosmetic specialist but dressed as a doctor and advised customers to use unauthorized services.
Duong and Phuong also directed Le Cao Cuong, Truong Trieu Duc, and Duong Duc Manh to use Facebook to run advertisements to reach customers with beauty services such as dark circle treatment, full body slimming, nose lift, penis enlargement with high-tech machines, with a commitment to no injections or invasive surgery.
When customers come to the facility to perform beauty packages, they will be consulted by staff about service packages with better quality, using higher technology and committed to a 7-20 year warranty.
After the customer registers to use the service and transfers enough money, the beauty salon staff will clean, massage, numb, draw blood to separate plasma, separate stem cells to inject into the body parts on the basis of increasing the effectiveness of the treatment, but in reality, they pretend to insert a needle but do not draw blood or draw blood but do not use it as promised to the customer, but throw it in the trash.
The defendants also impersonated doctors to perform services such as scar treatment, weight loss, eye socket filling, penis enlargement by injecting saline, injecting skin beautifying substances into the treatment area or irradiating the machines with CO2 laser machines.
These are invasive cosmetic services that must be licensed by the competent authority, as stipulated in Point 2, Article 37, Decree 109/2016/ND-CP dated July 1, 2016 of the Government.

Because Gangwhoo Beauty Salon does not have a license to operate, the doctors do not have certificates or practice licenses, and are not trained to operate the equipment, some customers after receiving services at this beauty facility experienced side effects such as mouth distortion and jaw dislocation.
When customers claimed their rights, the beauty salon did not resolve them as promised, so many victims filed complaints with the police.
Thanh Hoa Provincial Police Investigation Agency is continuing to investigate the case and notifies any victims who used the services of Gangwhoo Beauty Salon to report to the Office of Thanh Hoa Provincial Police Investigation Agency for resolution.
