Focus on improving the quality of cultural activities

With budget and socialized funding, the province has organized and hosted many art performances, exchanges, sports competitions, fine art exhibitions... at the provincial, regional and national levels, creating impressions and effective propaganda among all classes of people.

Major cultural activities held annually at the provincial level have developed strongly in both quantity and quality, such as: Professional art performances to celebrate major holidays and important historical events; fireworks to celebrate major holidays, on the occasion of the New Year, Lunar New Year; effectively maintaining the cultural space on Kim Dong walking street (City)... contributing to improving the quality of people's spiritual life.

The Provincial Art Troupe regularly develops programs and organizes performances to serve the province's political tasks, and increases performances to serve people and soldiers in border areas. The troupe organizes an average of 90 performances/year, the mobile propaganda team organizes 120 propaganda sessions/year. The quality of art is increasingly improved, winning many high awards at regional and national festivals: 1 Gold Medal, 2 Silver Medals at the National Professional Art Festival in 2015; Silver Medal for the whole troupe, excellent art direction award, Certificate of Merit from the Dance Artists Association for excellent dance collective, Certificate of Merit from the Vietnam Musicians Association for the Cao Bang Art Troupe Orchestra at the National Professional Art Festival in 2018...

Literary and artistic creation activities have improved. Every year, nearly 150 new literary works are registered for creative support; the quality of the works is highly appreciated, each year there are 3 or more authors receiving awards from the Central Professional Association. Many authors have won awards from encouragement and above, including 1 Asean Literature Award (2017); many authors of the province have art photos and paintings participating in national and international exhibitions. From 2014 to present, the Provincial Literature and Arts Association has provided creative support to more than 400 members, thereby encouraging and motivating the team of artists to actively work creatively, creating many valuable works serving life.

The provincial folk song preservation associations at all levels have been active and effective in preserving and promoting the values ​​of local folk songs.

Established in 2011, up to now, the Provincial Association for the Preservation of Folk Songs of Ethnic Groups has developed 10/10 branches in districts and cities with 2,192 members; established sub-branches in communes and wards. The provincial Association for the Preservation of Folk Songs at all levels has been active and effective in preserving and promoting the value of local folk songs. Since its establishment, the provincial Association has researched and collected 45 folk songs; composed and put new lyrics to over 200 songs; the Associations at all levels have built 96 folk song performance programs; organized teaching for over 600 members of all ages inside and outside the province.

State management of press and publishing has been effectively implemented; press activities in the province have been carried out in accordance with the law. Cao Bang Newspaper, Cao Bang Radio and Television Station and Non Nuoc Cao Bang Magazine have properly implemented their principles and objectives, effectively managed all types of information in guiding people's ideology and aesthetics; actively implemented the emulation movement "Building a cultural environment in press agencies"; created conditions for reporters and editors to be trained, fostered, and improve their professional qualifications and skills; promoted the creation and promotion of literary and artistic works and projects to serve the cause of national construction and defense.

Political and social organizations from the province to the grassroots level have organized many propaganda and educational activities to raise awareness and responsibility of union members and members in connection with preserving and promoting the traditional cultural identity of the nation, implementing the campaigns "Family of 5 no, 3 clean" among women, the campaign "Building a young, prosperous, happy, progressive, civilized family" among youth, organizing many competitions and performances on culture, arts, physical education, sports, etc.

The work of preserving and promoting the unique cultural values ​​of the province has received attention. The work of repairing, preventing degradation and restoring and embellishing relics has been increasingly promoted, achieving encouraging results. Currently, the whole province has 271 historical - cultural relics and scenic spots, of which 102 relics have been ranked at all levels (3 special national relics, 26 national relics, 73 provincial relics); there are 2 national treasures. Preserving over 2,000 heritages, of which, 6 heritages of writing, 150 heritages of folk literature, 745 heritages of religious practices, 200 heritages of traditional festivals, 112 heritages of traditional crafts, 487 heritages of folk knowledge, 300 heritages of folk performing arts. The whole province has 7 national intangible cultural heritages, of which the heritage "Then practice of the Tay, Nung, Thai people of Vietnam" was recognized by UNESCO as a representative intangible cultural heritage of humanity (with Then ritual of the Tay people of Cao Bang); recognized 1 People's Artisan, 23 Meritorious Artisans, 1 People's Artist, 5 Meritorious Artists.

The cultural space at Kim Dong walking street (City) is effectively maintained, contributing to improving the quality of people's spiritual life.

From 2014 to present, the province's international cooperation activities on culture have been promoted; participating in many major international cultural and artistic exchange and cooperation activities. Focusing on expanding cooperation and diplomatic relations with other countries through establishing and maintaining relationships with a number of foreign representative agencies in Vietnam such as: the United States, France, Japan, Korea, Australia, ... Consulting and successfully organizing many high-ranking delegations of the province to survey and work in countries such as China, England, France, Germany, America, Australia, New Zealand, Korea, Japan, Cuba, etc.

The leadership and management team of the provincial cultural sector is planned and arranged to ensure appropriate qualifications, qualities, and capacities, increasingly better meeting the requirements of the tasks. Every year, the provincial cultural sector sends cadres to participate in cultural professional training courses organized by the Central Government; opens cultural professional training courses for cultural staff at the local and grassroots levels. The work of educating political ideology, ethics, lifestyle, and awareness of compliance with the State's laws for the cultural staff is carried out regularly and promptly, ensuring proactive fight against signs of ideological and moral degradation, "self-evolution", "self-transformation" in the cultural field.

Through practical and effective activities, many fine traditional cultural values ​​of ethnic minorities in the province have been gradually restored, preserved and developed. The mass cultural, artistic and sports movements have taken place vigorously and widely throughout the province. Hobby clubs for Then singing, Tinh lute, folk songs and folk dances have increasingly developed, spreading to many age groups to participate in and connect with local and unit events. Thereby, contributing significantly to the overall results of the whole country in implementing the tasks and strategies of building and developing Vietnamese culture and people to meet the requirements of sustainable national development, as well as the process of building and developing the province in the new period.
