The conference approved two drafts of the Red River - Thai Binh River Basin Irrigation Planning and the Mekong River Basin Irrigation Planning for the period 2022 - 2030, with a vision to 2050. The draft plans presented aim to study and propose irrigation development solutions to exploit, comprehensively use and sustainably develop water resources in the Red River - Thai Binh and Mekong River basins. This plan pays special attention to the impacts of climate change, upstream development and serves diverse goals such as agriculture, urbanization and industry.
The plan also aims to proactively drain water for agriculture combined with drainage for urban and industrial areas, flood prevention and water environment improvement, meeting the requirements of socio-economic development. At the same time, the plan will serve as the basis for developing annual, 5-year and long-term irrigation development plans for river basins.
During the discussion, delegates at the conference made many important contributions, especially on planning options, land use needs, list of works and projects planned for investment, as well as solutions for implementing the planning. Leaders from departments, branches, and localities all agreed with the basic content of the draft planning but also requested more clarification on the operation of the irrigation system, upgrading degraded works and ensuring practical technical solutions.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment to fully absorb all comments to complete the draft planning. The Deputy Prime Minister emphasized that the planning must solve problems related to irrigation, hydropower, environment and be synchronized with urban flood prevention work. At the same time, the planning needs to be flexible and open to be able to adjust to regional development and climate changes, while ensuring feasibility during implementation./.
