The Council consists of 15 members, chaired by Deputy Minister of Transport Nguyen Danh Huy, and members are leaders of agencies and units under the Ministry and Vietnam Railways Corporation.

The internal appraisal council is responsible for reviewing and appraising the contents of the pre-feasibility study report on the Thu Thiem - Long Thanh railway construction investment project to submit to the Prime Minister according to regulations.

Previously, the Railway Project Management Board submitted to the Ministry of Transport a pre-feasibility study report on the Thu Thiem - Long Thanh railway project.

The Thu Thiem - Long Thanh railway line is being studied with the starting point at Thu Thiem station (An Phu ward, Thu Duc city, Ho Chi Minh city), the ending point at Long Thanh airport (Long Thanh district, Dong Nai province).

This is a railway line connecting the center of Ho Chi Minh City with Long Thanh airport with double track standards, 1,435mm gauge, axle load of 16 tons/axle, electrified.

The design speed on the main line is 120km/h, in the tunnel is 90km/h. The maximum operating speed on the main line is 110km/h, in the tunnel is 80km/h. The transport capacity is from 30,000 - 40,000 people/direction/hour.

The main railway line has a length of 41.83km, the depot approach road length is 4.4km, including: 40.67km above ground (viaduct, river overpass), 15.13km underground, 0.43km on the ground.

The entire route has 20 stations (16 elevated stations and 4 underground stations), 1 depot located in Cam Duong commune, Long Thanh district, Dong Nai province and 1 train parking lot, train repair and cleaning station in Thu Thiem.

According to preliminary calculations, the total investment for the Thu Thiem - Long Thanh railway is about 84,752 billion VND, equivalent to 3.454 billion USD.
